HomeMy WebLinkAbout05/15/1968 P&Z MinutesThe May 15 meeting of the Lino Lakes Planning and Zoning Commission was called to order by Chairman Glenn Rehbein; members present were Rehbein, lolling, Stanley, Bryant, Klepel and from the Council Bohjanen, Liason Maher Cardinal. Also Village Attorney Lacher. The P&-Z Roland was informed of the action taken on the Johnson property,that in a joint meeting with the engineer on May 2, the Engineer recommended we not grant a permit. The council at its meeting voted not to grant the permit. An open hearing was held for the Capital Motel homes' intent to purchase the present 49 Trailer Court.Attorney Locher said that all the legal requirements had been met for the open hearing (posting, etc.) The P&aZ was shown a drawing of the site which had lots laid out for the new development, but just a blank space for the existing court. The Pd&Z expressed concern. a more exact plan as to redevelopment of the existing trailer court. Mr. Leonard Maleoha (an adjoining property owner) said he would like to see a fence on the south lino. Two residents of the existing trailer park were present, they asked if children would be ppermitted. It was stated by the prospective owner thatshe wouldn't kick anyone out for having too many children, but she indicated there would be a maximum limit per family, at leas) for the new residents. She also indicated she would have 40 x 80 lot size. The minimum lot sizeder our code is 45 x 60 and a min. of 3,000 Aq ft per lot. After discussion by the Bka and Village Attorney it was stated she would need a variance for this. On a motion by lolling, seconded by Klepel, the hearing was adjourned until May 27th at7 p.m. because of inadequate plans. page 2 May 15) P2 Mr. Lee Sherman and Clyde Rehbein appeared requesting a building permit. The Chairman said that this was the same as the current problem with the Roland Johnson property in that it dos not abut a road. A motion was made by Calling, seconded by Stanley, to turn it over to the Road Study Board. Carried. Mr. R. J. O'Neil of 20 40 Edgoomb Roid, "St. Paul (698 -0375) appeared requesting information on proposed plans for an outdoor thater which would be located on Highway 8 just south of the Surfside property. Property is described as: auditors subdivision 151, lots 1 through 5, they would need rezoning as only the 300 next to the highway is commercial and the lots extend down to the lake. He the screen would be a total of if 57 ft high. He was told to check with the MAC for a possible conflict with the present surfside operation or possible north site of new proposed airport. Mr. Donald Szymanski and Harold Gestson appeared, they questioned the right of the developer of the Lakeview Woodlands to subdivide lots other than the original plat. The lots in quOstion are Lot 26 block 2 and Lot 1 block 3 and other adjoining lots. They said the. in both cases the corner lots were spd`it in half. The Village Attorney said the if this is the case the developer would be subject to a fine. Mr. Eugene Brandt appeared with others in his group to ask questions regarding the possible development of a trailer park on the Husnik 40 acres. They said they would have 50 x 90 lots. He was told thi they would has to have the 7 `i property rezoned and get a special use permit; also that the road (77 at Street) was not recorded on the County records. They will be given a copy of ordinance ti 3 no. 39 dating with trailer parks and were told to check with the Health Dept. A general discussion was held on streets and zoning. Chairman asked the Attohney if theP &Z had the right to turn down requests for building permits on property off the road with long "driveways" to the road. The attorney said these could be rejected because the way our ordinance reads: that is that th building "site" should be located on an existing road. Kiepel mentioned that it should be clear that the reason we have odd ball situations like this is because our road ordinance is unreasonable and prevents the farmers and landowners from developing their lands profitably. B Both Ken Bryant and D.Klepel are resigning from the PAZ because they are moving out of the village, resignation effective June 20, 1968.
