14 The council meeting was held on line on the Zoom Meeting platform and as allowed by
15 Minnesota Statutes 13D.021 .
16 1 . Sale of Land, Lots 12- 13, Carole Estates 2"1 Addition — Community
17 Development Director Grochala showed a map of approximately two acres of land owned
18 by the City. An offer (letter of intent) has been submitted to purchase the land in the
19 amount of about $525 ,000 . The Economic Development Advisory Committee did
20 review the offer and is in support. Mr. Grochala pointed out an area that was proposed to
i 21 provide a roadway realignment; this would require further work including acquisition of
22 private land. The City has been in touch with the private property owner. The letter of
23 intent offer is consistent with current like property offers. If directed by the council, Mr.
24 Grochala indicated that staff will continue working with the buyer and the city attorney
25 and would return to the council with a proposal to purchase.
26 Councilmember Lyden said he is excited to see it happen if it works out.
i' 27 Councilmember Stoesz asked if there are promises in place for the community garden.
28 Director Grochala noted that the gardens have always been considered a temporary use
29 and also he is certain another garden spot could be identified in the City.
30 The council concurred that staff should proceed.
31 2. YMCA — Interim Use as COVID testing Site — Community Development
32 Director Grochala noted the currently closed YMCA property in the City. The City has
33 been approached by the YMCA and the State of Minnesota with a request that the site be
34 utilized as a temporary COVID 19 testing site on a lease basis through February 2021 .
35 The YMCA is still evaluating the idea and hasn' t agreed at this point. If the lease did
36 occur, that would not impact the existing lease on the property (the City' s rights) and the
37 review of the property for future use could continue. If the temporary testing use were to
38 proceed, there would likely be future consideration of an agreement by the Council .
39 Councilmember Cavegn asked who would get the lease revenue and Mr. Grochala said
40 since the YMCA owns the property the revenue would go to them.

41 Councilmember Stoesz suggested he supports looking at the use but would want to
42 consider a formal agreement with more details.
43 The council concurred that staff should proceed with discussions with confirmation that a
44 formal agreement for use would return for council consideration.
45 3. Review Regular Agenda of November 23, 2020 — The regular agenda was
46 reviewed and there were no changes.
47 Item 6B — Mayor Rafferty confirmed that all councilmembers did visit the site.
48 Councilmember Lyden noted that additional information became available on Friday and
49 the homeowner hasn't had chance to review so he is asking that the matter be tabled.
50 Mayor Rafferty indicated that the council will have to take a vote on that suggestion at the
51 council meeting.
