HomeMy WebLinkAbout03/29/1972 P&Z MinutesA special meegng of the Lino Lakes Planner and Zoning Board was called to order en March 29, 1972, at 8 P.M. by Chairman, Mr. McLean. All members were present with the exception of Mr. Winiecki. The purpose of this meeting was to evaluate the minimum square footage requirements for dwellings as they pertain to our code, specifically page 44 in the Zoning Regulations Ordinance No. 56. A basic dwelling unit was defined as that area used as living area that is actually dwelt and resided in, exclusive of garage, basement, etc. There was discussion as to the different ways the assessor uses to compute taxes on different types of homes, Our code has no specifications on ceiling height or bedroom sizes and Mr. Shearen recommended setting a minimum. The new state node will have a 90 square foot minimum for bedrooms. Mr. McLean noted that the new state code will not be mandatory. If a village is more restrictive this will be allowed, the code is mostly for areas with no codes.. Even the new sign code isn't mandatory. Codes must be certified is all, and Mr. Locher will do that now with ours. Sinsle 7amily Dyyellins Mr, Marier explained he had taken a survey of different suburban areas as to what they require as minimums. He said generally they require a minimum of 100 sq. ft. of liveable area per room. Basement areas in no area are counted as living area. Living areas were described as major ground level dimensions. Mendota Heights, Blaine and No. St. Paul were three who spelled out their floor footages. The concensus of the board was that we also should take the approach of a more definitive spell out of footages, Mr. Marier's survey showed an average in these areas for single dwelling homes es: 1 story - 1,040 sq. ft. 1 1/2 story - 860 sq. ft. G24x.36) split level - 1,008 sq. ft. 2 story - 786 sq. ft. (24x32) split entry - 960 Sq. ft. (24x40) The feeling of the board was that we should try to upgrade our housing situation rather than asking for lower grade homes ,and thus a lower tax base. In re- viewing these footage it was suggested that progress be defined. It was felt that it should not just be population, but population plus services. After considerable discussion these minimums were agreed upon for single dwelling homes: A. 1 story 1 1/2 story split level split entry 2 story 1,000 sq. ft. 1,000 sq, ft. 1,000 sq, ft. 1,000 sq`., ft, 850 sq. ft. B. In regard to besementless homes an additional minimum area of 100 sq, ft. to house utilities will be required. C. Minimum of 100 sq. ft. liveable areas except baths, kitchens or utility rooms. D. Minimum ceiling height on main floor of 8 ft., and all other floor 7 ft. 6 inches. 2 3/29/72 E. Square footage minimums will apply to the basic outline dimensions of the building, and square footage credits ere not allowed for living areas on different levels. Apartments It was suggested we might stay with the same requirements as for a single family dwelling and this would give us a simple base to work from. Mr. Korth indicated there is no yard area as such end, therefore, the square footage requirements for apartments and townhouses really should be more. Mr. Marier said people might feel we got stuck on this 1,000 foot figure. Mr. Hill suggested starting with the 3 bedroom and have it remain the same as the existing code, 1,040, and then drop 120 foot per room, which would amount to about a room and a closet. Mr. Kelling felt that the Council should not have to raise our minimums, it wound be better for them and the listening public if they should have to lower the recommendations. After considerable discussior these minimums were agreed upon for apartments: 3 bedrooms 2 bedrooms 1 bedroom efficiency 4 bedroom a.. MO WO Townhouses and euadTiminiums 1,040 sq. ft. 920 sq. ft. 800 sq. ft. 680 sq, ft. 1,160 sq. ft. It was felt that these should be kept more to the larger size or they could end up as slum areas in 20 years. Mr. Kelling felt that Mr. Jandric should come before the group with awfully good reasons for lowering the square foot- age. Mr. Hill noted that the variable droppage is 150 and 100 sq. ft. He suggested having it drop 120 as for apartments. These minimums were agreed upon: 3 bedroom 2 bedroom 4 bedroom pl :nngd Unit Jevelooment 1,300 sq. ft. 1,180 sq. ft. 1,420 sq. ft. The board all agreed they were not familiar with this type unit, They took Mr. Van Housen's advice when making up the code, They felt apparently one bedroom and efficiency were one in the same. It was recommended they be set at: 1 bedroom and efficiency - 700 sq. ft. Mr. Kelling moved to as presented above.
