was dalled to order by. Chairman 1.4cLean at 8:05 pm.. All member and Councilman Cardinal
were present, as well a a Iarge audience, kr, Ldcher and 11r. Gotwald also arrived later
in the evening,
Mr, Karth moved tocceept the minutes of the September meeting as presented, Sedonded by Mrc
Rehbein, Carried,
gn permit Luther 38 had been requested by the Outpost Sport Center, The sign is to be
located on the Southeast earner of Centerville 'toad and birch Street— Mr, Gotwald had
stated that the sign met the ordinance requirements with the exception of being within
500 feet of a nearby residence, Birch Street could be considered a natural barrier between
the house and the sign, The sign would not create a traffic hazard,
Fir,, Kelling moved to recommend to the Council they grant a sign permit to the Outpost
Sport Center for sign #38 provided the sign be located 500 feet south of Birch Street,
Seconded by Lr9 Husnik, Motion carried,
The Skelly Oil Uompany requested sign permit ii39 for a sign to be located on their property
near the freeway, The request was for a height of 100 above grade with our Ordinance
allowing only 65Q above grade) thus requiring a variande The requested sign would replace
a present 40" sign, The sign would have a steel. and condrete base The request had not
been okayed by the Engineer so the application and other printed material was turned over
to Ar, Gotwald,
The Board recommended that the reqoest be held over to the December 16 meeting 9 kr, Gotwald
will review the applidatien within the next week and relay his opinion to the Boa rd The
sign request will be on the agenda for December 16 and is requested to be on the Council
agenda for DedeMber 28th-, The Clerk should inform the applicant that the hearings will
be held in the new Village Hall,

The proposed revision of the building code will be held over until the first of the year
as it is contingent on the new rezoning code..
A public hearing was held to consider the proposal to ban shot gun hunting and trap shooting

chen Mr, klobean polled the Board on their feelings of the proposed ban, Mr, Karth stated
that "the way people abuse private property he would just as soon see it passed," The
rest of the Board felt, we had enoogh laws already and they should be enforced.
Yr, Kelling roved to recommend to the Louncil that they leave the gun law on the book
as is btit the present Ordinance #27 shou3d, be enforoed both by the County Sheriff and the
leoal officials, Ln lieu of banning all shooting, Seconded by hr. McLean, Carried unanimd.61y.
A man in. the audienJoe asked If bow and arrowiunting was allowed in Lino Lakes, Attorney
Locher ruled that aocording to Ordinance #27 bow and arrow hunting is allowed in Lino Lakes,
The above hearing was closed.
The hearing for a rezoning request by ELL. Hehbein and on was continued from the previous
rpltin g at 8:35 p,p, Mr, Rehbein was requesting rezoning of a parcel of land near the
cemer of Lak:',: Drive and Main Street, from residential to comercial for the purpose of
ereting three apartment buildings containing 36 units each. Only one building will be
built in 19 a with plaln for one building each year in 1972 and 1973,
Mr Lecher stated that all the '2ogal reRuirements had been met and read the list of
mailings for the public hearing,
Mr, McLean read two letters from hr. VanHousen . . whioh are attached to these minutes and
labeled az Exhibits A and P. These letters contained objections to the plasu for the
partments,
Mr. Rehbein presented a Report on Plans and tentative appal of his sewage plant from the
Lianosota Department of Health. This report is attaohed to these minutes as Exhibit C & C-1,
M. Rehbein plans to start building n early 1971. Each building will have two 4-inch wells.
All the roads and parking lots will be private, none pablio, Road surfacing will depend on
the time ox year of installation, Mr, Gotwald stated the minim road surEace should be
at least two-inoh asphalt over an adequate base, Mr. Rehbein agreed to this,
The limited access to Highway 0 was discussed. Mr. Rehbein stated the County had no
objeotha to the 60 driveway on Highway 8, Lino Lakes does not have an Ordinance covering
road access, There is actually mere than a 60 width beoause Highway 8 is at an angle,
Mr. Gotwald mentioned that after the projec is completed the driveway exiting on Main
Street would probably be 1Wre widely used than the dviveway on Highway 8,
Mr Gotwalds comments comerning the project are attached as Exhibit D, This letter covers
torm water flow, wells and pumps, parking lot and roads, elevation, sewage and landsaping,
The Board also dlscuased these items and brought up the fact that the State would have to
inopea the sewage disposal periedicelly thu5 t.aking the matter somewhat out of Village hands

This hearing is for only one area of land and once this hearing is terminated, a new hear-
ing must be reopened for further resonings,

Mr, Ray Jones of Gulf Oil Company sta%ed they proped to erect a ga:3; stations, restaurant,
and motel complex, azning is now adequate for the gas st4ion and re:staurant and Mr. Jones
would like a leiter to this offect, They are asking for rezoning from residential. to
ommeroial for the motel., They are also considering a larger par1;e1 for rezoning.
Mr, ho'ean stated they must nomply with Ch-dinanee 2l and have the material in 10 days
in advance of the meeting when they wish to be heard, Mr,. Smith wondered if it would be

land rezoned to eommerAal but mast abide by the ordinane and proeed in an orderly sequenne,

Mc. Cardinal stated he had no farther information en possible request of a trailer
permi from Mrs, Mabel Anderson, The tlailer bscse by the •;am on Main Street. is in the

Concerning the sign ordinance, Mr, Dupre had never beer: asked to inspect new signs,
Mr. Gotwald has never been asked to inspect new signs after they are erected, No
procedure has been se up for inspection of signs after erection, Fees are charged for
sign permits and this should over cost of inspection,
The Board recommends to the Council that they employ some administrative teohniques
inspect signs one they have been put up. When a man i put on roads full time
he could be asslgned to inspect signs, Until that time the Enginoe could be
assigned the job,
