The regular meeting of the Lino Lakes Plannin.. 3Ct. Zoninc Board eas called
to order by Chairman, Mr. McLean at 8:00 P.N. , August 16, 1972. Members
present were: Misters Karth, Kelling, Nadeau, and Farrand. Mr. Hill and
Mr. Shearen were absent. Mr. Metier was present as liaison to the Council.
Mr. Kelling moved to accept the minutes of the July 19, 1972, meeting as
mitten. Seconded by Mr. Karth. Motion carried.
Nrs. Morehouse appeared to ask for extension of 79th Street. She appeared
once before to ask for extension so they could sell their 40 acres in 10
acre plats. Now they would like instead to extend the Street about 400 ft.
and then build a home at the end, She slid their present home is too
small and they need a bigger one
She Wei El Rehbein to the north would be willing to share the cost for a
gravel road, but not for blacktop, as it wouldn't be worth his money. She
is °eking now if they can just put in a gravel driveway as the extension
of 79th, Mt. McLean advised that if title to their present house ever
changed hands they might run into a problem.
Mr. Kelling said 1) we can't recommend to the Council the extension of
79th Street as anything but a blacktopped road, and 2) we can't tell yoe
that you can't build a roadway on your own property. He advised this
would be a legal question.
Mr. McLean and the Board discussed several alternatives with Mrs. Morehouse.
Mr. McLean asked if they had considered putting a road into the middle of
their property, se as not to land lock it in the fut:!re. As it is now they
reu1d create no value for themselves in the future. The Board felt in the
long run this would make the property more seleable, should they wish
sell instead of develop, and it weld cost less in the long rum. She was
advised to contact the Village Ergeneer for other possible solutions to
the proclem. She was also told how Ce'il LaMott went about doing his
own developing, and how the P&Z 3oard worked with him on it.00 it wasn't
as much a problem as he thought it wrtf.d be. Mr. McLean toll' her we would
need an officf.al survey so we can knov exact measurements, eta.;. The hand
drawn map whivh she had presented was too incomplete and all they mute le
ass talk in ge.'eralities.
Jack Mer7fveld appeared to ask about the present zoning in two locations.
Number 1 -- the property across from the Correctional venter and #2) the
property on both sides of Lake Drive between elk and 77th.
He was eze:e_e, that the first is presently zoned agricultural- residentia .
with a suggested R4 on the Comprehensive Plan, Mr, MIenkveld asked how
t'1e Boa?d would feel about a special use permit for a Mobil Home Park in
this location. Mr. McLean noted this bed already been asked fcr once
before and it had been decided against. Sewer end water were also mentio*tect
as detereining factors in this area.
M Karth suggested percheee of the existing Mobil Remo Par): in the Village,
on Highway 49) and regrading it. They would be able to got sewer in
there quicker too,

Mr. Menkveld asked about the density of single family homes in this area.
The Code specifies a lot of 11,250 sq, ft. without sewer and platted. Mr.
Menkveld said they are considering building on about 14 lots. They would
build on half the lots now and the other half after the sewer comes in.
He advised he would probably-be in soon with plans on the #2 location.
Francis Burque requested a variance to the 2 1/2 acre requirement. He wants
to give a lot 160 ft. by 150 ft. to his daughter and son -in -law as a gift.
This property faces on Co. Rd. #54, and the frontage exceeds that specified
in the code. He said he is carrying the back line of the properties in
through this area in a straight line. He submitted a percolation test
dated 7/19/72, and these were attached to the variance request for the
Clerk's use. Mr. Nadeau moved to reooninezd the Council grant.tbis vari neo
for less than 2 1/2 acres for the property described as follows: The
North 160 feet of the South 355.5 feet of the Southwest Quarter (SW 1/4)
of Section 25, T31, R22, Anoka County, Minnesota. Subject to County Roar' '4.
Seconded by Mr. Farrand. Motion carried.
The members of the P&Z will be meeting at 7:30 P.M., September 13th, at
John MoLean's home for a work session on the land use plan. The Clerk was
asked to send reminders to the members.
Tom King, Carriage House Stable, had been granted a special use permit at
the last Council meeting, passed by the Council with the contingency that
the P&Z approve. The actual structures were not passed on Mr. hoarier said.
Nothing on elevations was included, just roof detail and a site pion rnd
main barn plan. Mr, Van Housen's letter of August 7, 1972, was read, -iI
which he commented on the site plan only. He suggested trees be plamd
along the freeway, as tequested in our code.
There was general discussion regarding the planting of trees along freeways.
Mr. Karth felt that in his opinion trees should not be required as they
con be monotonous from the standpoint of the motorist. Mr. Nadeau notes
that the trees might block out the natural advertising for them, such re
a neat stable end white fence. Mr. MoLean said they would not be able
to have signs as such for advertising purposes since spot zoning was no
longer allowed under the state code. It was felt that trees were con-
ducive to noise absorption.
This spot will stay-basically agricultural. There will be no animals
outside. Manure will be hauled and there will be a small building for
liquid waste. None of this was really shown in the plans. It was noted
that they would not have to supply exterior views, but we would like them„
Mr. Kelling recommended that they submit more detailed drawings of
buildings, elevation and exteriors, and that all waste disposal meet
county standards. Seconded by Mr. Nadeau. Carried unanimously.
In addition, Mr. Kelling, recommended to the Council that they request
30' of landscaping on the property facing the freeway, preferrably trees
as suggested by the Planner. Seconded by Mr. Farrand. Carried unanimously.

W. McLean noted that the Sign Code still bad not been certified. He said
the Attorney hasn't been able to see one person who can tell him if it has
been certified. Be suggested that if the Attorney can't get it certified
promptly that perhaps the Mayor can provide some assistance to get this
code certified.
W. McLean reminded the Board of DX Sun Ray who, prior to November of 1970,
were in a big rush to put in a station on the corner of Main Street and
35E. Nothing has been done in the interium and now that property is for
sale. W. Karth recalled that the Code, page 43, 6.21, says they must '
begin construction after 12 months, and substantially complete the project
after 3 years. This means we do have a time limit and have some control
in the future.
There was general discussion on the mining on village lands. The Board
would like the feeling of the Council in this regard.
There was general discussion regarding the County Available Open Space
Proposal.
W. Kelling moved to adjourn at 10 :00 P.M. Seconded by W. Farrar.
Carried unanimously.
