HomeMy WebLinkAbout12/21/1967 P&Z MinutesN17 Planning and Zoning Commission Dec. Minutes The Dec. 21 meeting of the Lino Lakes Planning Commission was called to order by Chairman Glen Rehbein. Minutes of previous meeting were read and approved. Members present were Glen Rehbein, Jester, Cardinal, Stanley, Bryant & Klepel. Mr. Larry Reginer appeared for information on the procedure necessary to add 16 feet to his lot from an adjoining lot. The Chairman read Ordinance 31A and stated that he would need a variance. After further discussions a motion was made by Jester, seconded by Stanley, that we recommend that the Council grant a variance to Mr. Reginer so he can add the south 16 ft of Lot 8, block 6 Lexington Park, Lakeview Addition to his property. In business forwarded from the Cancil, Andy Cardinal reported that the Planning Commission look into the following: 1. Study elevation of village for purpose of sewage 2. Study village for areas of preliminary zoning such as high class residential, industrial and the practice of building homes on land now zoned commercial. 3. Study the possibility of rezoning the corners of interstate highways to commercial. 4. The renaming. (or naming) of certain new roads within our village mostly created by the new freeways Representatives of the Carle:r Assoc. (village engineer) appeared and reported on various studies that had been made by them at the requestof previous Councils. The purpose of this was to make the present planning commission aware of these studies, in the event that developers would asl: questions regarding sower, water, etc. Also they made several recommendations as to planning the village. George Gotwaldt made the statement that the planning commission 'should work on a 2— preliminary comprehensive villa: plan and that you d_ntt have to i:ire a professional planner as nobody is better able to plan the area than the people who have lived there. A map and study report was shown on sewers wiitt':in our village. This was first done in 1961 at which time preliminary study was made based on natural drainage elevations, proposed meximum populati.: n etc. In l of a comprehensive sewer study was done in the area north of and west of 'E_iehway 8 to deteri. °_ine wether we should put a pipe under the freeways then or wait till later. Booklets showing the results of t'.e e studies will be given to the Flae:fe Board members. It was pointed out this cost is comparable to other areas putting in sewer and that there is the possibility of federal rants cseecially because of the Youth Center. The map gave the locations of trunk lines and vagious interceptions and the approximate cost of each. The main plan is to run lines both sides of the c'ri.ain of- lakes as ttis is the natural drain ::e pattern. Also shown i^rere locations of low areas which would reuire a lift station. The problem of homes being built on low land was brought out. It was pointed out that homes built below the road fir: >.de level or on low ground would much cost to a sewer system as te e standard depth of sewer line is 8 ft. It was recommended that homes not be built b °low the standard of 18 inches or 1 fibot above the road grade. Also recommended that the Lake shore not be built up because of the low elevation and resultant sewer problems but that we rothe.: follow the example of Iiinneapolis and other towns and cities which 'have kept the lakes open to all by having a road around the lake, and by havin,: a minimum elevation at which a home can be built. 3- It was also pointed out that inquires by developers of apartments, trailer courts, etc. should be referred to the State Board o_=' Health first so they can determine whether the project w:uld be acceptable to the state re; ::_rdinP, elevation, location for drains ge of sew a ;e. This would save the village the trouble of ap_croving a project which t :_e StateEoard of Health would reject. In 1961 a study was made for a water system in our village. A map was shown with proposed locations of lines. In general the village was divided into 3 rater districts, west, east, south. Rehbein brought up the proposed road maps which the planning board is working on, these are laid out on section maps aloe section lines. Carley ssoc. said they would take these maps and have their draftsman translate this to a village map for about 5;20.00. It was felt that copies of this map would be valuable for the Planning Commission, Council and Building Inspector. Motion made by Kiepel, seconded by Jester that we recommend the Council authorize preparation ofl the Proposed T'._orou`hfare Maps of Lino Lakes. Carried.
