PARK BOARD MINUTES
1. CALL TO ORDER AND ROLL CALL
Park Board Vice Chair Clark Gooder called the Lino Lakes Park Board meeting to order
at 6:30 p.m. on July 6, 2022.

Dave Christenson, 1454 Pheasant Hills Drive - arrived and discussed “Open Play”
pickleball at Tower Park (see Tower Park section for comments).
5. APPROVAL OF FEBRUARY 2, 2022 MINUTES
Park Board member John Nordlund made a Motion to approve the February 2, 2022
minutes. Park Board member Julie Cutts seconded the Motion. Motion carried 4-0.
6. UNFINISHED BUSINESS
A. Tower Park
Rick DeGardner, Public Services Director stated Tower Park is already getting used!!!
While we have received a lot of positive feedback, there have been some concerns of
long waits for the pickleball courts. Staff will be coordinating the painting of the two
tennis courts with pickleball court lines. If there are no tennis players, the courts will be
able to be utilized for pickleball. The fencing along the southern boundary is expected to
be installed by mid-August.

Staff received a request to reserve the pickleball courts for a designated “Open Play.” Mr.
Chase plans on attending the Park Board meeting.
Fred Chase, 6184 Woodchuck Circle - arrived with Dale Stetzman who lives off Otter
Lake Road they came to discuss “Open Play” pickleball. Mr. Chase would like the City
to consider posting a sign at Tower Park reserving “Open Play” pickleball from 8:00am -
11:00am, Monday through Saturday and 6:00pm – 8:00pm, Monday through Thursday.
“Open Play” is open to all levels; doubles games are recommended to maintain flow. If
courts are full, players must change after one game. Paddles are set along the fence line
or in a paddle holder and the order determines who is next on the court.
Park Board member David Termont mentioned there are additional pickleball courts
located at NorthPoint Park and Arena Acres. The Rookery Center has pickleball hours
for members year-round.
Mr. Gooder asked if a new person arrives at the courts, how do they get included in the
Open Play? Mr. Chase stated they have a person pointed as the “opener” and they invite
the new players.
Cheryl Ennett, 1419 Pheasant Hills Drive – wants to play pickleball with her group of
friends at Tower Park, but courts are full during prime times, 8:00-11:00am.
Tammy Christenson, 1454 Pheasant Hills Drive – would like courts available during
prime times, 8:00-11:00am.
Mr. Termont stated there are a lot of unused hockey rinks during the summer, can they be
changed into pickleball courts.
Mr. Gooder would like more information from other cities in regards to how they handle
“Open Play”.
Mr. DeGardner read comments from Park Board Chair Pat Huelman and Park Board
member William Kusterman.
Mr. Gooder motioned to leave the pickle courts as is. Mr. Termont seconded it. Motion
carried 4-0.
B. Clearwater Creek Park Playground
The playground equipment is finally installed. Parks Department staff, along with a
certified playground installer completed the playground install on June 17. The
neighborhood has been heavily utilizing the park area ever since!
C. Watermark Park
Developer delays in infrastructure improvements (water and sewer mains, and roads),
will result in development of the park area being delayed until 2023. Also, staff has been

discussing a potential shared parking lot with the HOA building and park users.
D. Woods of Baldwin Lake Park
The City Council awarded a construction contract for the Woods of Baldwin Lake Park
Site Improvements during the May 23, 2022 council meeting. The contract for the
playground equipment was also awarded.
7. 2023 BUDGET
A. Review Dedicated Parks Fund
Dedicated Parks Fund summarizing the revenue and expenses for 2021-2022, as well as a
designated funds summary. Mr. DeGardner, talked through a few examples of how the
projects are coming along on the Dedicated Parks Fund.
Mr. Termont asked Mr. DeGardner if the Birch Street trails could connect with
Centerville Road. DeGardner stated we need to wait for the Anoka County to do a road
upgrade.
Mr. DeGardner read comments from Mr. Huelman. Huelman suggests adding a ball
court, expanding the pickleball courts at Tower Park, and adding some features to the
Woods Edge Park if space allows.

B. Review Parks and Trails Fund
Parks and Trails Fund summarizing previous operating transfers and interest earnings. A
summary of completed projects is listed as well as the current undesignated fund balance
amount. Mr. DeGardner, talked through a few examples.
Mr. DeGardner read comments from Mr. Huelman. Huelman suggests putting the Park
Shelter at Lino Lakes at the top of his list. Add another playground or two for 2023.
Sunset Park should be at the top of the list and Birchwood Acres Park should also be a
candidate. Look for hard surfaces for more courts to be added.
Ms. Cutts recommended an update to Birchwood Acres Park.
C. Prepare Recommendations
The City Council will begin the 2023 budget discussions in August. This is a good time
for the Park Board to forward any comments/recommendations to the City Council for
consideration.
Mr. Termont would like to see an update at Sunrise Park. Add pickleball courts to the
hockey rinks.
Mr. Gooder would like to come up with ideas at the August Park Board meeting and then
meet with City Council.

8. NEW BUSINESS
A. Blue Heron Days Schedule of Events
Kellie Schmidt, Public Services Administrative Assistant showed the Blue Heron
schedule.
Mr. Gooder asked Schmidt if the Park Board could get a tent to receive resident’s
feedback and does the city recognize the sponsors of the events. Schmidt stated the Park
Board can have a table at the quad area or be a volunteer. The sponsor will also be
recognized on social media and the newsletter. Cutts and Gooder really like the idea of
volunteering.

Park Board member Clark Gooder called the Lino Lakes Park Board meeting to order at
6:30 pm. on August 3, 2022.

A. Review Dedicated Parks Fund
Rick DeGardner, Public Services Director stated the Park Board initially reviewed the
Dedicated Parks Fund and Parks and Trails Fund during the July Park Board meeting.
The Park Board wanted to continue discussions at the August meeting with the intent to
finalize recommendations to the City Council for consideration for the 2023 budget
process.
Mr. Gooder asked Mr. DeGardner how much an average playground structure costs to be
upgraded. DeGardner stated $80,000 - $90,000.

Mr. DeGardner stated the current 2023 budget draft includes:
200ft. of materials to fix the boardwalk in the Foxborough development - $15,000
Replace the Rice Lake Elementary basketball court - $40,000
Seal two parking lots at Sunrise Park - $54,000
Paint and re-coat the pickleball courts at North Pointe Park - $7,000
Repair Country Lakes Lane Trail - $75,000
Mr. DeGardner stated the current 2023 budget draft items are maintenance projects.
Normally doesn’t bring these items to the Park Board but wanted them to be aware.
Park Board member William Kusterman asked Mr. DeGardner if the maintenance
projects would affect the 2023 Park Board budget. DeGardner explained the base budget
is the typical routine line items and won’t affect the Park Board budget.
B. Review Parks and Trails Fund
The Dedicated Parks Fund and Parks and Trails Fund summaries were also distributed at
the July Park Board meeting. Staff was also requested to provide a listing of playground
structures throughout the parks system.
Mr. Kusterman stated, does the usage warrant updates to the following parks, Birchwood
Acres, Shenandoah, or Brandywood Acres.
Mr. Gooder would like to discuss City Hall Park.
Mr. DeGardner stated 11 playground structures are more than 20 years old.

Mr. Kusterman asked if the trails need dollars? Mr. DeGardner doesn’t recommend
creating any new trail segments in 2023. Mr. Kusterman would like a trail that leads to
Tower Park.
Park Board member David Termont stated our city would benefit greatly with a bike
connection to Tower Park. Anoka County is aware of the bike traffic that goes down
Centerville Road down to Ash. We need Anoka County on board to build the correct
infrastructure.
Mr. DeGardner stated that two factors are used when prioritizing replacing playground
structures. The two factors are quality of equipment and usage of the parks. Brandywood
Park is most outdated. Marshan Park and City Hall Park are used the most.
Mr. Kusterman stated Brandywood Park should be in the queue to be updated.
Park Board member Julie Cutts stated between Shenandoah Park and Birchwood Acres
Park, Birchwood seems to have heavier use.
Mr. Termont would like to tell City Council what projects the Park Board would like
done in 2023 and provide a list of projects for 2024.
Mr. Gooder would like to see three parks updated per year.
Mr. Termont has viewed the ice hockey rinks that the City of Circle Pines has changed
into pickleball courts.
Mr. DeGardner stated there are eight tennis courts at Centennial Middle School, but the
school district hasn’t lined any of those for pickleball. The master plan for Watermark
Park includes pickleball courts for next year.
Mr. DeGardner stated the Park Board should come up with a proposal for the
undesignated Park & Trail Fund plus the $90,000 allocation budget. Park Board should
also provide a list of projects they feel are important in case there is additional funding.
Mr. Kusterman asked Mr. DeGardner if they would consider putting more pickleball
courts at Tower Park. DeGardner stated yes, but not in 2023.
C. Prepare Recommendations
Mr. Kusterman recommendations are; Brandywood Park, Birchwood Acres Park, and a
new shelter at Lino Lakes Park.
Mr. Gooder would like to see a very functional shelter at Lino Lakes Park.
Mr. DeGardner stated based on funding of $270,000, the Park Board should choose
projects under that scope and list any potential projects if additional money is available.

Ms. Cutts asked Mr. DeGardner if the playground equipment is smaller, could they cost
less than $80,000. DeGardner said yes, the price could be lower.
Mr. DeGardner gave examples of how parks have been put together in the past.
Park Board member John Nordlund recommends finishing the Lino Park shelter. Mr.
Nordlund asked Mr. DeGardner what it would cost to line the tennis courts for
pickleball? DeGardner said under $1,000.
Mr. Kusterman made a Motion to ask City Council for $270,000. Park Board would like
to update Brandywood Park, Birchwood Acres Park, and add a new shelter at Lino Lakes
Park. Motion was supported by Mr. Gooder. Motion carried 6-0.
Mr. Gooder would like to redo three parks a year plus add pickleball courts.
Mr. DeGardner confirmed potential projects listed by the Park Board.
7. NEW BUSINESS
A. Blue Heron Days Volunteers Needed
Staff continues preparing for the Blue Heron Days Celebration scheduled August 18-21,
2022. We are seeking volunteers to assist running a variety of kid’s activities on
Saturday, August 21 between 12:00pm – 4:00pm. We are requesting all Park Board
members consider signing up for a one-hour shift!

RE: Woods of Baldwin Lake Park Update
A tremendous amount of work has been completed over the past few weeks:
• Contractor cleared out underbrush, buckthorn, and several dead trees. Ash and
cottonwood trees were also removed.
• Park area was graded and native grasses were planted along the south side of the park that
will be 2-3’ in height.
• Concrete curbing for the playground area has been installed. The playground equipment is
scheduled to be installed the week of October 3 by Parks Department employees and a
certified playground installer.
• The footings for the open-air shelter are scheduled to be installed the week of October 3,
with the shelter being installed by the end of October.
• The base of the ½ court basketball court has been installed. Anticipate paving and painting
the court in the Spring.
• Adjacent homeowners expressed that they were not in favor of a split rail fence getting
installed along the southern park boundary. Rather, we will be designing a landscape plan
that will provide additional buffering. We plan on ordering the plant material this Winter
with parks department staff planting in the Spring, 2023.
• The existing paved trail has been removed, and new base has been installed. We are
expecting that the trails will be paved yet this Fall, but we need to wait until the
playground equipment and park shelter are installed.

Foxborough - $15,000
• Remove and replace Rice Lake Elementary Basketball Court - $40,000
• Chip seal Sunrise Park Parking Lots - $54,000
• Patch and paint NorthPointe Pickleball Court - $7,000
• Repair Country Lakes Lane Trail - $75,000
I will keep the Park Board posted as the budget process continues.

RE: Watermark Park – Shared Parking Lot
In conjunction with the final design of Watermark Park located to the northwest of the HOA
clubhouse, City staff and the developer are working together on a plan to create a shared
driveway and provide parking on the Watermark Park site. Attached is the preferred design, with
the developer installing both parking lots at the same time with the City reimbursing the developer
for our portion, approximately $55,000. Each parking lot consists of 15 stalls.

Several residents in the Watermark Development have expressed interest in being involved in the
design process for the playground equipment and challenge course. Staff is working out the final
details with Northland Recreation and plan on sending out the initial email to those interested
within the next 1-2 weeks.

RE: Brainstorming session
Pat Huelmann, Park Board Chair, suggested we utilize the October Park Board meeting as an
opportunity to brainstorm and potentially identify some short- and long-term projects throughout
the parks and trails system.
Some ideas include:
• Choose a couple of parks that have significant items left from their masterplan or might
need a new master plan
• Identify park needs beyond our well-known playground replacement (more hard courts,
shelters/gazebos/tables/benches)
• Identify critical trail needs (both repair or additions)
• Think outside the box on projects too big for the annual allotment (hard courts on skating
rink, major trail segments, totally new features)
Please be prepared to discuss!!!!
