LINO LAKES HOME RULE CHARTER COMMISSION
April 28, 1993

Call to Order
The meeting was called to order at 7:04 PM.
Roll Call
Charter Commission members present were Sally Kuether, Pat Smith, David
Storberg, Robert Doocy, Beverly Landers, Matthew Blaylock, William Houle,
Joyce Scharpen, Rolf Iverson, Bill Bohjanen, and Al Ross
Members of the Economic Advisory Board present were Brian Wessel, Don
Gorowsky, and John Bergeson.
Also present were City Administrator Randy Schumacher and City Engineer
Darryl Schneider.
Old Business
A discussion of the relationship between the City Charter and the process
of economic development with the city was continued from the last
meeting.
Brian Wessel presented an idea for applying section 429 to "specific" areas
of the city.
The idea was discussed among those present. A letter to the Commission
from Ina Liljedahl was read.
The following actions were recommended for input at the next meeting:
1. Obtain input on Brian Wessel's idea from City Bond Attorney
and another (pro charter) attorney.
2. Obtain charters from other cities and if possible from cities
with article 429 imbedded in the charter.
3. Randy Schumacher will provide the commission with
information on the cities tax increment financing and information on
section 429.
4. Brian Wessel will present a "flow chart" of the current
commercial development process based on the city charter
requirements.
5. Actively invite residents affected by commercial developments
in our city to the Charter Commission meetings.
New Business
None
The next meeting will be scheduled near the end of May or as soon as
some of the above information can be collected.
The meeting was adjourned at approximately 9:25 PM.
