CITY OF LINO LAKES
ENVIRONMENTAL BOARD MEETING
I. CALL TO ORDER AND ROLL CALL:
Chair Sullivan called the Lino Lakes Environmental Board meeting to order at 6:30 p.m.
on June 29, 2022.

III. APPROVAL OF AGENDA
Chair Sullivan approved the agenda as presented.
IV. APPROVAL OF MINUTES:
Ms. Holmes made a MOTION to approve the May 4, 2022 meeting minutes. Motion was
supported by Mr. Parsons. Motion carried 7 – 0.
V. OPEN MIKE
Chair Sullivan declared Open Mike at 6:35 p.m.
There was no one present for Open Mike.
Open Mike was closed at 6:35 p.m.
VI. ACTION ITEMS
A. Villas on Vicky PUD Concept Plan Review

The applicant, Ranger Development, submitted a land use application for a PUD
Concept Plan for a proposed residential development west of the intersection of Lake
Drive and Kelly Street. The applicant would like flexibility to adjust lot sizes and
setbacks. There are 23 single unit townhomes proposed on the 4.9 acre site.
The 2040 Comprehensive Plan proposes constructing a trail through the site. In lieu
of this and keeping in mind the density of the proposed development, Chair Sullivan
asked if there would be room for a trail. He also asked if there are trails currently in
the area.
Mr. Nelson said there are no trails along Lake Drive currently. He explained since
the applicant is requesting PUD flexibility, the applicant will be required to provide a
public benefit and a trail would fufill that requirement.
Chair Sullivan asked where the site’s stormwater runoff would be directed.
Mr. Nelson explained the site is meeting the rate and volume requirements for
stormwater runoff and they will not contribute runoff to nearby ponds.
Mr. Schwartz and Ms. Cavegn asked if there would be enough room on the site for a
trail and stormwater management.
Mr. Nelson stated the applicant will need to revise their plans to include more open
space in order to meet the requirements for a PUD. Once more open space is
incorportated, there should be sufficient space for a trail, various plantings, and
stormwater management.
Ms. Buchmeier questioned if a middle turn lane would need to be constructed in order
for residents to be able to turn onto Vicky Lane from Lake Drive. She expressed
concern with the alignment of Vicky Lane and Kelly Street. She also asked what the
City anticipates the traffic volume will look like.
Mr. Nelson stated the traffic will be reviewed by city and county engineers. He noted
the alignment of Vicky Lane with Kelly Street is done to limit the number of accesses
onto Lake Drive which increases the level of safety.
Jon Blattman, 4247 117th Avenue NE, Blaine, MN 55449, with Ranger Development,
said he spoke with the county and they forsee no issues with residents exiting Vicky
Lane. Mr. Blattman noted the county mentioned the possibility of adding a turn lane
from Lake Drive to Vicky Lane. He commented implenting a 6 ft. high buffer around
the development would not work as it would inhibit proper drainage and access for
mowing. Regarding the trail, Mr. Blattman said he is unsure where the trail could be
located due to the homeowners to the north of the site and since it is not known what
will be constructed on the vacant lot to the south.

Mr. Schwartz asked Mr. Blattman if he considered doing an attached product with the
same number of units as this would allow for more open space.
Mr. Blattman said having more open space can create more HOA problems and more
mowing. He noted he has considered removing one lot in order to widen a few more
lots. He commented each house will be individually designed. There will be some
two story homes, but the majority of the homes in the development will be one story.
Mr. Schwartz asked Mr. Blattman why he chose a detached product instead of an
attached product.
Mr. Blattman stated he is not fond of attached products. He envisioned this
community would be reminiscent of the neighborhoods he saw as a kid.
City staff and the Board recommended the applicant consider creating a trail on the
site that dead ends for future development.
Mr. Schwartz made a MOTION to recommend the Villas on Vicky PUD Concept
Plan be forwarded to the Planning and Zoning Board and City Council subject to
conditions listed in the staff report. Motion was supported by Ms. Holmes. Motion
carried 7 – 0.
VII. DISCUSSION ITEMS
A. MS4 Annual Report and Public Comment Opportunity
Since 2006, the City of Lino Lakes has operated its storm sewer systems via the
Municipal Separate Storm Sewer System (MS4) general permit. In order to continue
its operation of the storm sewer systems, the City is required to submit an annual
Storm Water Pollution Prevention Program (SWPPP) report. Andy Nelson,
Environmental Coordinator, reviewed the 2021 activity report with the Board.
There was no one present for the MS4 public comment opportunity.
VIII. UPDATES
A. Introducing new Recycling Intern Tori Philippi
Andy Nelson, Environmental Coordinator, introduced Tori Philippi to the Board. Ms.
Philippi will serve as the City’s Recycling Intern.
B. Recycling Updates
Tori Philippi, Recycling Intern, informed the Board of recycling updates. Ms.
Philippi stated there were 174 participants in the Recycling Saturday event held on
June 17, 2022. Of the 174 participants, 25 participants contributed to paper

shredding. As of June 28, 2022, there are 449 participants enrolled in the organics
program. Ms. Philippi noted a new organics enclosure for Sunrise Park is in the early
planning stages, and its construction would be dependent upon a County grant
program for funding.
C. General Updates
Andy Nelson, Environmental Coordinator, informed the Board the City received a
$10,000 grant from Anoka County and Minnesota Waste Wise in order to equip the
Rookery with solid waste, organics, and recycling bins. Mr. Nelson also stated on
June 27, 2022, Bald Eagle Boulevard was temporarily closed in order to remove
around 10 dead ash trees. On Woodridge Lane, a willow tree was removed in order
to clear a storm drain outlet. Mr. Nelson gave the Board a verbal update regarding
the EAB grant. He also shared the City received a clean water grant to purchase 160
to 180 smart irrigation controllers.
IX. ADJOURNMENT
Mr. Schwartz made a MOTION to adjourn the meeting at 7:49 p.m. Motion was
supported by Ms. Buchmeier. Motion carried 7 – 0.
