He also recognized the 26 dedication and hard work of the Public Safety Department leading up to this point . He is thankful for 27 the support of the Department as well as the family and friends of the new Fire Division members . 28 29 Mayor Reinert announced that it was a great night for the citizens of Lino Lakes . This would be a maximum levy amount . She noted 82 the council ' s work on establishing this preliminary figure , what is included , and the amount . 83 84 Motion by Council Member Roeser , seconded by Council Member Kusterman , to approve Resolution 85 No . 15 - 100 as presented , was adopted on a voice vote . 86 87 3B ) Consider Resolution No . 15401 , Setting the Date and Time for the Public Hearing for 88 the Proposed 2016 Operating Budget and 2015 Tax Levy , Collectible in 2016 — Finance Director 89 Cotton explained that the resolution sets a date and time for a public hearing on the city budget and 90 levy as required by state law . 2 COUNCIL MINUTES September 28 , 2015 APPROVED 91 92 Motion by Council Member Roeser , seconded by Council Member Kusterman , to approve Resolution 93 No . 15 - 101 as presented , was adopted on a voice vote . 94 95 6C ) Consider Resolution No . 15402 , Canceling the 2015 /2016 Debt Service Tax Levy for 96 G . O . Tax Increment Financing Bond , Series 2007A — Finance Director Cotton reported that the 97 resolution would approve the cancelation of a levy for debt service on the bond issuance noted . The 98 cancelation is based on information gained through analysis indicating that the levy is not needed . 99 100 Motion by Council Member Kusterman , seconded by Council Member Roeser , to approve Resolution 101 No . 15 - 102 as presented , was adopted on a voice vote . 102 103 6D ) Consider Resolution No . 15403 , Canceling the 2015 /2016 Debt Service Tax Levy for 104 G . The cancelation 106 is based on information gained through analysis indicating that the levy is not needed . 107 108 Motion by Council Member Kusterman , seconded by Council Member Roeser , to approve Resolution 109 No . 15 - 103 as presented , was adopted on a voice vote . 110 111 ADMINISTRATION DEPARTMENT REPORT 112 113 There was no report from the Administration Department . 114 115 PUBLIC SAFETY DEPARTMENT REPORT 116 117 4A) Consider Hiring of One Police Officer , Public Safety Director Swenson explained the 118 thorough hiring process that brings forward this recommended candidate for a police officer position . 119 He noted that this position is included in the current budget and , if approved , the candidate would 12o begin employment on October 5 . 121 122 Mayor Reinert noted that the Police Department personnel was cut back some years ago and , to their 123 credit , the department has worked through that . It is time to add another officer , bringing the city 124 funded sworn positions to 26 ; he noted that there is a 27th sworn position that is funded by a grant . 125 126 Motion by Council Member Rafferty , seconded by Council Member Stoesz , to approve the 127 hiring of Kathryn Kreamer as recommended , was adopted on a voice vote . 128 129 4B ) Considering Hiring of One Record Technician — Public Safety Director Swenson explained 130 that one of the department ' s two Record Technician positions was recently vacated by a resignation . 131 A thorough hiring process has taken place and he is now recommending that a candidate be hired to 132 the open and budgeted position . 133 134 Motion by Council Member Kusterman , seconded by Council Member Roeser , to approve the hiring 135 of Lisa Tischler as recommended , was adopted on a voice vote . 3 COUNCIL MINUTES September 28 , 2015 APPROVED 136 137 4C ) Consider Acceptance of Tribute to the Troops /Patriot Ride Donation — Public Safety 138 Director Swenson explained that he is requesting authorization to accept a donation that is coming to 139 the city as a result of assistance provided for a recent event . 140 141 The council offered thanks on behalf of the city for the generous donation . 142 143 Motion by Council Member Rafferty , seconded by Council Member Stoesz , to accept a donation of 144 $ 300 , was adopted on a voice vote . 145 146 4D ) Public Safety Department Update — Public Safety Director Swenson offered the following 147 information : 148 - Fire Station Project - there is rapid progress on the facility and roadway . Windows are being 149 delivered this week and much work is being accomplished in finishing the inside ; 150 - Personnel — there are 32 firefighters currently certified through Firefighter II ; an additional 151 seven persons are attending classes to become certified ; they are still interviewing candidates 152 including some that are already certified . 153 - Training — on - going training is occurring every Monday evening to ensure all members of the 154 Fire Division will be ready to go live in January ; 155 156 Mayor Reinert noted the swearing - m ceremony that occurred earlier in the evening . That is a great 157 event for the city and he is thankful for the work of the department and Chief Swenson in bringing the 158 fire department efforts to fruition . He knows it hasn ' t always been easy . There are efficiencies being 159 created and forward thinking has made that possible . He is very respectful of the work of the city ' s 160 public safety personnel . 161 162 PUBLIC SERVICES DEPARTMENT REPORT 163 164 5A) Consider Resolution No . 15406 , Supporting the Development of the Bunker Chain of 165 Lakes Regional Trail — Public Services Director DeGardner introduced Karen Blaska , Planner with 166 Anoka County Parks and Recreation , who reviewed the Master Plan for the Bunker Chain of Lakes 167 Regional Trail ( on file ) . Her review included the location , boundaries , funding plans , and public 168 input . She noted that staff is seeking the city council ' s support to bring the plan forward to the 169 Anoka County Board and eventually the Metropolitan Council . 170 171 Council Member Roeser noted that he just recently used a portion of the trail in Lino Lakes and he did 172 find it difficult to make certain connections ; he suggests more signage . 173 174 Mayor Reinert noted that the trail system in the plan is more than one - half completed . It ' s has a 175 $ 6 , 000 , 000 cost that is shared by the Metropolitan Council and federal government . It ' s a great 176 amenity in the city . 177 178 Council Member Kusterman noted that he utilizes the trails nearly every day ; they are great and he 179 encourages expansion . 180 4 COUNCIL MINUTES September 28 , 2015 APPROVED 181 Motion by Council Member Roeser , seconded by Council Member Kusterman , to approve Resolution 182 No . 15 - 106 as presented , was adopted on a voice vote . 183 184 COMMUNITY DEVELOPMENT DEPARTMENT REPORT 185 186 6A) Consider 1st Reading of Ordinance No . 0845 , Text Amendment for Veterinary 187 Hospitals , Community Development Intern Dahl explained that the text amendment is coming 188 forward for consideration because the city has received a request from a local business owner who 189 would like to relocate due to expansion . The relocation would not be allowed under the current 190 zoning of Neighborhood Business so discussion was initiated to add the business use , veterinary 191 hospital , to allowed uses in that zoning district . The Planning and Zoning Board and staff are 192 recommending approval of this change . 193 194 Mayor Reinert clarified that this change will not have a negative impact on residential districts . 195 196 Motion by Council Member Rafferty , seconded by Council Member Stoesz , to approve the 1 st 197 Reading of Ordinance No . 08 - 15 as presented , was adopted on a voice vote . 198 199 6B ) 2015 Weed Abatement Assessments : i) Consider Resolution No . 15 - 104 , Costs to be 200 Assessed and Ordering Preparation of Proposed Assessments — Community Development 201 Director Grochala reviewed the process that brings forward this request for an assessment process . 202 The city charges back when services are deemed necessary and are provided . The property owners 203 will be notified and a hearing process conducted . 204 205 Motion by Council Member Kusterman , seconded by Council Member Roeser , to approve 206 Resolution No . 15 - 104 as presented , was adopted on a voice vote . 207 208 ii) Consider Resolution No . 15405 , Calling the Public Hearing on the Proposed 209 Assessment 210 211 Motion by Council Member Kusterman „ seconded by Council Member Roeser , to approve 212 Resolution No . 15 - 105 as presented , was adopted on a voice vote . 213 214 6C ) Request to Apply for Additional Recycling Grant Funding — Environmental Coordinator 215 Asleson reviewed the written report requesting council authorization for staff to seek additional grant 216 funds from Anoka County . The funds would be used to further the city ' s continuing recycling efforts . 217 218 Mayor Reinert remarked that the recycling program in the city has been very successful . It is well 219 used by city residents and serves the area well . He commended staff for seeking additional funds . 220 221 Motion by Council Member Kusterman , seconded by Council Member Roeser , to approve Resolution 222 No . 15409 as presented , was adopted on a voice vote . 223 224 6D ) Consider Resolution No . 15411 , Approving Plans & Specifications and Authorizing 225 Request for Quotes , 2015 Surface Water Management Project — City Engineer Hankee reviewed 5 COUNCIL MINUTES September 28 , 2015 APPROVED 226 the written staff report . She noted that the map in the report shows the areas that the project will 227 include . 228 229 Motion by Council Member Kusterman , seconded by Council Member Roeser , to approve Resolution 230 No . 15 - 111 as presented , was adopted on a voice vote . 231 232 6E ) Consider Resolution No . 15412 , Approving Payment No . 2 and Final for the 233 2013 Surface Water Management Project — City Engineer Hankee reviewed the staff 234 recommendation to make the final payment on this 2013 project .
