HomeMy WebLinkAbout04/19/1967 P&Z MinutesPlanning Board meeting April 19 The April 19th meeting of the Lino Lakes Planning; and Zoning Commission was called to order by Chairman Glenn Rehbein. Members present were Mr. Roy Stanley, Mr. Andy Cardinal, Mr. Hank Heckenlaible, Mr. Glenn Rehbein, Mr. Ell). Jester, Mr. Duane Klepel. Andy Cardinal reported for the Council. He skid that some members of the Council were interested in knowing if anyone knew of a good location for a dump. After discussion a motion was made by Hank '_eckenlaible, seconded by Jester that the Planning Board be on record as opposing a village owned dump. Andy Cardinal also brought up the matter of the Forest Lake School property 2.2 acres corder Hiway 8 and Main St.) It was stated that there was interest in obtaining this land for a park or rest stop park for tourists. :after discussion a motion was made by Roy Stanley seconded by Hank Heckenlaible, that the Planning and Zoning board go on record as opposine our village purchasing the property for this purpose. Reasons for this action were given as: The area is not large enough forVa full scale park and not properly located to be a rest stop for tourists. ?hat such a park would be an additional policink burden. They felt the property could be better used for locating new business. A letter was read from Kiel Banta. and Clyde Rehbein requesting the consent of the Planning Commission to ivide 2 acres into 4 half acre lots. A mcp was shown and the matter discussed. Mr. R,gu'. County Commissioner who was present at our meeting took under study Banta and Rehbeints question as to how much right of way the county possessed. The County Commissioner told them ajr present the county roads do not have a ;`iven distance for right of way or access but were subject to the local regul_.tions; but that he was sure in the near future th:.t there would be a definite right of way established for county roads and that this would erobably be a.. 100 ft. right of way. A motion was made by Duane Klepel seconded by Hank Heckenlaible to grant Clyde Rehbein and Leil Banta permission to divide described lot providing t'_e road access and set back wasproperly done. The county commissioner presented two maps to the Planning and Zoning; Board-- one showing the county ditches and the other showing the land markers for purposes of surveying. He also told of the progress of the County Park on the east side of the village. Tables etc, were being placed there. He said that a `1,500 grant was available from the county to the village under proper conditions especially for a swi a in^ beach for this park. This lead to discussion of our village • road requirements. Some members of the planning board felt we should change them to make it easier for contractors and land developers; others felt we shouldn't change. Mr, Paul Nordeen was advised to appear before the Council. Mr. Hank Heckenlaible made a motion seconded by Mr. Roy Stanley that the Council study this plat with special attention to the road situation and advise the planning and zoning board of any further action. Jester brought up the junk car situhion. Any Cardinal advised the secretary that t.e newspapers should be informed that there will be a clean up month soon. Bill Bohjanen informed the Planning Board that the Civil Defense will pass out to each home in the village copies of certain village ordinances such as Nuisance ordinance, dog ordinance, etc. Chairman Glenn Rehbein announced a special work night for Planning and Zoning Board on May lf at 8 p.m. L.
