HomeMy WebLinkAbout07/16/1969 P&Z Minutes1) The regular meeting of the Lino Lakes Planning and Zoning Commission held on July 16, 1969 was called to order at 8:10 p.m. by Chairman McLean with those present being Mr. Kelling, Mr. Jester, Mr. Karth, Mr. McLean and Mr. Cardinal. Those absent were Mr. Stanley, Mr. Rehbein and Mr. Husnik. Mr. Keeling moved to accept the minutes of the June 18th meeting as read. Seconded by Mr. Jester. Carried. Mr. Ken Rehbein presented plans for the building of a pre- fabrioated house on his property on Pine Street. He stated the Building Inspector had gone over ell the specifications with him and had been to the manufacturing plant in Wisconsin. W. Dupre felt the pre -fab house met all the Village codes except for the joists in the floor. Village code calls for 2'x8' joists and 40# live load per square foot of flooring. The pre -fab house would have 2' m 4' joists but would still meet the 40# live load per square foot requirement. These floors are solid sheets of laminated plywood. Mr. Jester stated he had seen this type used in other locations and didn't see anything wrong with it. The house is approved by FHA and GI and would be 24' by 42' in size. The walls are finished with panelling and are put together at the corners by a tongue and groove method. The first house he would erect would have no basement under it do to the high water level where it will be built. Future houses would all have basements. Mr. Keeling did not think the one house without a basement would be a good indication of what future homes would be like and thought the Village should have a chance to see what a pre -fab house with a basement would be like. Mr. 6r. Keeling moved to recommend to the Council that they issue up to two building permits to Mr. Ken Rehbein to enable him to erect two pre -fab houses, at least one of which would have a basement, and taking note that the floor joists would be 2' by 4's. The Planning Board anu the Council could then view these two homes before further building permits are issued for more pre -fab homes. Seconded by Mr. Jester. Carried. Mr. Bruce Kafka of 6250 Ware Road appeared before the Board to request a special use permit for a mobile home to be placed at this address for his elderly father. Mr. Keeling stated the Board and the Council has already set a precedent in that they have granted other per- mits for mobile homes for hardship cases from a humanitarian standpoint. It was also pointed out that the son would move into the present house and make improvements on it which would be an asset to the Village. Mr. Jester moved to recommend to the Council they gran a special use permilto Mr. Leo F. Kafka on a mobile home (10' by 45' minimum per code understanding any time he terminatef this use the trailer will be moved to other property with proper permits or removed from the Village. Seconded by Mr. Kelling. Motion carried. Teo gentlemen from Meyer's Outdoor Advertising Company appeared to request permits to erect signs on 35E and 35W. They were told that Lino Fakes does not have an ordinance governing bJ.11boards at this time but the Board was considering the possibility of recommending such an ordinance. These men were anxious for Lino Lakes to do so and stated they would like to be of help when the Village gets ready to set up this ordinance. They will submit copies of sample ordinances to Mr. McLean, with the most important points marked for attention. They were questioned in detail about their billboards, size, maintenance of grounds, etc. Mr. McLean appointed himself and Mr. Kelling to study the submitted ordinances and similar information from Naegele, and try to come up with some idea of a billboard ordinance for Lino Lakes by the September meeting. Chaiiman McLean pointed out the lay -out of the proposed mobile hone park mar Street. He also mentioned that from now on the Council minutes and agenda would be distributed to ell Planning } lord fie. 2- Upon questioning by Mr. McLean, Mayor L'Allier answered that the Mobile Home Ordinance will be presented by Attorney Locher at the July 28 Council meeting and he hoped some action would be taken at this time. Mr. McLean interjected that perhaps certain areas of the Village could be designated as sites for trailer parks instead of having them scat - tered all over the Village. Mr. L'Allier stated that at the last Council meeting he had appointed Mr. McLean to act as liaison between the Planning Commission and the new planning consultant, Mr. Tom Van Housen. Mr. Cardinal had been appointed liaison from the Council. Mr. L'Allier would like Mr. McLean and Mr. Cardinal to gather material available such as maps and ordinances frog the Engineer, the County Engineer, and the surveyors office and submit these to Mr. Van Housen so he can study the information available in advance of a meeting with the Council and the Planning Board. A meeting to further discuss ideas as to future Planning for Liro Lakes should be set up after about 45 days of preparation. Mr. L'Allier also announced that Mr. Gotwald would be at the August 20 meeting to discuks with the Board the proposed thoroughfare map for Lino Lakes, Mr. L'Allier announced a joint meeting on July 21 with the Council, Planning Board and tie Park Board to meet with Mr. Bernie Steffen, County Administrator, to discuss the Count? Far} Plan as it pertains to Lino Lakes. Mr. McLean stated that Mr. Jester had suggested to him the idea of having a'check -off' list for handling miscellaneous categories which come before the Board. In this way pertinent questions we should be asking would all be written down and the secretary would merely have to fill in the answers. He appointed Mr. Jester, Mr. Karth and Mr. Rehbein to draw up a form for such a 'check -off' list, and report back at the September meeting if possible. A request had been made to the Council to include plastic pipe in the plumbing code. Mr. McLean thought the plumbing inspector should be consulted before any action is taken on this matter and instructed the secretary to contact Mr. West and invite him to the August 20th meeting. Mr. Cardinal presented plans from Mr. and Mrs. Harry Hughes, requesting permission to build a three bedroom home with a combination Barber and Beauty Shop in the basement. As this property is on Highway 8 and already in commercially mooned property there would be no problem involved in this type of operation. Mr. McLean stated the Hughes' were to be commended for bringing in plans before building the Barber and Beauty Shop and home in a commercial district. The Secretary was instructed to send a letter of commendation to the Hughes' and Ken Rehbein for bringing their plans before the Planning Board. Mr. Karth questioned a piece of land he owns which is in the shape of a triangle along the freeway fence. He was concerned about how far away from the line be could build a house and was given a copy of the Building and Zoning Ordinance Book. Mr. Jester announced that the Steering Committee for the Anoka County Planning Commission had been delayed in getting out their report but it should be in published form in the near future. Mr. L'Allier announced a special meeting for Judy 25, at which time the Village fiscal agent, Sprinated, Inc., would present facts on municipal bonding, and also the Jandric financial sources would appear before the Council. Mr. Kelling moved to adjourn at 9:35p.m., seconded by Mr. Jester. Motion carried.
