On Wednesday, November 6, the Pl£ nning and Zoning Board and the Council met with the
Village Engineer to discuss the proposed preliminary plat submitted by the U. S, Land
Development Company. All Council and Zoning Board members were present.
Mr. Gotwald stated that according to our zoning ordinance the maps submitted were not
complete enough and they should have submitted an overlay map showing the lots. The
maps did not show the existing roads or buildings. Lots 14 -22 are on low ground and
most of these lots would require 7-8 feet of fill in order to be brought up to Village
requirements. MM. Gotwald said the size of the lots are above requirements but the
boundary line near the lake may not be correct, as it may not be useableland. They
would have to show conclusive proof that lots will be useable.
The matter of dead -end roads was discussed. It was pointed out thatse are not
convenient when it castes to snowplowing, fire protection, etc. Mr. Busch had pre
viously said that they eventually wanted to put a road around the entire development
as a main road. Mr. Gotwald pointed out the abundant amount of land that is swamp
in this road (7,600 feet of the proposed 16,300 feet) and estimated that the road would
cost about a quarter of a million dollars. Be said the Village may have to wait many
peare for this road.
There is a problem with Seventh Avenue being part Village road and part private road.
Who would maintain the Village part until the rest is dedicated?) It was agreed that
all roads in the development would have to have a guarantee of money in escrow or a
performance bond for road completion.
lrM. Gotwald felt that the Village should up -grade their building code and fee system.
There should be soma provision so that the Engineering fees and other costs are paid
for by the developer in the long rum end not by the Village.
He also suggested that we should let Jandrio know that the Village wants to cooperate
in order to see the Village groan and eventually they will get their building permits,
but we want to have everything perfectly clear so the Village is not left 'holding
the bag' if anything should go wrong.
Mr. Gotwald felt the next step would be for Jendrio to request a public hearing on the
preliminary plat and have the date entered into the minutes, after which all information
could be gathered by both the contractor and the Village before the hearing date.
The subject of sewer and water was discussed in great detail. Mr. Cotaeld cautioned
the Council about the franchise system whereby the home buyer pays for sewer and water
when he buys the house, plus monthly payments for the use of same to the oontraotor and
then after a period of time when the Village puts in sewers and water the contractor
will want to sell his system to the Village for 100 per cent profit. Other alternatives
for sewer and water were discussed and it was decided that the contractor should came up
with his own solution before the final plat approval.
Dead -end roads were again discussed. It was the conoeasua of the Council and the Board
to ask the contractor to try to eliminate the oul- de -seoa in the main arteries (Blvd. B)
and make these a temporary turn - around with no lots platted until the plat is completed
at whioh time a permanent road could be made to go all around the lake.
It was also brought out that it would be nice to have a road near the lake for scenic
purposes.
It was decided that Idr. GOtwald would write down the definite items we wanted shown
on the map and additional questions that may come up at the public hearing so ¥r. Busch
would have some answers ready for the public hearing. He pointed out that approval
of the preliminary plat does not constitute approval of the final plat. There are
too many unanswered questions and giving ten permits without sanitary facilities isaveryunusualsituation. Also, the Clerk would write letter for the Council to Mr. Busch requesting him to have additional information available.

situation, dedication of entire roadway, exclusive plans for use of lots and the manner."

It was noted that Mr. Jendrio hed first talked of his plans last April and has had
plenty of time for further meetings and plans so that frost should not be his reasontorrushingtheCouncilnow. It was stressed again that we should show that we wanttocooperatewithMr. Jandric but at the same time we need more definite answers on

Mr. Gotwald presented a colored map of the Village whioh shows the existing zoningroadsinthevariouscolors. He asked the Board to complete the map so that it can
be hung up for display in case of questions on zoning in the Village.
