14 1. Review Regular Agenda
15 Item 2A, 2B and 2C—Budget Resolutions—Finance Director Lynch reviewed
16 resolutions: a) adopting the preliminary budget(can be reduced but not increased prior to
17 final adoption in December); b) Setting the public hearing for adoption of the final
18 budget; c)canceling a debt levy that is not needed.

20 A budget book was given to the Council Members with a note that it will be needed for
21 next week's work session but not the preliminary budget adoption.

23 Item 4A—Public Safety TZD Grant—Captain Owens noted the purpose of the grant
24 and the work required of the public safety department and the finance staff. Mayor
25 Rafferty remarked that administration of the grant is a duty that is passed through
26 benefiting cities on a three-year cycle.

28 Item 4B—Bicycle Donation—Public Safety Director Swenson explained the process
29 followed by the department prior to this recommendation to dispose of unneeded
30 bicycles. Donation to Bikes for Kids is recommended.
31 Item 6A—Kwik Trip—City Planner Larsen noted the council's previous discussion and
32 postponement of this item. She will be giving a quick overview of the project.

34 Councilmember Lyden remarked that there are a number of things he'd like to discuss
35 with the council on this project. Mayor Rafferty replied that the council work session is
36 the most appropriate venue for a longer discussion.

38 Councilmember Lyden offered remarks regarding:
39 - Council Code of Conduct—council should look through a lens of what's best for
40 the people of the City;
41 - Community Need—this has not been identified;
42 - Need for Gas Station - many already in Lino Lakes;

43 - Pro-Business Responsibility—defined as supporting current businesses in Lino
44 Lakes; many gas stations are locally owned;
45 - Doesn't feel like the right thing to do—good plan but bad idea;
46 - Gas Station as Polluters—vapors,benzene, spilling cause environmental damage;
47 - Pollution would be close to Rice Lake;
48 - Parcel is prime—showed picture of sunrise over Rice Lake shown.

50 Mayor Rafferty noted zoning of the property,the job of the Planning and Zoning Board.

52 Councilmember Ruhland noted that the City owns property across from this proposed
53 station site; what are the plans for that? Staff indicated that it isn't developable.
54 Councilmember Ruhland asked about gas station pollution and mitigation and City
55 Engineer Hankee noted that the PCA has very strict guidelines on gas storage and this
56 development is new and would be subject to the highest level of regulation.

58 Councilmember Cavegn asked if there is a benefit to adding this facility to the City.

60 Mayor Rafferty remarked that the last gas station opened in the City was Bill's Superette
61 and there's a gas station across the street that has remained open and viable.

63 City Planner Larsen reviewed the process that brings this proposal forward and noted the
64 rights of property owners in the City to develop according to the guidance of the
65 Comprehensive Plan; it's difficult to get to the end game and question the proposed use
66 when all the regulations have been met.

68 Councilmember Lyden noted the recent moratorium on storage facilities as an example of
69 needing to stop and take a look.

71 East Shadow Lake Road—Mayor Rafferty asked the City engineer for an update.
72 Engineer Hankee reviewed and will provide more information at the next work session.
