Charter Commission Meeting
August 11 , 1988
Meeting called to order 7 : 12PM.
Members Present: Chairman Jerry Hanson, Eugene Bloomquist, Kay Murphy,
Bernice Juleen, Paul Howard, Sally Kuether, Ron Mikolai , Kim Olson,
Curtis Pelarski , Al Ross , Warren Schlichting, Debra Smith.
City Representatives : H. Bisel , Councilman.
R. Schumacher, City Administrator
Absent: Member Royce Zaudtke.
Eight new members were introduced.
Due to unavoidable circumstances, notice of this meeting was not
printed in the City's legal newspaper. As a result unofficial format
was retained in proceedings.
Each member was issued a copy of the Charter with amendments attached.
Chairman Hanson reviewed a "Summary of the Charter" and "Organization
Chapter 410 for City Charters .
To insure a quorum at meetings , if a member cannot attend, please call
Jerry Hanson to be excused. If four meetings are unattended, member's
position is subject to revocation and reappointment by Chief Judge .
Law states the Commission shall meet at least once a year.
On General Consensus :
A small file cabinet w/lock will be purchased to be kept in the City
Hall .
A master set of files to be established with an effort to gather any
previous records from past Commission officials .
In the future, notice of meetings, copies of minutes for members and
published notice of meeting will be the responsibility of the Com-
mission.
Meeting to be published twice in the City's official newspaper. (Quad
Press, White Bear Lake. ) Notice submitted to paper three weeks in
advance of the meeting.
David Kennedy, City Bond Consul will be invited to the next meeting to
detail his requested changes to Chapter 8 of the Charter.
Regarding Chapter VI$ , Section 8.04, Subdivision 3, Chairman Hanson
stated that members must have a discussion on how to define "All
Evidence" as is worded in this section.
Non Business: David Storberg asked the question "Why does Bond
Consul have problems with our City Charter and not
other City' s Charters?"
Next meeting will be held Thursday, September 15 , 1988 at 7PM.
Councilman Bisel thanked the members for their participation, stating
with new development coming into the City the lines of communication
should be kept open.
Meeting adjourned at 8: 30PM.
