Park Board February 1, 2023 page. 1 DRAFT MINUTES CITY OF LINO LAKES PARK BOARD MINUTES 1. CALL TO ORDER AND ROLL CALL Chair Patrick Huelman called the Lino Lakes Park Board meeting to order at 6:30 p.m. on February 1, 2023. 2. PLEDGE OF ALLEGIANCE 3. APPROVAL OF AGENDA The agenda was approved as presented. 4. OPEN MIKE There was no one present for open mike. 5. APPROVAL OF MINUTES Mr. William Kusterman moved to approve the January 4, 2023 meeting minutes. Motion seconded by Mr. Clark Gooder. Motion carried 5 – 0. 6. DISCUSS WATERMARK PLAYGROUND DESIGN Residents of the Watermark Development were invited to review and comment on concept plans for the playground area and fitness area on January 4, 2023. DATE: February 1, 2023 TIME STARTED: 6:30 p.m. TIME ENDED: 8:20 p.m. MEMBERS PRESENT: Patrick Huelman, Clark Gooder, William Kusterman, David Termont, Julie Cutts MEMBERS ABSENT: None STAFF PRESENT: Rick DeGardner, Angela Thorson Park Board February 1, 2023 page. 2 DRAFT MINUTES It was determined to eliminate the designated fitness area and incorporate a few fitness components within the expanded playground area. Mr. Bill Johnson from Northland Recreation has put together some concepts to review. Mr. Rick DeGardner, Public Services Director, stated resident Mallory Humbert from the Watermark development approved Mr. Johnson’s plan on January 30th. Mr. Gooder asked if the park is handicapped accessible. Mr. DeGardner stated the park is not 100% handicapped accessible but ADA complaint. Mrs. Julie Cutts discussed the equipment budget and the fact that the fitness area and playground equipment have been combined. Mr. Gooder moved to approve the final design of Watermark Park. Motion seconded by Mrs. Cutts. Motion carried 5 -0. Three residents from the Watermark development attended the meeting. Matt Bechel, Mallory Humbert, and Mike Bender. Mrs. Humbert passed out a park equipment packet she developed (packet enclosed). The packet included pricing from a different vendor. Mr. DeGardner stated that we have an agreement with Northland Recreation. Mr. Matt Bechel was not happy with the process. Feels like they haven’t had enough time to provide feedback. Mr. Huelman discussed the design process. Mr. Gooder asked how we can get more residents’ involvement. Park Board February 1, 2023 page. 3 DRAFT MINUTES Mr. DeGarnder discussed the typical playground process. Mr. Huelman asked how you might get more people’s opinions in the future. Mrs. Humbert stated she used Survey Monkey and sent a questionnaire. Mrs. Humbert mentioned that the development placed the Watermark entrance sign just feet away from where the Watermark Park sign is supposed to be placed. Mrs. Humbert asked if Mr. Bill Johnson had given a quote for the final park. Mr. DeGardner, stated that Mr. Johnson quoted $160,000. Mr. Gooder stated that he would like to discuss the process of park design in a future Park Board meeting. 7. DISCUSS PARK AND TRAIL FUND The adopted 2023 General Fund Operating budget includes: • 200 ft. of materials to fix the boardwalk in the Foxborough development - $15,000 • Replace the Rice Lake Elementary basketball court - $40,000 • Sealcoat two parking lots at Sunrise Park - $54,000 • Paint and re-coat the pickleball courts at North Pointe Park - $7,000 • Repair Country Lakes Lane Trail - $75,000 The Park Board discussed potential parks and trails projects for 2023 during the July and August Park Board meetings. The following projects were recommended for City Council consideration in the August 4, 2022 memo that was sent to Mayor Rafferty and City Council members. o Replace Brandywood Park Playground Equipment (installed in 2000) o Replace Birchwood Acres Park Playground Equipment (installed in 1996) o Replace Lino Park Shelter (constructed in 1986) Mr. Huelman asked if the recommended replacement park projects had been approved. Mr. DeGardner answered no. Mr. Huelman stated that after the park projects have been approved, should we reach out to the residents at this time to ask for their feedback. Mr. Termont discussed creating a template for future parks. Mrs. Cutts would like letters mailed to future park residents that show the design of the park and a few equipment options they can choose from. Mr. Gooder discussed the differences in the park process between a new park and a replacement park. The Park and Trail Undesignated Fund Balance is $270,990. Assuming a typical Park Board February 1, 2023 page. 4 DRAFT MINUTES playground installation of $70,000 for equipment, and $25,000 for play container edging and engineered wood fiber (similar to the Woods Edge Park Project in 2022) for Brandywood Park and Birchwood Acres Park, that leaves a remaining balance of $80,990 for the Lino Park shelter. This won’t be enough to cover the shelter, installation, footings, and concrete floor. Therefore, the staff suggests postponing the Lino Park shelter project until 2024. Mr. DeGardner suggests replacing the park equipment at Brandywood Park and Birchwood Acres Park and repurposing the skate park pad at City Hall with two pickleball courts. Mr. Gooder and Mr. Huelman like the idea of having pickleball courts at City Hall Park. Mr. Huelman feels strongly about Lino Park shelter being above average. Mr. DeGardner estimated the Lino Park shelter cost would be $120,000. Mr. Huelman would like the pickleball courts at City Hall to be included in the recommendations to City Council. Mr. Gooder moved to approve replacing Brandywood and Birchwood Acres Playground equipment and repurposing the skate park pad at City Hall Park with two pickleball courts. Motion seconded by Mr. Kusterman. Motion carried 5 -0. 8. UNFINISHED BUSINESS Mr. Gooder asked if we have done any research regarding the enthusiasm Circle Pines residents have for their parks. Mr. Kusterman answered they have been allocated a large amount of their budget into the park system. 9. NEW BUSINESS 10. NEXT SCHEDULED PARK BOARD MEETING Wednesday, March 1, 2023 11. Meeting adjourned at 8:20 p.m. Respectfully submitted, Angela Thorson, Public Services Administrative Assistant DATE: March 6, 2023 TO: Park Board Members FROM: Rick DeGardner, Public Services Director RE: Watermark Park Update On December 12, 2022, the City Council approved the plans and specifications and authorized the Advertisement for Bids. Eight bids were received and opened on February 7, 2023. The low bid was submitted by Dimke Excavating, Inc. in the amount $668,265.30, and Dimke Excavating, Inc. was awarded the construction contract via Resolution 23-15. The engineer’s estimate was $929,912.55. WSB and Associates submitted a proposal to complete the construction services in the amount of $93,454.00 and was approved via Resolution 23-16. Funding has been identified through the Dedicated Parks Fund. The completion date for this project is October 31, 2023. The resolution to approve the contract for the Watermark Park Playground Equipment was tabled at the February 13, 2023 City Council meeting. The City Council expressed interest in exploring the concept of designing all future playgrounds to be 100% ADA accessible. This will be discussed during the March 6 work session. DATE: March 6, 2023 TO: Park Board Members FROM: Rick DeGardner, Public Services Director RE: 2023 Parks and Trails Fund Update The City Council approved the following projects utilizing Park and Trail Improvement Funds: o Replace Brandywood Park Playground Equipment (installed in 2000) o Replace Birchwood Acres Park Playground Equipment (installed in 1996) o Repurpose the bituminous pad at City Hall Park for 2 pickleball courts, and possibly ½ court basketball court Each playground equipment replacement project includes $70,000 for equipment and up to $25,000 for play container edging and engineered wood fiber. The estimated project cost for the pickleball courts was $25,000. This was assuming the existing bituminous pad was in sufficient condition to provide a decent base. Upon closer inspection, it’s been determined that existing material should be removed and replaced with additional aggregate base, 1.5-inch base course, and 1.5-inch wear course. Total project cost amounts to approximately $42,000. This includes painting, striping, two sets of pickleball posts and nets, and a Goalsetter MVP basketball standard. A bid from Upper Midwest Athletic Construction is attached. Does the Park Board still want to proceed with the two pickleball courts and ½ court basketball project at City Hall Park in 2023? DATE: March 6, 2023 TO: Park Board FROM: Rick DeGardner, Public Services Director RE: Dog Park Discussion During the February 1, 2023 City Council work session discussion regarding the proposed Park and Trail Improvement Fund Projects, Councilmember Lyden requested that the Park Board explore locations and costs for a dog park. The subject of a dog park was most recently discussed with the City Council during the December 7, 2020 work session. The concept of developing and operating a city-owned dog park has been discussed periodically since 2006.
