HomeMy WebLinkAbout11/20/1968 P&Z MinutesThe regular meeting of the Lino Lakes Planning and Zoning Commission held on November 20, 1968 was called to order at 8:10 p.m. by Chairman Rehbein with all gibers present except Mr. lolling. The minutes of the October meeting were approved as read. Mr. L'Allier introduced Mr. Freitag and )Lr. Anderson, realtors prepresenting Mr. Vernon Wahlberg who wishes to sell 55 acres on Fourth Avenue to the Main Concrete Products Com- pany. The Molin Concrete Products Company, manufacturers of various precast and prestressed concrete products wished to have this land rezoned from residential to industrial. Their business is presently located at 885 Minneiaha, St. Paul, and is on a ten -acre site which is becoming too small for their present volume of business. They would erect a building 1601 a 100 with a 20 foot ceiling height. The rest of the area would be used for storage of the finished product and for stocking material used in manufacturing. They stated that the site in Lino Lakes is close to the source of aggregate and other materials and is close to the Freeway for fact delivery to the Twin Cities construction projects. Mr. Molin and W. Richard Olson, representing the company, answered question from the Board. They have 60 employees at present and probably would have more once they get under way in the new site. They would begin building in the spring of 1969; needing water; for manufact- ure of their product and sewer only for the sanitary facilities for the employees. There would be some dust from the bulk cement going into the hopper about once every two days. The entire operation would not be completely moved to Lino Lakes for at least two -three years. The total cost of the land, building, and equipment would not exceed 1/2 million dollars. Chairman Rehbein told Mr. Molin and Mr. Olson their next step would be to appear before the Council at their next meeting and then follow the legal steps such as public hearing, etc: The property in question has the following legal description: The South 1/2 of the Northwest 1/4 of the Southwest 1/4 and Southwest 1/4 of the Southwest 1/4, Section 8, Township 31, Range 22, except the Southeast five acres. Mr. and Mrs. Leo Dohmen appeared to request a variance for a lot located on Peltier Lake which is less than 2 1/2 sores in size, being 3/4 of an acre. Mr. Stanley moved to recommend to the Council that they grant a variance to Mr. Leo Dohman for a lot having the following legal description: That certain part of Lot six (6), in Auditor's Subdivision No. 55, Anoka County, Minnesota, and being a part of Government Lot One (1), in Section eleven (11), Township thirty -one (31), Range twenty-two (22), described as follows, to -wit: Beginning at the Northeast corner of aforesaid Lot six (6), thence Nest along the North line thereof for Ninety -three and Wive - tenths (93.5) feet; thence South five degrees (51 Forty -nine minutes (49') West, along the westerly line of a public road, for One hundred (100) feet to the point of beginning of the tract hereby described; thence Nest, parallel with the North line of said Lot six (6) for One hundred thirty -six (136) feet to the Easterly line of land held by the Stn Paul Water Department; thence South Eighteen degrees (181 Sixteen minutes (16') East, along said line, for Thirty -four and five - tenths (34.5) feet; thence South Six degrees (6') Sixteen minutes (1(1) East, continuing along said Water Department line for Sixty -seven and thirteen- hundredths (67.13) fee'' thence test one hundred seven and eeventy -three hundredths 107. ?3)feet to the Westerly lime :.f a public road; Hence North five degrees (50) Forty -nine minutes :449') Beet, along said road line for One hundred (100) feet to the point of beginning. Seconded by Mr. Husnik. Carried. The Dohmen's were instructed to appear at the next Council meeting. A general discussion followed amnoerning the Molin Company commonly referred to as Fly +xieore. The only problem invisioned was that of the dust created and it, was decided to leave this issue up to the neighbors of the proposed site at the public hearing. Mr. Roy Stanley requested a variance on a lot on 77th Street, to be divided in two, having the following legal, description: TRACT 1. That part of the Southeast quarter of the Southeast quarter of Section 8, Township 31, North, Range 22 West, and that part of Lot 15 of Auditor's Subdivision No. 134, Anoka County,iMinnesote, described jointly as follows: Commencing at the northeast corner of the S 1 /2-SE 1/4 of Section 8, thence west, along the north line of the S 1/2- SE 1/4, a distance of 1276.35 feet to the point of beginning;thenoe continuing west, along the north line of the S 1 /2 - -SE 1/4, a distance of 104.35 feet; thence south, deflecting to the left 90 degrees, a distance of 233 feet; thence east, deflecting to the left 90 degrees, a distance of 104.35 feet; thence north, deflecting to the left 90 degrees, a distance of 233 feet to the point of beginning, con - taining 0.56 acre, more or less, end subject to a 50foot easement lying south of and adjacent to the north line thereof. TRACT 2. That part of the Southeast quarter of the Southeast quarter of Section 8, Township 31 North, Range 22 West, Anoka County, Minnesota, described as follows: Commencing at the northeast corner of the S 1/2-SE 1/4 of Section 8; thence west, along the north line of the S 1 /2 --SE 1/4, a distance of 1172 feet to the point of beginning, thence continuing west, along the north line of the S 1/2 --Se 1 /4, a distance of 104.35 feet; thence South, deflecting to the the left 90 degrees, a distance of 233 feet; thence east, deflecting to the left 90. degrees, a distance of 104.35 feet, thence north, deflecting to the left 90 degrees, a distance of 233 feet to the point of beginning, containing 0.56 acre, more or less, and subject to a 50 -foot easement lying south of and adjacent to the north line thereof. Mr. Stanley is allowing 50 feet for widening 77th Street which is only 33 feet wide now. Mr. Jester moved that we recommend to the Council to grant a variance to Mr. Roy Stanley on above described lot: seconded by Mr. Brovold. Carried. It was mentioned that the Council should note that 77th Street is only 33 feet wide and should be improved upon some day. Mr. Jester asked for a variance on a lot on Ash Street of less than 2 1/2 acres having the following legal description: All that part of the West 100 feet of Government Lot 4, Section 35, Town 31, Range 22, West, lying South of the St. Paul Water Department right -of -way and North of Ash Street, subject to said right -of -way and said Ash Street, 3- Mr. McLean moved that we recommend to the Council that they grant a variance to W. Jester on the above described lot, seconded by W. Huenik. Carried, The Jandric Development was discussed at great length. it was noted that the Council had already okayed the preliminary plat for five houses and five townhouses. (All models) Several members felt that the plat should have been okayed by the Planning and Zoning Board before the Council okayed it W. Rehbein requested the secretary to read from the Building Code book page 26, Section 5, which states that subdivision development plans must meet the approval of the Board of Zoning. W. Jester moved that the liaison Councilman be instructed to inform the Council that the Planning and Zoning Commission desires to see all plans with the late dated changes before this is presented to the Council, if not, why. Seconded by W. Brovold. Carried. All the Board members were under the impression as of the last joint meeting of the P&Z, the Council and the Engineer, that the Engineer would come back to another meeting with up -dated maps and information from Jandric and then the P&Z would act and recommend to the Council after which they would act. Mr. Rehbein stated that in all fairness to the Board of Zoning, if they are not allowed to give their okay to a preliminary plat then the Board is wasting their time in having discussions and then not being asked their opinion before the Council votes. Mr. Rehbein announced that in December the Blaine Mobile Trailer Park Ordinance would be gone over and our trailer ordinance would be revised. Dave Brovold was to make additional copies of the B1nnf -ne Ordinance. W. Jester moved to adjourn at 9:50, seconded by Mr. McLean. Carried.
