CALL TO ORDER Chair Schueller called the Economic Development Advisory Committee meeting to order at 8:03 A.M. on December 1, 2022. II. APPROVAL OF MINUTES Mr. Vojtech made a motion to approve the October 6, 2022 meeting minutes. Motion was supported by Mr. Johnson, passing unanimously. III. DISCUSSION ITEMS A. Otter Lake Master Plan Mr. Grochala, Community Development Director, presented the staff report. The committee discussed the Otter Lake Master Plan in greater detail. B. Purchase and Development Agreement with Silver Creek Equity, LLC, Update. Mr. Grochala, Community Development Director, presented the staff report. The committee discussed the Purchase and Development Agreement with Silver Creek Equity, LLC, Update in greater detail. The committee determined that the project should proceed with the multi-family building. Further agreeing, that a deed restriction that prohibits zoning changes on the balance of property should be in place for a period of 3 to 5 years from date of multi-family occupancy. ADJOURNMENT Mr. Hembre made a motion to adjourn the meeting at 9:07 A.M. Motion was supported by Mr. Vojtech, passing unanimously. Respectfully submitted, Harrison Maxwell, Community Development Intern ECONOMIC DEVELOPMENT ADVISORY COMMITTEE AGENDA ITEM 3A STAFF ORIGINATOR: Mike Grochala, Community Development Director EDAC MEETING DATE: January 5, 2022 TOPIC: Small Business Financial Assistance & Housing Maintenance Assistance Programs BACKGROUND Staff would like to discuss establishing a small business financial assistance program for existing businesses and a housing maintenance program for low income households: The City currently has financial assistance options for larger new construction projects, such as Tax Increment Financing assistance and tax abatement, but does not have an opportunity for existing businesses with smaller expansion projects. Staff would like to discuss business needs and potential programs. The City has grant proceeds to implement a possible housing maintenance program for low- income households and is looking for the Committee’s input. This could be in the form of a grant or low interest revolving loan fund for properties that meet affordability guidelines. EDAC CONSIDERATION None required. Discussion only. ATTACHMENTS 1. None
