The regular meeting of the Village of Lino Lakes Planning & Zoning Board held
on February 18, 1970 was called to order at 8:05 p.m. by Chairman John McLean with
all members present but Mr. Hill, who came in shortly. Mr. Cardinal was also
present.
Mr. Kelling moved to accept the minutes of January 21, 1970 as presented. Seconded
by Mr. Karth. Carried unanimously.
Mr. Cecil LaMotte came forward with a proposal for an extension of his property
on Centerville Lake to set up new plats this summer. Mr. McLean asked if he would
be coming to us with a platting of additional lots in the future. W. LaMotte
answered "yes ". Mr. Kelling then mentioned as long as Mr. LaMotte follows the
ordinance, he sees no problems with him proceeding further.
Mr. McLean mentioned that the Planning & Zoning Procedures which Mr. Van Housen
had presented previously were discussed at an informal meeting held on Monday night
with a few of the members of P&Z. Sections 1 and 2 of these Procedures are being
considered but not the other sections at the present time.
A motion was made by Mr. McLean that we move to recommend to the Council that we
adopt the requirements for consideration that are included as additions to
Ordinance 21 intended to handle other than single and duplex residences and not
to supersede stronger similar sections of existing Ordinance 21. Seconded by
Mr. Kelling. Motion carried unanimously.
The requests for proposed trailer parks on three parcels of land fawned by Mr.
Menkveld were discussed at 8:20 p.m. It was mentioned that this was Planning &
Zoning's first legal descriptions on these properties.
Mr. Joe Summers, Attorney, 630 Osborne Building, St. Paul, who was representing
Mr. Menkveld, came forward with him and made hie introduction. Mr. Summers
stated there are 5 units per acre and 8300 square feet per unit. He believes we
are going to see an increasing desire for mobile home type developments and they
were planning for the Village of Lino Lakes a mobile home development that will
prove an asset to the community. The land was purchased with the intention of
putting mobile home parks on it. Mr. Summers stated that, "we are not here with a
rigid attitude and hope that the Planning & Zoning isn't either."
The question was asked as to what kind of sewage disposal they had and Mr. Summers
said that basically the sewage would be what is proposed by the Minnesota State
Health Department.
Mr. McLean asked if there were any comments the audience wished to make. Mr. Strauss
didn't feel we could afford to put sewer in for trailers and asked if our schools
wouldnIt be overloaded. Mention was made that two of the home sites would be in
the Forest Lake School District and one in Centennial.
Mrs. Rector mentioned that we already had been presented a petition and there
lasn't a soul who wanted a trailer court.
Zev. Wirth asked why the trailer park was turned down 3 months ago and was told
5ecause of lack of sewer and the objections of the people in the community. Some
people were afraid the property value would decrease in the area.
Vir. Pete Scherer also spoke against the trailer courts and accused Mrs. Ahlman for
not abiding by the real estate code of ethics book from which he read. At this
point, she became quite disturbed.

Mr. Summers said that a couple of things should be laid out on the table - -what you
are facing is not a problem of Lino Lakes. If your Village is going to develop,
it is going to get people. Mobile homes are here to stay unless the interest
rates drop on homes. He didn't think we were in a position to say we won't permit
trailer parks.
Mr. Menkveld mentioned that these lots will rent for $45 -$55 per month with an
extra charge of $10 for each additional child added to the family. He says that
these people move out of thr_ trailers when the children get of school age.
Questions were rased as to has this is possible when interest rates are so high,
money is tight, and the trailer has depreciated.
Mr. Jack Rector said he didn't see why we couldn't turn down their request. Mr.
McLean then asked if anybody was in favor cf trailer courts and one gentleman from
the audience said "yes" because people have to live and there aren't houses avail-
able in the Anoka area. We should have some feeling for people who can't afford
something better. Mr. Hill said that he didn't think anyone in the crowd was
against people living in trailers but there is likely to be at least two children
per family living in 24' wide homes which means the people here will be burdened
with a tax problem.
Mrs. Ahlman mentioned that every time she shows new proppective buyers our area
they ask what the population count is and then say "forget it ".
Mr. Karth made a motion that Planning & Zoning recommend to the Council that e
hearing be denied on the parcel of land lying to the south of Elm Street on the
same basis as denied previously and because the local land owners are against it.
Mr. Hill seconded this motion. Carried unanimously.
At this point, Mr. Summers said that Mr. Menkveld formally offers to meet with
the planning staff, the engineer and other Village officials prior to any such
hearings and to make any reasonable changes they might request in design and laycu&
of any of the projects.
Mr. Rehbein made a motion that Planning A Zoning recommend to the Council that we
have no hearing on the parcel of land lying to the south of Lilac Street immedi
ately adjacent to the west edge of the detention center property even though
the signature for 2/3 of the land had been obtained because of crowded schools era
no sewers. Mr. Kelling seconded this motion. Carried unanimously.
At 9:20 p.m. the parcel of land that lies on Hwy. 8 to the north of the 35W int ^r
change was discussed. Mr. Kelling mentioned that this piece straddles Hwy. 8
and trailer courts would be on both sides. It was mentioned by Mr. Summers thec
they didn't have the signatures on the totel parcel but went a special use permit
on either side of Hwy. 8.
Mr. Karth said that we were still up against the same problems -- sewage and schools.
It was mentioned that Forest Lake doesn't want to build onto the school until the
airport is decided, Rev. Wirth said that St. Joseph School will be closed and two
representatives from Forest Lake had contacted him about renting the catholic
school.
Mr. Kelling made a motion that Planning & Zoning recommend to the Council that .rr
don't have a hearing on this site on the basis of lack of sewer and schools.
Motion seconded by Mr. Husnik. Carried unanimously.
Mr. Van Housen made a statement that it is not the duty of the Village to design
and it would be Mr. Menkveldls responsibility to hire a person to do the design
in accordance with the ordinances of the Village.
W. Clyde Rehbein came forward with a preliminary plan on a piece of property
180' wide on Hwy. 8, north of the freeway on which he wants to spread it into two
separate lots 90' wide. He stated that he would like to put a duplex on each
lot.
Mr. Kelling made a motion that we recommend to the Council that a variance be
granted to spread the two pieces of property into 2 -90'a from 180'. Mr. Husnik
seconded this motion. Carried unanimously.
Mr. McLean mentioned that we have a new Minnesota Plumbing Code book which came
out recently, and recommended that we invite.Mr. Winfield West, plumbing inspector,
to the next Planning & Zoning meeting which will be held March 18, 1970. At that
time we will ask for Mr. West's approval and recommendation on the adoption of
this code.
Mr. James Bratland from Brede, Inc. presented applications for two signs to be
located on I -35W North of 14 and I -35W Southeast. Mr. McLean stated that we
are unable to process these two applications since they do not adequately describe
the location of the signs applied for. Mr. Bratland will supply the necessary
information and the applications will be presented at the next Planning & Zoning
meeting.
Motion was made to adjourn the meeting at 10:30 p.m. by Mr. Kelling. Seconded
by Mr. Karth. Carried.
