HomeMy WebLinkAbout09/16/1970 P&Z MinutesThe regular meeting of the Lino Lakes Planning and Zoning Board held on Sept. 16, 1970 was called to order by Chairman McLean at 8:07 p.m. All members were present except Glenn Rehbein. Mr. Cardinal was also present. Mr. Karth moved to accept the minutes of the July 15 meeting and the Sept. 8 special meeting as presented. Seconded by Mr. Hill. Motion carried. W. Lee Smith had previously presented applications for five sign permits. Mr. Gotwald had okayed 3 of the signs including #31, #34 and #35. The signs would be made of wood and steel. Our ordinance specifies steel construction but makes allowance for other properties of equal tensile strength. The Board has allowed wood signs in the past where all qualifications have been met. All the s:Lgns would be 400 sq. feet in size. The application does not state how the wood and steel would be utilized such as whether steel would be used in the ground, etc. Upon questioning by Mr. Hill, Mr. McLean stated that theoretically all signs are to be inspected by the building inspector and engineer to make sure the sign ets the ordinance and that it is put in the correct spot. Actually there is zo specific legal description on the application as to the exact location of the reign. The only legal description on the application is the one of the land of the owner giving permission for erection of the sign. Sign Application #33 describes the same sign as permit #28 now allows. W. Lee was requesting an additional permit because he is buying the land from the present owner and thought he needed a new permit. Mr. McLean did not think a new permit was necessary, but that #28 could carry over and be renewed at a later date. Mr. Kelling moved to recommend to the Council that for administrative purposes sign permit #32 be stricken from the records and treated as sign #28 and Mr. Smith be so notified. Seconded by Mr. Hill. Carried unanimously. Mr. Kelling moved to recommend to the Council they reject sign application #33 as presented by Mr. Smith because there is insufficient room between signs #26 and 28 to allow for sign #33 as allowed in our ordinance. Seconded by Mr. Karth. Carried unanimously. W. Jester was worried about amateurs erecting signs in the Village and stated that an improper looking sign could do more harm than good to the Village. Our Ordinance states that any sign over 50 sq. ft. in size must have detailed ilens submitted to the Board before erection. The sign must be of steel or J.?.lustrate the fact that its components are of equal strength. It was stated that W. Smith had been given two copies of the sign ordinance so it was a9stmied that he knew the laws of the Village including steel construction and ritailed plans submitted before erection. X; was stated that all applicants applying for a sign permit should be given a o3.gn ordinance in advance of submitting their application. Mr, Kelling moved to recommend to the Council that tentative approval be given to Mr, Lee Smith for sign permits #31, 34 and 35 provided a detailed description be submitted before erection and that Mr. Smith understands the requirements of the ordinance including structure, wind load strength, etc. Seconded by Mr. Hill. Mr. McLean reported that he had met with Mr. Karth and Mr. Kelling concerning new zoning regulations. They are selecting classifications for a tool to work with only and are not cutting the Village up into parcels. Future requests for rezoning would be funneled into this preliminary plan. So far they have drawn up a list of classifications and at their next meeting with Mr. Van Housen t.'ay will define the classifications. They will keep the Board informed on progress. McLean reported on the outcome of the public opinion poll concerning house trailers in Lino Lakes held on September 15, 1970. There were 123 YES votes, NO votes; composed of a total of 362 votes. Mr. McLean handed out reports of the Metropolitan Sewer Cost Allocation which does not include Lino Lakes. Haim Husnik felt the Council had voted against the Planning Board on too many occasions and wondered about the purpose of the Board. Alen questioned for specifics he stated two examples as the plastic plumbing code and trailer courts. He thought the Council was bending in favor of trailer courts but Mr, McLean stated he had not gotten this feeling from the Council. Mr., McLean explained that the Planning Board was a recommending body only and there are bound to be differences of opinion on occasion. The Council gathers 111 the opinions from many individuals and along with a recommendation from the Planning Board has to make a final decision, not always in agreement with the Planning Board. Mr. Husnik felt homeowners who are not allowed to use plastic pipe are being penalized up to $300 /house. If the Council allows trailers into the Village some changes would have to be made concerning plastic pipe and trailer houses do not meet other codes in the Village. Kelling commended Mr. Husnik for keeping up with the Council minutes and being concerned about what is going on in the Village. Mr, McLean questioned the number of trailers in Baldwin Lake Park and the extras sitting around. The Village Clerk stated there were 52 occupied lots and trailers and four trailers sitting vacant to be sold. Jim Hill questioned the new road posts on Hwy 49 near the Moga Speiser Garage. riank Rosengren stated that they had been put in by the State Hwy. Dept. W. Hill wondered what the procedure was when a hearing was continued to a later c'i?te by the Council. If new information was introduced, he wondered if this houldn't first be presented to the Planning Board before a decision by the Council. Mr. McLean felt that important changes should be turned back to the I3card and the Mayor could be notified of this feeling through these minutes. M:, Hill thought the Planning Board had not been thoroughly notified of all the oceedings of the Menkveld trailer court hearings and the Board had never been a.ven a definitive set of plans for the trailer court.
