HomeMy WebLinkAbout11/09/1967 P&Z MinutesA second Special Meeting of the Lino Lakes Planning and Zoning Board was held Nov. 9th for the purpose of an open hearing on the special use permit of Hank Rosengren regarding a landfill. Members present were: Rehbein, Kelling, Heckenlaible, Jester, Bryant, Klepel. Meeting was called to order by Chairman Glenn Rehbein.As the secretary didn't have the formal minutes ready from the previous meeting the Chairman asked for an informal resume which wa then given. Members of the audience were given a chance to voice opinions. Mr. Rob. McCampbell asked whether the planning board had done any feasability study or study as to the need of a landfill in our tillage. Chairman answered that there hadn't been any. Mr. McCampbell then proceded to point out the steps which he felt should be followed. First, to conduct a study to determine if there was a need for Lino to have a dump or landfill. Second: to check with the other communities regarding their experience and availability. Third: to locate such a landfill in a present commercial area which would benefit from it. Fourth: to check with the landowners and Fifth: make adecision. Board Member Kelling mentioned his landfill operation some years ago. He said we could benefit by study of its operation which he felt came on the scene too early but that now such an operation would be profitable. Boardember Jester mentioned that at least the older members of the Planning Board were familiar with landfill operations and know, what they involve. Chairman Rehbein questioned the attorney as to if once the land was rezoned to commercial could it be changed back to residential at a later date. The attorney said it could be done but only if the owner of the property at that time requested it. 2 Boai2d Member Heckenlaibe said he felt that the will of the people of this area should be followed and that we should not allow the landfill. r. Frank McCoy brought up the problem of 5 ton load limits on roads leading to this peoperty; also the problem of rough roads and additional road maintenance necessary if at least 100 trucks per day travel to it. He felt that in effect the public would be subsidizing a private enterprise, because of extra road construction and maintenance; Also the danger factor to children etc. with all the truck traffic .`WC- iAov"4-i wra Board Member Klepel expressed agreement with Heckenlaible on the will of the people being followed. He herefore made a motion that the Planning and Zoning Board recommend that the Council deny a special use permit for this operation. Seconded b. Hec keilaible. Tie mote on motion.
