Adjourn Park Board January 4, 2023 pg. 1 DRAFT MINUTES CITY OF LINO LAKES PARK BOARD MINUTES PRE-PARK BOARD MEETING - WATERMARK PLAYGROUND MEETING @ 6:30 P.M. Residents of the Watermark Development have been invited to review concept plans for the playground area and fitness area. In addition to providing information to the HOA and residents who have indicated interest (including those that attended previous Park Board meetings). The following was included in the Winter city newsletter. WATERMARK PARK UPDATE Watermark Park is slated for development in 2023!!! Watermark Development residents are invited to attend an initial meeting to design the playground area of the new Watermark Park which is scheduled to start construction in the Spring of 2023. Bill Johnson from Northland Recreation will be in attendance to lead the discussion. Members of the Park Board will also be in attendance. The meeting will begin at 6:30pm on Wednesday, January 4 at Fire Station #2, located at 1710 Birch Street. Review of the park master plan, concept plans of the playground area, and budget numbers will allow us to begin the discussion. Look for development activity in the Spring!! Three residents from the Watermark development attended the meeting. Matt Bechel, Mallory Humbert, and Mike Bender. Mr. Rick DeGardner, Public Services Director, reviewed the anticipated schedule for the Watermark project: DATE: January 4, 2023 TIME STARTED: 7:57 p.m. TIME ENDED: 8:03 p.m. MEMBERS PRESENT: Patrick Huelman, Clark Gooder, William Kusterman, David Termont, Julie Cutts MEMBERS ABSENT: None STAFF PRESENT: Rick DeGardner, Angela Thorson Park Board January 4, 2023 pg. 2 DRAFT MINUTES Approve Plans and Specs, Authorize Ad for Bids - December 12, 2022 City Open Bids - February 7, 2023 City Council Award Contract - February 13, 2023 The bid package will be approximately $1.1 million dollars. Mr. Bill Johnson from Northland Recreation, displayed and explained a few different options of playground equipment and fitness areas that have been designed. Mr. William Kusterman asked Mr. DeGardner what is the current budget for the equipment? Mr. DeGardner stated $115,000 for the playground equipment and $45,000 for the fitness area. Resident Mrs. Mallory Humbert asked about a rubber surface. Mr. Johnson explained the surface process and stated the estimated cost would be $128,000. Resident Matt Bechel would like a breakout of where the money is going for the full project. Mr. DeGardner provided him a breakdown. Mr. Kusterman asked if there were any other surface materials besides wood fiber and rubber surfaces. Mr. Johnson shared the other types of surface materials. Mr. Bechel and Mrs. Humbert would like a few fitness activities incorporated with the playground equipment instead of a separate area. Mr. DeGardner asked Mr. Johnson to explain safety zones and ADA compliance. Mr. Huelman asked about the color scheme. Mr. Bechel and Mrs. Humbert like the water blue colors. Mr. Johnson stated they don’t recommend red or yellow because the colors fade fast. Mr. DeGardner asked Mr. Johnson if we wanted the playground equipment delivered by October, when does the order have to be placed? Mr. Johnson said next month. Mr. Johnson will put together some additional concepts to review at the February Park Board meeting. 1. CALL TO ORDER AND ROLL CALL Chair Patrick Huelman called the Lino Lakes Park Board meeting to order at 7:57 p.m. on January 4, 2023. 2. APPROVAL OF OCTOBER 5, 2022 MINUTES Mr. Kusterman moved to approve the October 5, 2022 meeting minutes. Motion seconded by Mrs. Julie Cutts. Motion carried 5 – 0. 6. UNFINISHED BUSINESS Mr. Huelman would like to continue the brainstorming activity at a future meeting. 7. NEW BUSINESS A. Approve 2023 Meeting Calendar The calendar was approved as presented. 8. Meeting adjourned at 08:03 p.m. Respectfully submitted, Angela Thorson, Public Services Administrative Assistant DATE: February 1, 2023 TO: Park Board Members FROM: Rick DeGardner, Public Services Director RE: Watermark Playground Equipment Residents of the Watermark Development were invited to review and comment on concept plans for the playground area and fitness area on January 4, 2023. It was determined to eliminate the designated fitness area and incorporate a few fitness components within the expanded playground area. Mr. Bill Johnson from Northland Recreation has put together some concepts to review. DATE: February 1, 2023 TO: Park Board Members FROM: Rick DeGardner, Public Services Director RE: Park and Trail Fund The adopted 2023 General Fund Operating budget includes: • 200 ft. of materials to fix the boardwalk in the Foxborough development - $15,000 • Replace the Rice Lake Elementary basketball court - $40,000 • Sealcoat two parking lots at Sunrise Park - $54,000 • Paint and re-coat the pickleball courts at North Pointe Park - $7,000 • Repair Country Lakes Lane Trail - $75,000 The Park Board discussed potential parks and trails projects for 2023 during the July and August Park Board meetings. The following projects were recommended for City Council consideration in the August 4, 2022 memo that was sent to Mayor Rafferty and City Council members. o Replace Brandywood Park Playground Equipment (installed in 2000) o Replace Birchwood Acres Park Playground Equipment (installed in 1996) o Replace Lino Park Shelter (constructed in 1986) The Park and Trail Undesignated Fund Balance is $270,990. Assuming a typical playground installation of $70,000 for equipment, and $25,000 for play container edging and engineered wood fiber (similar to the Woods Edge Park Project in 2022) for Brandywood Park and Birchwood Acres Park, that leaves a remaining balance of $80,990 for the Lino Park shelter. This won’t be enough to cover the shelter, installation, footings, and concrete floor. Therefore, staff suggests postponing the Lino Park shelter project until 2024. The following recommendation to the City Council was approved unanimously at the August 3, 2022 meeting: Based on the projected availability of funds, specifically the Parks and Trails Fund-Undesignated Fund Balance of $182,000 and the $90,000 allocation to the Parks and Trails Fund included in the 2023 draft budget, the following projects are recommended for City Council consideration for 2023: o Replace Lino Park Shelter (constructed in 1986) o Replace Brandywood Park Playground Equipment (installed in 2000) o Replace Birchwood Acres Park Playground Equipment (installed in 1996) Staff will develop project costs for each of these projects, while ensuring that all projects combined do not exceed $272,000. In addition, the Park Board wanted to remind the City Council of the importance of continuing to fund parks and trails projects. If additional funding were to become available, the Park Board would support additional projects including: o Replace Shenandoah Park Playground Equipment (installed 1998) o Provide pedestrian access to Tower Park o Pave hockey rink(s) to provide pickleball courts/in-line skating during non-winter months o Expedite additional playground equipment replacement. CALL TO ORDER AND ROLL CALL Park Board member Clark Gooder called the Lino Lakes Park Board meeting to order at 6:30 pm. on August 3, 2022. 2. PLEDGE OF ALLEGIANCE 3. SETTING OF AGENDA Agenda was approved as is. 4. OPEN MIKE There was no one present for Open Mike. 5. APPROVAL OF JULY 6, 2022 MINUTES (moved to September 7th) 6. UNFINISHED BUSINESS A. Review Dedicated Parks Fund Rick DeGardner, Public Services Director stated the Park Board initially reviewed the Dedicated Parks Fund and Parks and Trails Fund during the July Park Board meeting. The Park Board wanted to continue discussions at the August meeting with the intent to finalize recommendations to the City Council for consideration for the 2023 budget process. Mr. Gooder asked Mr. DeGardner how much an average playground structure costs to be upgraded. DeGardner stated $80,000 - $90,000. DATE: August 3, 2022 TIME STARTED: 6:30 P.M. TIME ENDED: 8:05 P.M. Normally doesn’t bring these items to the Park Board but wanted them to be aware. Park Board member William Kusterman asked Mr. DeGardner if the maintenance projects would affect the 2023 Park Board budget. DeGardner explained the base budget is the typical routine line items and won’t affect the Park Board budget. B. Review Parks and Trails Fund The Dedicated Parks Fund and Parks and Trails Fund summaries were also distributed at the July Park Board meeting. Staff was also requested to provide a listing of playground structures throughout the parks system. Mr. Kusterman stated, does the usage warrant updates to the following parks, Birchwood Acres, Shenandoah, or Brandywood Acres. Mr. Gooder would like to discuss City Hall Park. Mr. DeGardner stated 11 playground structures are more than 20 years old. 3 Mr. Kusterman asked if the trails need dollars? Mr. DeGardner doesn’t recommend creating any new trail segments in 2023. Mr. Kusterman would like a trail that leads to Tower Park. Park Board member David Termont stated our city would benefit greatly with a bike connection to Tower Park. Anoka County is aware of the bike traffic that goes down Centerville Road down to Ash. We need Anoka County on board to build the correct infrastructure. Mr. DeGardner stated that two factors are used when prioritizing replacing playground structures. The two factors are quality of equipment and usage of the parks. Brandywood Park is most outdated. Marshan Park and City Hall Park are used the most. Mr. Kusterman stated Brandywood Park should be in the queue to be updated. Park Board member Julie Cutts stated between Shenandoah Park and Birchwood Acres Park, Birchwood seems to have heavier use. Mr. Termont would like to tell City Council what projects the Park Board would like done in 2023 and provide a list of projects for 2024. Mr. Gooder would like to see three parks updated per year. Mr. Termont has viewed the ice hockey rinks that the City of Circle Pines has changed into pickleball courts. Mr. DeGardner stated there are eight tennis courts at Centennial Middle School, but the school district hasn’t lined any of those for pickleball. The master plan for Watermark Park includes pickleball courts for next year. Mr. DeGardner stated the Park Board should come up with a proposal for the undesignated Park & Trail Fund plus the $90,000 allocation budget. Park Board should also provide a list of projects they feel are important in case there is additional funding. Mr. Kusterman asked Mr. DeGardner if they would consider putting more pickleball courts at Tower Park. DeGardner stated yes, but not in 2023. C. Prepare Recommendations Mr. Kusterman recommendations are; Brandywood Park, Birchwood Acres Park, and a new shelter at Lino Lakes Park. Mr. Gooder would like to see a very functional shelter at Lino Lakes Park. Mr. DeGardner stated based on funding of $270,000, the Park Board should choose projects under that scope and list any potential projects if additional money is available. 4 Ms. Cutts asked Mr. DeGardner if the playground equipment is smaller, could they cost less than $80,000. DeGardner said yes, the price could be lower. Mr. DeGardner gave examples of how parks have been put together in the past. Park Board member John Nordlund recommends finishing the Lino Park shelter. Mr. Nordlund asked Mr. DeGardner what it would cost to line the tennis courts for pickleball? DeGardner said under $1,000. Mr. Kusterman made a Motion to ask City Council for $270,000. Park Board would like to update Brandywood Park, Birchwood Acres Park, and add a new shelter at Lino Lakes Park. Motion was supported by Mr. Gooder. Motion carried 6-0. Mr. Gooder would like to redo three parks a year plus add pickleball courts. Mr. DeGardner confirmed potential projects listed by the Park Board. 7. NEW BUSINESS A. Blue Heron Days Volunteers Needed Staff continues preparing for the Blue Heron Days Celebration scheduled August 18-21, 2022. We are seeking volunteers to assist running a variety of kid’s activities on Saturday, August 21 between 12:00pm – 4:00pm. We are requesting all Park Board members consider signing up for a one-hour shift! 8. NEXT SCHEDULED PARK BOARD MEETING Wednesday, September 7, 2022 9.
