HomeMy WebLinkAbout09/15/1971 P&Z Minutes945-71 The regular meeting of the Lino Lakes Village Planning and Zoning Board was called to order at 8 :05 P.M, by Mr. Kelling. Mr McLean arrived a few minutes later and then all Members were.present,. Mr. Karth moved to accept the minutes of 848/71 as written. .Seconded by-Wk. Husnik. Carried unanimously. There were three application for sign permits by Naegele.Outdoor Adv. Co. to be considered. #111 was for an illuminated -sign to be placed at the.inter- section of Highways 35W and 14. Mr. Gotwald had approved it for location. Mr. Kelling moved it be approved on the ok of the Engineer. Seconded by Mr. Jester. Carried unanimously. 112 was for an illuminated sign to be planed at the intersection of Highways 35E and 80th St., on Mr. L'Allier's property. This would be with four surer faces, 300 sq. ft. each. Mr. Gotwald had approved it for location. *, Rehbein moved it be approved. Seconded by Mr. Korth. Carried unanimously. 113 was for an illuminated sign to be placed at the intersection of Highways 35E and 14, on the property of Francis E. Bernier. This would be with four surfaces, 300 eq. ft. each. Mr. Gotwald had approved it for location. MO. Husnik moved it be approved. Seconded by Mr. Korth. Carried unanimously. It was noted that an individual building a residence and doing his own pluMb» ing installation doesn't need a plumbing permit, whereas a contractor does. logy problems have arisen over this for'often when that residence is then -sold it doesn't meet the building Specs. Mr. Cardinal stated he felt there should be a plumbing fee right along with the bilding permit. The question was asked as to how much this fee might amount to It was noted it depends {on the madber of openings. It was estimated it would probably be around $10.00. There are problem areas in the village and private persona don't always build adeeqque_lte1y. Mr. Kelling moved that it be recommended to the Council that administration attach plmnbing, sewage and building permits, to be issued, at the same time. Seconded' by Mr. Hill. Carried unanimously. There wee discussion as to how this might be carried out. It was suggested that these perffiits might be applied for through the Clerk. The building inspector would still issue permits. It would simply go through the Clerk to the plumbing and building inspectors. It was suggested that the Council could take care of time administrative end. We would juat recommend to them. The question was raised as to whether the permits could be granted jointly in a package. Mr. McLean moved that the Council check into this and see how other villages handle this problem. Seconded by Mr. Korth. Carried unanimously. Crystal Ahlman stated that from a real estate point of view this was a.good change to make. People doing their own plumbing installation should still abide by the staidards. She asked if there is any provision for dry water lines to be dropped in with sewer lines? She felt this would take care of e lot of problems in the future. It would save individuals Money and she telt soffie action should be taken sooner instead of waiting until we are presented with the problem. Mr. McLean read the letter from Mr: Van Housen of August 24, 1971, in reference to Screen or Street Planting, Mr. Van Housen suggested green ash or soft maple be planted around Molin Concrete Building and Apitz Garage as screen. Mr. Rehbein felt ash is not a screening tree. In winter there would be no Sept 15, 1971 •.. Page 2 coverage. Evergreen grows better than any other. It was felt that three deep off set or something along this line would be good. It was definitely felt that three sides have tree coverage, especially the side facing the cemetery. All were in agreement. Mr. Cardinal suggested the County Agent be contacted as to what makes good wind break and screening. Some are faster growing, more dense and better noise buffers* The Highway-Dept. is preparing a list of trees that grow well along highways right now. It was suggested we loot at this list at any hearing in the future. It was decided there could be no hard and fast rule, each case must be dealt with individually. Mr. Rehbein moved that they recommend to the Council that they have the County Agent or an appropriate nurseryman confer with them and Molin about appropriate trees that should be planted. Seconded by Mr. Hill, Carried unanimously. Mr. McLean read a Petition, signed by local residents, doted Sept. llth, referring to the problem of hunters, junk and marsh along Marshan Lake & Lane. Mr. Low from One Shot Gun Club, located between Morahan and George Watch Lakes, noted that they use 1/4 mile between these two lakes. Their property is posted. They attempt to have someone there at all times during hunting season. He said t = are trespassers from time to time though, and they are the only ones who == f= get in trouble there. He stated they would be happy to cooperate with any policing of the area. They would welcome any kind of plan to make Marshan Lane a private or semi - private road. He requested a regulation and that their Club might be heard and their property be exempted from any blanket restrictions that might be made. He felt their legitimate hunting wasn't detrimental to residents. Mr. Walter Husniki/€ leases the property right across from Lino Tavern just for hunting. There is about 1/4 mile from the highway to the Lake. He said the muck and marsch is good for hunting. His son also was heard. They stated they do post for no trespassers. Mrs. Swanson stated that the Gun Club has never given the residents any trouble. She says the private road access is a problem. She says there are hunters along the lake, on their land, and that the lake itself is a real problem with the children. Her husband even had a bullet go past his head while working on the roof of their home. She stated the Lake is so low there just isn't water on it anymore. She and the residents of her area feel it is dangerous. She felt there must be a regulation as to the distance people could hunt from population. She did note that trespassers were a big prob- lem, but something must be done. Mr. McLean questioned why P&Z was being approached with this problem. He felt it was a Council problem. There were several suggestions given to these people. One was that One Shot Gun Club and the residents at the end of Morahan Lane could put up a gate. This would be good for the land and people. Or they all might sign an informal agreement that there be no shooting parallel with the lake. Another thing might be to educate hunters in that area. It was recommended that Mrs. Swanson present her problem and Petition to the Council for further discussion and action. Crystal Ahlmap asked what was now the procedure for making application for a mobile home permit. She was told to check the Zoning Code and Atty. Locher. Mr, Glenn Rehbein asked to be an abstaining member and spoke on behalf of Sept 15, 1971 -- Page 3 himself. He informed the group that he has purchased some 40 acres and has an option for 30 acres more at the present time. He stated he will be filing for a building permit within the next month and wanted to let everyone know what he is planning. He will put up a model home on the property sometime this fall.. On the 40 acres he has plans for between 67 and 70 lots. The 30 acres section would be about 50 lots. These homes would run in the range from about $22,000 to $50,000. He won't be building the homes, just devel- oping the land. He stated he'd be putting in everything, sewer, streets, etc., and paying for it all. Mr. Van Housen stated that a long -range view might be for ilown Houses across Birch Street from this acreage, and how woad thisWfit with.wha Mr. Rehbein had planned. Mr. Rehbein could see no difficulty1t waslges'led to him that instead of dedicating the 10% park area to the village now, that he just leave it for the time being, inas- much es the village hasn't funds for development. Mr. Gilbert Menkveld asked how much cash was necessary in lieu of land? He was told it's up to the Council. It is according to the value of the pro- perty and they adjust the figure accordingly. Mr. Menkveld also wanted to know how many lots he could get on a piece of property of 35 acres with two dedicated roads. It was suggested that he would have to show the P&Z some plans before they could say, but he could build a model on it first at any rate. He also asked what the minimum lot size was under the new code. He was told it is the same size for both duplex and single dwelling as it has been. Mr. Menkveld stated he wished to be put on the next P&Z agenda. He was told to report his plans to the Clerk 10 days before the next meeting. Mr. Kelling moved to adjourn at 10;10 P.M.
