HomeMy WebLinkAbout08/16/1967 P&Z MinutesThe Aug. 16 1967 meeting of the Lino Lakes Planning Commission was called to order by Vice Chairman Arnold Kelling. Minutes of previous meeting were read and approved. Members present were Stanley, Jester, Cardinal, Heokenlaible, Kelling, Bryant and Klepel. Also present were Ralph LA* Hier and Bill Bohjanen from the Council. Jester introduced Lawrance Andert and Walter Krause of Box 238A rte. 1, Hugo who requested information about platting of property they intended to byty. They were given a copy of the Village Platting Ordinance. Later they were informed that it was the owners responsibility to plat before he sells . them the lot. Mr. Robert Martin from Springsted Municipal Bond Consultant Inc. was on hand to explain the preliminary economic feasibility study. He handed out a aim paper describing the cantents of the studys 1. Present debt analysis 2, Future Bonding Needs 3. Available resourcesfor debt payment 4. Past and projected growth 5. Equities of debt spread 6. Market conditions 7. Debt ratios 8, Public Acceptability 9. Rating 10. Legal limitations iixxximpixtmaxamari Be also told of the advantages to the village of conducting the study at . this time. Mr. Floyd Miller appeared. He had attended the previous Council Meeting requesting permission to sell 2 acresof his 40. The Council had granted the. page 2 necessary variance providing the planning Board approted.. After considering the matter a motion was made by Stanley, seconded by Jester to giant a variance. Carried. Mr. Henry Cardinal of 1063 13 Ave SE Mpls. appeared to give information regarding a house he plans to move on 40 acres,, All requirements had been complied with (building inspected, etc) but he wanted the Planning Board to be informed of this in case any one had questions. Mr. Donald. LUNDGREN requested a special use permit for a sanitary type keep full dump to be located on his land bordering on Ash and Holley drive. His property is 80 acres SW 1/4 of SW 1/4 of }larcel # 4,00. Garbage would also be dumped. He was advised to get neighbor signatures and check with Health Dept. regulations Mr. Ron Jaworwski was present and informed the Planning Commission about the 5 acres of land that Mr. Forest Tagg is willing to donate for a Village Hall. The land is located along Highway 35W near Hiway 8. The Planning Board welcomed the proposed donation as very generous and something that the village should accept without delay. Motion by Heckenlaible seconded by Stanley that the Planning Commission go on record as interested and encouraged the Council to accept the gift. passed. Motion by Heckenlaible seconded by Jester that we meet as early as possible with Mr. Forest Tagg. A meeting was tentatively set up with Mr. Tagg on Thurs. Agg 24. Mr. Cardinal brought up the problem of Vire Numbers for rural areas. The idea was discussed. It was noted that we have a very good house numbering system in our village. All that is necessary to do is to inform the people . that do not have house numbers. This would be done by letter, this letter also encouraging them to post it or paint it on the mail box to facilitate . fire protection. These numbers are already laid out on a village map and the system is in use so that the Planning Board or a Special "ommittee page 3 could refer this map and assign house numbers to farm places and mail the letters. The. Fire Dept. serving our village would be given copies and explanation of our maps and numbering system. This would allow them to rapidly pinpoint the exact location of a fire. Motion made by Kiepel I,y 0-ea that accommittee be appointedt to assign numbers using present system and t 0 notify people by mail and also fire departments. carried. Platting maps were supplied of the Blomqust Property and are on file with the Planning Board secretary. Ken Byant brought up the problem of holding an annual Civil Defense promotion or Police Ball etc. because of the existing ordinance regarding sale of 3:2 bear, It is impossible to get a one day permit as in the past.. After discussion a motion was made by Bryant and seconded by Jester that the Council consider a variance or some other means of making it possible for the dne day affair to be held.
