22 Councilmember Ruhland moved to approve the Consent Agenda, Items 1 A through 1D, and 1 F
23 through 1 H as presented. Councilmember Lyden seconded the motion. Motion carried on a voice
24 vote.

43 3A) 2023 Annual Appointments—City Administrator Cotton reviewed her written staff report
44 noting that the appointments include Acting Mayor, Official Newspaper, City Engineer, Auditor,
45 and City Depositories.

47 Councilmember Lyden moved to approve the appointments as recommended. Councilmember
48 Ruhland seconded the motion. Motion carried on a voice vote.

50 3B) Consider Resolution No. 23-08,Approving the 2023-2024 Labor Agreement with LELS,
51 Local No. 299 —City Administrator Cotton reviewed her written staff report noting a tentative
52 agreement for a two-year contract was reached between the City and LELS Local No. 299. Staff
53 recommends approval of the resolution.

55 Councilmember Cavegn moved to approve Resolution No. 23-08 as presented. Councilmember
56 Ruhland seconded the motion. Motion carried on a voice vote.

58 PUBLIC SAFETY DEPARTMENT REPORT
59 4A) Consider Acceptance of Coss Family Foundation Donation—Public Safety Director Swenson
60 is seeking authorization to accept a $20,000 grant through the Coss Family Foundation in support of the
61 Wellness Enhancement Program to expand to the fire staff. If accepted the funds would be deposited in
62 an escrow account and the City would continue to seek other grants and support to get the funding
63 required to move forward.

65 Councilmember Lyden appreciates the thoughtfulness and kindness.

67 Mayor Rafferty agreed, noting it is wonderful to receive these donations from caring families and
68 foundations.

70 Councilmember Lyden moved to accept the donation as recommended. Councilmember Stoesz
71 seconded the motion. Motion carried on a voice vote.

73 PUBLIC SERVICES DEPARTMENT REPORT
74 There was no report from the Public Services Department.

76 COMMUNITY DEVELOPMENT REPORT
77 6A) Amending Chapter 1011 of the Lino Lakes Code of Ordinances—Community Development
78 Director Grochala reviewed his written staff report noting the City is required to adopt an ordinance
79 consistent with the requirements of the State's general permit, and must be consistent with water
80 management organizations in the geographic area. The first reading was approved on December 2, 2022.
81 Staff recommends approval of the second reading and approving a summary for publication.

83 Councilmember Cavegn moved to waive the full reading of Ordinance No. 10-22 as presented.
84 Councilmember Ruhland seconded the motion. Motion carried on a voice vote.

86 Councilmember Stoesz moved to approve the 2nd Reading and Adoption of Ordinance No. 10-22 as
87 presented. Councilmember Cavegn seconded the motion. Motion carried; Yeas, 5; Nays none.

89 Councilmember Cavegn moved to approve Resolution No. 23-04 authorizing summary publication
90 of Ordinance No. 10-22. Councilmember Lyden seconded the motion. Motion carried on a voice
91 vote.

93 6B) Watermark HOA Clubhouse& Public Parking Lot—City Planner Larsen reviewed her
94 written staff report noting Watermark Park will have a shared driveway with the Clubhouse. The first
95 agreement before the Council tonight denotes that the City will reimburse Lennar for the parking lot and
96 the second agreement is in regards to the shared driveway.

98 Mayor Rafferty clarified that construction of the clubhouse will take place this summer.

100 Councilmember Stoesz asked about the formula used to calculate parking spots. City Planner Larsen
101 does not know the formula off the top of her head but stated they reviewed it back in August during site
102 plan review.

104 Councilmember Lyden moved to approve Resolution No. 23-02 as presented. Councilmember
105 Cavegn seconded the motion. Motion carried on a voice vote.

107 Councilmember Cavegn moved to approve Resolution No. 23-03 as presented. Councilmember
108 Ruhland seconded the motion. Motion carried on a voice vote.
