RESOLUTION NO. 23-05
APPROVING A MASSAGE ENTERPRISE LICENSE FOR ALLURE SALON &
SPA AND AN INDIVIDUAL MASSAGE LICENSE FOR ALICEA WHITE,
ALLURE SALON & SPA
WHEREAS, Kristina Mohlin has applied for a Massage Enterprise License for Allure
Salon& Spa, 6511 Ware Rd; and
WHEREAS, Alicea White has applied for an Individual Massage Therapy License to
practice massage therapy at Allure Salon& Spa; and
WHEREAS, City staff has reviewed said applications and determined that the request
meets the requirements of the City Code for the type of licenses requested; and
WHEREAS,the Public Safety Department of the City of Lino Lakes has conducted a
background investigation of the applicants, and;
WHEREAS, the applicants have provided proof of insurance as required and have paid
the necessary fees;
NOW, THEREFORE, BE IT RESOLVED that the City Council of the City of Lino
Lakes hereby approves a Massage Enterprise License for Allure Salon & Spa and an
Individual Massage License for Alicea White, Allure Salon & Spa subject to compliance
with all the provisions and conditions of the laws of the city, state and federal government.
Adopted by the City Council of the City of Lino Lakes this 23`d day of January 2023.

INTRODUCTION
The City Council is being asked to consider Resolution No. 23-05, Approving a Massage
Enterprise License for Allure Salon & Spa and an Individual Massage License for Alicea White,
Allure Salon & Spa.
BACKGROUND
City Code, Chapter 616, regulates therapeutic massage enterprises and individuals who wish to
practice massage therapy in the City. The City has received the following applications:
• Therapeutic Massage Enterprise License Application — Allure Salon & Spa, 6511 Ware
Rd, Kristina Mohlin
• Individual Therapeutic Massage License Application—Alicea White, Allure Salon& Spa
The license applications were reviewed by Administrative staff in regard to the information
required for issuance. Licensees are required to provide identification, to submit verification of
proof of accreditation and worker's compensation insurance, if applicable, as well as pay
appropriate fees.
Under city policy, applicants applying for the enterprise or individual massage licenses are
required to undergo a background investigation. The Lino Lakes Public Services Department
performs the investigations and reports any information that would make applicants ineligible for
the license. The background investigation has been completed and the Public Safety Department
reports no reason to deny the Enterprise License for Allure Salon& Spa or the Individual
License for Alicea White, Allure Salon & Spa.
