ADJOURN DRAFT MINUTES CITY OF LINO LAKES ECONOMIC DEVELOPMENT ADVISORY COMMITTEE MINUTES DATE: March 2, 2023 TIME STARTED: 8:00 a.m. TIME ENDED: 8:56 a.m. MEMBERS PRESENT: Andrew Cravero, Julie Jeffrey-Schwartz, Blakely LaCroix, Chad Wagner, Don Johnson, Patrick Kohler, Steve Marchek, Nathan Vojtech, Jim Schueller MEMBERS ABSENT: Keith Hembre STAFF PRESENT: Michael Grochala, Dana Rozan 1. CALL TO ORDER Mr. Grochala called the Economic Development Advisory Committee meeting to order at 8:00 a.m. on March 2, 2023. 2. APPROVAL OF MINUTES Mr. Marchek made a motion to approve the January 5, 2023 meeting minutes. Motion was supported by Mr. Vojtech. Motion carried 9-0. 3. DISCUSSION ITEMS A. Housing Maintenance Assistance Program Mr. Grochala presented the staff report. The EDAC discussed establishing a housing maintenance program to assist low- moderate income households at the January 2023 meeting. As discussed, the City has $230,000 loan repayment that can be used for affordable housing programs. Staff has generated some additional information to consider with the establishment of the program. Mr. Grochala discussed what current programs Anoka County had available to homeowners for mound systems or connecting to City water payable by property taxes. He also discussed Blaine’s Front Door program. The Committee agreed that the loan money should be used for basic projects such as roofing, siding, painting, gutters, windows, chimney repair, deck, porch, driveway, Economic Development Advisory Committee March 2, 2023 Page 2 DRAFT MINUTES sidewalk, front door, and garage door replacement or repair. There will be three categories to qualify for this loan. Age of the home, value of the home and income threshold. The EDAC also recommended that the loan would be for 85% of the project amount with a cap of $10,000. There would be a small interest percentage charged for the loan and would be payable via property taxes over a calculated period of time. The goal is to have implementation of the program by 2024. B. Project Updates Mr. Grochala updated the committee on current City projects. 4. ADJOURNMENT Mr. Vojtech made a motion to adjourn the meeting at 8:56 a.m. Motion was supported by Mr. Kohler. Motion was carried 9-0. Respectfully submitted, Julie Whitney, Community Development Administrative Assistant 1 ECONOMIC DEVELOPMENT ADVISORY COMMITTEE AGENDA ITEM 3A STAFF ORIGINATOR: Michael Grochala, Community Development Director EDAC MEETING DATE: April 6, 2023 TOPIC: ED Strategic Plan Implementation – Anoka County HRA Participation BACKGROUND The Economic Development Strategic Plan Priority 4, Identification of Potential Redevelopment Areas and Strategic Acquisitions targets the need to develop a strategy for City acquisition of land when available. Identifying potential funding sources is one of the largest considerations. One of the options previously discussed is participation in the Anoka County HRA. The County has economic development authority to levy for economic development purposes. While similar to the City’s EDA authority, these property taxes would be levied by the County. These funds would be available for City use subject to certain restrictions. This could generate approximately $380,000 annually. Karen Skepper, Anoka County Director of Community and Government Relations, will be present at the meeting to discuss the options available to the City. EDAC CONSIDERATION Discuss interest in pursuing involvement in the County HRA. ATTACHMENTS None.
