17 Mayor Rob Rafferty and Councilmembers Ruhland and Lyden took the Oath of Office for the terms
18 on the council.

20 PUBLIC COMMENT
21 Allen Moser, 540 Marshan Lane, noted concerns about YMCA traffic using his street and not safely.
22 He has spoken to the Police and Community Development Department but the problem persists. He
23 is requesting a sign at both ends of the street. He noted two other residents on that street present
24 that will corroborate. He also noted that semi-trucks that use Lake Drive are using their jake brakes
25 and it creates a lot of noise. Some of those trucks were Cemstone trucks and when he approached
26 that company, they responded well.
27 Mayor Rafferty announced that staff will look into the concerns brought forward and the council
28 will discuss them at their next work session.
29 Mr. Robert Nelson, East Shadow Lake Drive, came forward to discuss the proposed roundabout on
30 Birch Street. He attended the last community forum and has attempted to speak with Anoka
31 County staff but to no avail. Mayor Rafferty noted that there is another community meeting on the
32 subject of Birch Street Improvement Project coming up on January 28;he acknowledges that the
33 engineering is going to be a challenge. Mr.Nelson read information suggesting that roundabouts
34 aren't a good fit for the street. He is asking that the City look into this matter and get some response
35 from the engineers for the residents' concerns.
36 Larry Adams, 600 Marshan Lane, said he agrees that there is a problem on his street. There are
37 everyday problems with cars turning around and speeding.

63 ADMINISTRATION DEPARTMENT REPORT
64 3A) Consider Approval of Annual Appointments for 2020—Administrator Karlson noted that
65 the council makes certain designations and appointments each year,traditionally at the first council
66 meeting of the year. The council discussed and concurred upon certain appointments at the January
67 work session. Those appointments are before the Council for consideration of approval.
68 The council heard from Carter Johnson of the Quad Community Press. They are happy to have
69 great staff and he noted that the paper is provided to residents for free at request. There are also
70 mailed subscriptions available. He noted enhancements to the newspaper and its digital site during
71 the past year. Council Member Stoesz asked how people can show appreciation to the carriers and
72 Mr. Johnson suggested tips to the carriers are appropriate and can be passed through the newspaper
73 office.
74 Council Member Stoesz moved to approve the 2020 Annual Appointments as presented. Council
75 Member Ruhland seconded the motion. Motion carried on a voice vote.
76 3B) Consider Updated Employee Drug and Alcohol Policies—Human Resources Manager
77 Karissa Bartholomew read her written report. The City does have two separate policies—one for
78 commercial driver's license holders and one for other employees. The changes update the policies.
79 Council Member Lyden said he reviewed the policies looking for"the weakest link". He thinks the
80 MnDOT policy puts a lot of responsibility onto the supervisor. He wonders if staff is comfortable

81 putting the supervisors in that position. Ms. Bartholomew said she is comfortable because they are
82 the individuals who see employees day in and day out so best to identify when something may be
83 off. Fellow employees are told to report suspicions also.
84 Council Member Lyden noted language dealing with refusal whereby it calls for immediate
85 dismissal, including in the MnDOT policy. Ms.Bartholomew explained that the language is based
86 on state law but does give the employer some discretion.
87 Council Member Ruhland moved to approve the updated policies as presented. Council Member
88 Stoesz seconded the motion. Motion carried on a voice vote.
89 PUBLIC SAFETY DEPARTMENT REPORT
90 4A) Consider Acceptance of Police and Fire Plaques—Public Safety Director Swenson
91 explained that the plaques pictured in the staff report have been presented to the department as a
92 donation. Staff requests authorization to accept the donation.
93 Mayor Rafferty offered thanks for the donation.
94 Council Member Lyden moved to accept the donation as recommended. Council Member Stoesz
95 seconded the motion. Motion carried on a voice vote.

99 COMMUNITY DEVELOPMENT DEPARTMENT REPORT
100 6A) Consider Resolution 19-183,Accepting Quotes, and Awarding a Construction Contract,
101 Irrigation Controller Upgrades Project—City Engineer Hankee reviewed her written report.
102 Historically the City received a grant from the Rice Creek Watershed District that would support the
103 installation of irrigation controllers on City properties. The controllers would work to save substantial
104 water. At this time staff is requesting authorization to accept a quote for the installation and to award a
105 contract for such.
106 Council Member Ruhland remarked that this appears to be a good plan with pay back for the City costs
107 over just 2.3 years. He asked if the City is able to direct City wells to do just irrigation. Ms.Hankee
108 said that is not possible because water from all wells is blended.
109 Council Member Ruhland moved to approve Resolution No. 19-183 as presented. Council Member
110 Lyden seconded the motion. Motion carried on a voice vote.
111 6B) Consider Resolution No.20-01,Approving Sell of Wetland Credits,Woolan Park Wetland
112 Bank—Community Development Director Grochala reviewed his written report. He overviewed the
113 wetland bank laws that allow establishment of wetland banks,noting two banks that have been
114 established within the City. He explained the sale proposed and how proceeds would be utilized.
115 Council Member Lyden moved to approve Resolution No. 19-181 as presented. Council Member
116 Ruhland the motion. Motion carried on a voice vote.
