HomeMy WebLinkAbout06/21/1967 P&Z MinutesPlanning Meeting The June 21, 1967 meeting-of the Lino Lakes Planning Commission was called to order by Chairman Glenn Rehbein. Minutes of the previous meeting were read statement 4 corrected to read "Lot I of Block 3 ". Minutes were then approved. Members present were: Kelling, Heckenlaible, Rehbein, Cardinal, Stanley, Klepel..- Old Business: Mr. Tom Anderson was present to answer questions which the Planning Commission asked at the previous meeting.. Mr. Anderson presented a survey map and requested that he be given a variance of Ordinance 21 especially regarding not black - topping the road on his project. This was necessary so that he could obtain a mortgage on the buildings now under construction. Questioning and discussion followed.. Mr. Anderson stated the following: he had obtained building permits for those buildings now under construction, he had provided for the water problem by putting the footings at the grade level of Fourth Avenue, buildings will not be sold, he owned the property and the road was a private road which at the time Fourth Avenue was paved or at the time the buildings are sold the road would be brought up to village specifications and turned over to the village. He said he could not see the sense of blacktopping the road w440k Fourth Avenue wasn't blacktopped and as it would just be broken up by future construction. He said he would maintain the road. He said more development of the area is intended and that he is in the process of platting atthe present. He stated that Carley Assoc. told him he should wait until Fourth Ave. was blacktopped before he blacktops and because the property is his he could have a private road. The Planning Commission hesitated to give a variance for this case without legal opinion. Councilman Bill Bohjanen said that the Council had already approved the variance on two buildings only but wanted the Planning Commission to review the situation and grant approval also. After more discussion motion was made by Kelling, seconded by Hecl :enlaible that permission for the construction be granted on buildings at 401, 403, 405 provided that Mr. Anderson at least comply with fiction a. of Ordinance 21 but that no more building permits could be issued until the Plat is completed and Ordinance 21 complied with. Motion carried. New Business: Mr. James Bermier requested approval of Subdivision of One Lot out of ttenty acres of his mother's property along County Road 14 (Main Street).: He presented a survey of Carley Assoc. which complied with the requirements of a preliminary plat. He stated he would be constructing a beauty shop in the basement.. This would meet State Dept. ofHealth requirements. After consideration and questioning motion was made by Heckenlaible, seconded by Kelling we recommend the Council approve a preliminary plat of James Berrnier. Motion carried. Mr. William Morrison, 6297 Hodgson Rad. appeared before the Commission stating he wished to start a dog kennel and wanted a kennel license as he already had been operating for some time now with no complaint from the neighbors. He also presented a petition containg signature of neighbors. He stated he wanted to be legal as he would invest considerable money into the operation. Ordinance 37 regarding Dog Kennels was read which stated he would need a special use permit and have to be located on commercial property. As his property is zoned commercial he was told to appear before the Council and apply for a special use permit.. There was a Building Permit request from Douglas Gene Ramsdell,: A survey map which met the requirements for preliminary plat accompanied the request and the lot met requirements. However, q uestion was- raised about the remaining 72 ft. wide and 50 ft. wide lots either side of the lot in question. Motion was made by Heckenlaible seconded by Stanley that we- recommend Council approve the plat he be given a building permit. Also that he be notified of future problems of the unplatted 72ft and 50 ft. lots either side of his as they do not meet% village requirements. Motion carried. Laisin member Andy Cardinal reported for the Council. He contacted Viola Tiltgen who gave him the information from the final report of Planning Dist. II.. Kelling made a motion seconded by Heckeklaible to invite her to attend our netting and present the information to us. Motion carried. Cardinal also stated that the Council requested the Planning Commission recommend 5 or so names for the Committee to Study the Road 3_ Ordinance., T_-.ere was another discussion pro and con in changing, the ordinance and who to appoint. Klepel made a motion to appoint Glenn Rehbein nd Roy Stanley. No second. Roy Stanley made a motion,seconded by Glenn Rehbein that each member brin;, in a name or so for the next meeting-.
