14 1. Sunset/Main Street Roundabout—Community Development Director Grochala
15 reviewed his written staff report. Construction of a roundabout at Sunset and Main Street is
16 proposed in 2024. Federal funding is pending for the project. There is a"virtual" open house
17 where people can review the proposed concept and information; there will also be an open house
18 at Sunrise Elementary on January 25, 2023. The federal funds will take care of most costs and
19 the City will be splitting drainage and lighting costs with the City of Blaine. Mr. Grochala shared
20 information about other upcoming projects proposed for 2024 and 2025 including the County
21 Road J/35E interchange.

23 2. 2023 Annual Appointments —City Administrator Cotton reviewed her written staff
24 report outlining 2023 appointments; Councilmembers should discuss whether to interview both
25 incumbents and new applicants or just new applicants, as well as schedule a date for the
26 interviews. After discussion, the Council decided not to interview for Environmental Board and
27 Park Board but to review the applications. Administrator Cotton will send applications and
28 schedule interviews for the Planning and Zoning Board. Mayor Rafferty suggested interviews be
29 conducted on January 30, 2023.

31 3. Review Regular Agenda of January 9, 2023

33 Consent Agenda—Mayor Rafferty reviewed various expenditure items including, signage at the
34 Rookery, and reimbursements related to road construction at Elmcrest. Director Grochala noted
35 the reimbursement is related to sanitary sewer as they will connect to the Met Council and a
36 vault is required. The City will reimburse the contractor, and the Met Council will reimburse the
37 City for those costs.

39 Mayor Rafferty spoke about a new door at Sunset Park which is spendy at $5,700.

41 Item 3A, 2023 Annual Appointments—Administrator Cotton is not recommending changes to the
42 appointments from 2022. Mayor Rafferty inquired as to the process for EDA Annual Appointments
43 and stated that in the past they have rotated the appointments.

45 Item 3B, Consider Resolution No. 23-08,Approving the 2023-2024 Labor Agreement with
46 LELS, Local No. 299—Administrator Cotton noted that LELS voted in favor of the terms of

47 agreement outlined in the packet. They have reached agreement on a two-year contract and staff
48 recommends approval.

50 Item 4A, Consider Acceptance of Coss Family Foundation Donation—Public Safety Director
51 Swenson shared the Coss family has donated for several years and this is a $20,000 donation which
52 would be put in an escrow fund.

54 Item 6B, Watermark HOA Clubhouse & Public Parking Lot—City Planner Larsen reviewed her
55 written staff report. The Watermark HOA clubhouse and parking lot project will be constructed this
56 year, including a parking lot on City property. The first agreement will reimburse Lennar for those
57 costs; the second agreement is for the shared driveway and maintenance.

59 Councilmember Ruhland asked how many cannabinoid license requests the City had received.
60 Administrator Cotton noted there are two on tonight's agenda, both of which are edible cannabinoid
61 licenses for existing tobacco shops. Two additional inquiries have come in.

63 The meeting was adjourned at 6:28 p.m.
