15 Item 4A - Consider Appointment of Police Sergeant – Public Safety Director explained that there is a
vacancy in the department for a police sergeant and the process to fill that position brings forward a
recommendation to promote Dan Thill to the open position.16

Item 6A – Consider Approval of Payment No. 2 and Final Payment for the 2021 20
Water Service Condition Review – City Engineer Hankee explained that staff is 21
requesting authorization to make final payments for the water project that includes 22
replacement of certain infrastructure so as to identify future needs including for the 23
upcoming street rehabilitation project. 24

Item 6B – Lake Amelia Woods, Approve Final Plat and Development Agreement – 26
Community Development Director Grochala explained that the Lake Amelia Woods 27
project preliminary plat was previously approved by the council. The project involves 28
developments of homes on four residential 10 acre lots. 29

written staff report recommending the appointment of Dan Thill to the position of Police Sargeant. 43
He reviewed the selection process and Mr. Thill’s qualifications. 44

The council acknowledged Officer Thill’s contributions to the City over the past years. 46
Councilmember Ruhland moved to approve the appointment of Officer Dan Thill to the Police 47
Sargeant position as recommended. Councilmember Cavegn seconded the motion. Motion carried on 48

6A) Consider Resolution No. 22-46, Approving Payment No. 2 and Final, 2021 Water Service 53
Condition Review – City Engineer Hankee reviewed the written staff report requesting authorization 54
to finalize payments for the recent project that reviewed water services in the City. She noted that 55
the project was successful in identifying issues. Staff is recommending the final payments to the 56
contractor. 57
Councilmember Lyden moved to approve Resolution No. 22-46 as presented. Councilmember 58
Stoesz seconded the motion. Motion carried on a voice vote. 59
6B) Lake Amelia Woods: i. Consider Resolution No. 22-18, Approving Final Plat; ii. 60
Consider Resolution No. 22-19, Approving Development Agreement – Community Development 61
Director Grochala reviewed a PowerPoint presentation that included information on the following: 62
- Land Use Application – final plat, subdivision, construction of four new homes; 63

Councilmember Stoesz asked if the Great River Energy easement noted is covered for the future and 67

TOPIC: Approve the Hiring of Part-Time Staff for The Rookery

INTRODUCTION
The Council is being asked to approve the hiring of part-time staff for The Rookery.
BACKGROUND
As we continue to move forward with the opening of the new activity center, staff is seeking
approval to hire part-time personnel to work at The Rookery.
The recruiting process continues with interviewing and background investigations. This process
has identified candidates that will be a great addition to our staff at The Rookery.
RECOMMENDATION
Staff recommends the Council approve the hiring of the part-time personnel listed below:
Ella Hohenstern Lifeguard
Logan Sonnek Lifeguard
Rebekah Stokes Swim Instructor
Janine Hanson Aqua Fitness Instructor
Start dates vary based on position and training schedule.
Please approve the above personnel for the part-time positions at The Rookery Activity Center.

INTRODUCTION
The City will administer this year's State Primary election for Lino Lakes' voters. The election
will be held on August 9, 2022.
BACKGROUND
The governing body of a municipality has the authority to appoint applicants to serve as
election judges. Attached is a list of qualified individuals who, if appointed, will serve as Lino
Lakes' election judges for the 2022 Primary Election.
RECOMMENDATION
Staff recommends approval of Resolution No. 22-69, Appointing Election Judges for the
August 9th, 2022 Primary Election.

RESOLUTION NO. 22-6922-69
APPOINTING ELECTION JUDGES FOR THE 2022 PRIMARY ELECTION
WHEREAS, a State Primary election will be held on August 9, 2022; and
WHEREAS, pursuant to Minnesota Statutes, Section 204B.20, election judges shall be
appointed to serve in an election precinct and the appointing authority shall designate a judge to
serve as the head election judge; and
WHEREAS, training sessions for election judges in Lino Lakes are provided through an on-
line program; and
WHEREAS, Minnesota Statutes, Section 204B.21, Subd. 2, requires appointments be made
before the election at which the election judges will serve;
NOW, THEREFORE BE IT RESOLVED by The City Council of The City of Lino Lakes
that the attached list of certified eligible voters are hereby appointed to serve as election judges
and head judges for the 2022 State Primary Election if called to do so.
BE IT FURTHER RESOLVED that staff is authorized to add additional judges to serve if
that is deemed necessary.
Adopted by the Council of the City of Lino Lakes this 11th day of July, 2022.

BACKGROUND
Daniel Chrzanowski, Representative from Edward Jones Financial has submitted a
peddler’s license application to the City Clerk's office. He plans to travel through Lino
Lakes’ neighborhoods going door to door offering financial services to interested potential
clients.
The City has received all the necessary forms required to issue this company representative
a license. The Public Safety Department has performed a background check and has
indicated no reason to deny the applicant.
The application and all other required information is on file in the City Clerk's office for
review.
RECOMMENDATION
Approve Resolution No. 22-70, Approving the issuance of a Peddler License for a twelve
month period starting July 12, 2022 through July 11, 2023.

RESOLUTION NO. 22-70
APPROVING A PEDDLER LICENSE FOR EDWARD JONES FINANCIAL
WHEREAS, Daniel Chrzanowski, Financial Advisors for Edward Jones Financial has
submitted a peddlers license application to the city clerk's office; and
WHEREAS, Daniel Chrzanowski has complied with all of the provisions of Chapter 613 of the
Lino Lakes City Code for obtaining the necessary license; and
WHEREAS, the Lino Lakes Public Safety Department has conducted a background check on
the company representative that will be working in Lino Lakes, Daniel Chrzanowski within the
past 12 months and indicated no reason to deny the applicant; and
NOW, THEREFORE, BE IT RESOLVED that the Lino Lakes City Council hereby approves
the request of Edward Jones Financial to sell services door to door for a period of 12 months
beginning July 12, 2022 and ending July 11, 2023.
Adopted by the Council of the City of Lino Lakes this 11th day of July, 2022.

INTRODUCTION
The Council is being asked to approve the appointment of Daniel Howell to the Streets and
Stormwater Maintenance Worker position within the Public Works department.
BACKGROUND
At this time staff has completed the recruitment process, provided a conditional offer, and is
recommending the approval of Daniel Howell for the position.
Howell has been working as a seasonal Public Works Streets Maintenance Worker since June
1, 2021.
The hourly rate of pay would be $27.77, which is starting step of the current 6 step wage
schedule.
With the Council’s approval, Howell would start in the position of Streets and Stormwater
Maintenance Worker on July 18, 2022.
RECOMMENDATION
Please approve the appointment of Daniel Howell for the Streets and Stormwater Maintenance
Worker.

INTRODUCTION
The Council is being asked to approve the appointment of AnnMarie Busack to a vacant Police
Records Technician position in the Public Safety Department.
BACKGROUND
At this time, staff has completed the recruitment process, provided a conditional offer, and is
recommending the approval of AnnMarie Busack for the position.
With Jessica Crowe moving to the Administrative Assistant position effective 7/4/2022, there is
one vacant Records Technician position within the Public Safety Department.
Busack holds a Bachelor’s degree in Criminal Justice and has over 6 years of assistant and
records experience at the Ramsey Fire Department.
The hourly rate of pay would be $28.23, which is step 4 of a 6 step union wage schedule.
