Members Present: Chairman Jerry Hanson, Eugene Blomquist, Jean Goldade, Paul Howard, Bernice Juleen, Sally, Kuether, Ron Mikolai, Kay Murphy, Al Ross, Debra 6mith, Warren Schlichting, Royce Iaudtke. City Representatives: H. Bisel, Councilman . R. Schumacher, Lity Administrator D. Kennedy, Lity bond Counsel Members Absent: Kim Olson Curtis Pelarsk1 Tom Molin Notion by Ron Mikolau to accept tne minutes from the previous meeting {ian. 1,j, Gecond by Kay Murphy. Larried. Chairman Hanson stated the proposed amendment to Chapter 8 of the Charter was returned by City Lounci1 for the Commission to incorporate a protest provision. Several City residents were in attendance to express their concerns regarding the Charter change. An open discussion ensued with attending City representatives. - Warren Schlichting stated the Council is made up of elected officials. The Council has a say in modifying the Charter and are the main vehicle in control in the City. By way of clarification, three documents regarding the amendment appear in the file. 1. Retyped from QKJ Draft with changes from Nov. 17, 1988 meeting. 2. Document attached to Jan. 19, lljbij minutes. 3. Revised DKJ Drart, mailed to members by tne City )ust before thzs' meeting. Commission members were addressing No. .t,, the revised UKJ Draft. m ~ ~ . ' ' - Motion by Bernice Juleen to change the 15 days to 45 days as voted in previous draft. Second by Al Ross. 9 Aye 2 Opposed Carried. When asked the reason for the added amendment 8.04, Mr. Kennedy stated this is a way for the City to collect charges for services such as street sweeping, litter etc. ` Motion by Paul Howard to recommend to tne City Council tne amendments to Uhapter +s as proposed with changes. 6econd by Royce Laudtke. Aye 10 Opposed l. Carried. The secretary was instructed to send a copy or retyped uraft to City Hall. Ron Nikolau stated as a plea to the citizens or Lino Lakes, please look into issues more careruiiy berore forming opinions. Motion by Kay Nurphy to adjourn. Second by W. Sch1ichting. Carried.
