RESOLUTION NO. 23-09
APPROVING THE 2023-2024 LABOR AGREEMENT BETWEEN THE CITY OF LINO
LAKES AND I.U.O.E., LOCAL NO. 49
WHEREAS, the City of Lino Lakes and International Union of Operating Engineers, Local No.
49, representing public works, have reached an agreement for 2023-2024;
NOW, THEREFORE, BE IT RESOLVED that the City Council of the City of Lino Lakes
approve the terms of the labor agreement, as follows:
1. COMPENSATION/WAGES:
a) 3%general wage increase,plus 0.75%market adjustment effective January 1,2023
b) 3%general wage increase,plus 0.75%market adjustment effective January 1, 2024
c) Remove the following language:Heavy Equipment Premium: $.75/hour(For dump
truck w/plow&wing, skid steer, backhoe,front-end loader, tractor w/attachments,
sweeper, & bucket truck)
d) Add the following language:Pre-Shift Pay:From November 1st to March 31st each
year, employees assigned to snow and ice removal duties during snow events shall
receive a one-time pre-shift premium, per day, equal to $30 for all hours served
before 5:00 a.m. Monday through Friday. This pay is considered a premium and
will not be added into overtime base pay calculations. If an employee's shift
exceeds 10 hours, the pre-shift premium pay is void.
2. INSURANCE:
a) Section 17.1 (Health) revised to read:
a) Effective January 1, 2023, Employer will contribute $588.64 toward the
premium for single coverage and $1,212.98 toward the premium for family
coverage.
b) Effective January 1, 2024, Employer will contribute 100% of the base single
plan and$1,212.98 plus 50% of the 2024 premium increase toward the family
plan.
c) The Employer's contributions toward the Health Savings Account and the cash
option for waiving coverage remain the same.
3. STANDBY AND ON-CALL PAY: Section 12.1 (Standby Pay) revised to read: An
employee assigned by the employer to be on standby with the on-call phone, shall be
compensated as follows (i.e. nine hours of additional pay for one week):
• Monday—Friday— one (1) hour of pay at the employee's current rate of pay per
day
• Saturday—Sunday and Holidays — two (2) hours of pay at the employee's current
rate of pay per day
4. OVERTIME: Section 11.6 Compensatory Time revised to include the following language:
All overtime hours worked in a single shift must be paid out as overtime or compensatory
time earned, no splitting of shifts.
5. CLOTHING ALLOWANCE: Section 19.1 revised to include the following language:An
itemized receipt is required for all reimbursements.
Adopted by the Council of the City of Lino Lakes this 23rd day of January 2023.

INTRODUCTION
The City Council is being asked to consider Resolution 23-09, Approving the 2023-2024 Labor
Agreement between the City of Lino Lakes and I.U.O.E, Local No. 49.
BACKGROUND
A tentative agreement has been reached for a two-year contract with I.U.O.E, Local No. 49. A
tentative agreement was reached after four meetings and the union members voted in favor of the
following terms:
1. COMPENSATION/WAGES:
a) 3% general wage increase, plus 0.75% market adjustment effective January 1,
2023
b) 3% general wage increase, plus 0.75% market adjustment effective January 1,
2024

RECOMMENDATION
Staff recommends approval of Resolution 23-09, Approving the 2023-2024 Labor Agreement
between the City of Lino Lakes and I.U.O.E, Local No. 49.
