Liquor License Fee Research—Finance Director Lynch reported. 15 16 The council proposed no changes to the liquor fees. 17 18 Director Swenson indicated that the fee proposed for a cannabinoid license is $200. He 19 noted fees proposed for other cities which vary quite a lot. 20 2. Review Regular Agenda of October 24,2022. 21 Item 2A, 1st Reading of Fee Schedule Ordinance—This is first reading of the 22 ordinance. It was verified that an increase in water rates is included. 23 24 Item 4A, Cannabinoid Ordinance—Public Safety Director Swenson noted that an 25 individual may be present to talk about his interest in operating in the community;his 26 main concern is the prohibition of internet sales under the ordinance. Director Swenson 27 added that selling over the internet is very hard to police. Councilmember Cavegn asked 28 how other cities are handling that question. Director Swenson noted that most cities he 29 knows of do not plan to allow internet sales. 30 31 A councilmember noted concern about having the product available but recognizing that 32 the City has limited control and this is what can be done to regulate.. 33 34 Item 6A,Assessments for Weed Abatement—Community Development Director 35 Grochala reviewed the process of notification of violation,time for correction and 36 ultimately an assessment for city costs incurred in correcting weed issues. The 37 notification is provided by certified mail. 38 39 Councilmember Lyden asked if all violations are complaint driven and Mr. Grochala 40 indicated yes. Councilmember Lyden indicated that he has concerns about how this is 1 CITY COUNCIL WORK SESSION APPROVED 41 interpreted;there are different types of grass and it's not one size fits all for yards. He 42 will not be supporting the resolution. 43 44 Item 6B,2023 Street Rehabilitation Project Plans and Specification—City Engineer 45 Hankee noted this year's program, it's background and ratings foundation, and the 46 preparation of projects for inclusion in the coming year's project. She noted how 47 specifics will be handled including replacement of valves where appropriate. The 48 recommendation includes a contract for WSB project assistance. 49 50 Item 6C,2021 Street Improvement Project Payment—City Engineer Hankee reviewed 51 the elements of the completed 2021 Street Improvement Project. Staff is recommending 52 payment on the project. 53 54 Item 6D, Birch Street Speed Study Request to Anoka County—City Engineer Hankee 55 noted that recent road work on Birch Street calls for review of speeds in the area to guide 56 future decisions about such items as speed limits. 57 58 Item 6E,Belland Farms 2nd Addition—City Planner Larsen noted the location and 59 plans. 60 61 Item 6F,2nd Reading of Ordinance No. 04-22,Market Place PDO Amendment, 62 Apollo Drive Retail—City Planner Larsen noted the location and the request for 2nd 63 Reading of the related ordinance. 64 65 The meeting was adjourned at 6:25 p.m. 66 67 These minutes were considered, corrected and approved at the regular Council meeting held on 68 November 14, 2022. 69 70 71 72 73 u ianne Bartell, City Jerk Rob Rafferty, Mayor 74 2
