1. CALL TO ORDER AND ROLL CALL
Chair Patrick Huelman called the Lino Lakes Park Board meeting to order at 6:30 p.m.
on February 1, 2023.

Mr. William Kusterman moved to approve the January 4, 2023 meeting minutes. Motion
seconded by Mr. Clark Gooder. Motion carried 5 – 0.
6. DISCUSS WATERMARK PLAYGROUND DESIGN
Residents of the Watermark Development were invited to review and comment on
concept plans for the playground area and fitness area on January 4, 2023.

It was determined to eliminate the designated fitness area and incorporate a few fitness
components within the expanded playground area.
Mr. Bill Johnson from Northland Recreation has put together some concepts to review.
Mr. Rick DeGardner, Public Services Director, stated resident Mallory Humbert from the
Watermark development approved Mr. Johnson’s plan on January 30th.
Mr. Gooder asked if the park is handicapped accessible. Mr. DeGardner stated the park
is not 100% handicapped accessible but ADA complaint.
Mrs. Julie Cutts discussed the equipment budget and the fact that the fitness area and
playground equipment have been combined.
Mr. Gooder moved to approve the final design of Watermark Park. Motion seconded by
Mrs. Cutts. Motion carried 5 -0.
Three residents from the Watermark development attended the meeting. Matt Bechel,
Mallory Humbert, and Mike Bender.
Mrs. Humbert passed out a park equipment packet she developed (packet enclosed). The
packet included pricing from a different vendor. Mr. DeGardner stated that we have an
agreement with Northland Recreation.
Mr. Matt Bechel was not happy with the process. Feels like they haven’t had enough
time to provide feedback.
Mr. Huelman discussed the design process.
Mr. Gooder asked how we can get more residents’ involvement.

Mr. DeGarnder discussed the typical playground process.
Mr. Huelman asked how you might get more people’s opinions in the future. Mrs.
Humbert stated she used Survey Monkey and sent a questionnaire.
Mrs. Humbert mentioned that the development placed the Watermark entrance sign just
feet away from where the Watermark Park sign is supposed to be placed.
Mrs. Humbert asked if Mr. Bill Johnson had given a quote for the final park. Mr.
DeGardner, stated that Mr. Johnson quoted $160,000.
Mr. Gooder stated that he would like to discuss the process of park design in a future
Park Board meeting.
7. DISCUSS PARK AND TRAIL FUND
The adopted 2023 General Fund Operating budget includes:
• 200 ft. of materials to fix the boardwalk in the Foxborough development - $15,000
• Replace the Rice Lake Elementary basketball court - $40,000
• Sealcoat two parking lots at Sunrise Park - $54,000
• Paint and re-coat the pickleball courts at North Pointe Park - $7,000
• Repair Country Lakes Lane Trail - $75,000
The Park Board discussed potential parks and trails projects for 2023 during the July and
August Park Board meetings. The following projects were recommended for City
Council consideration in the August 4, 2022 memo that was sent to Mayor Rafferty and
City Council members.
o Replace Brandywood Park Playground Equipment (installed in 2000)
o Replace Birchwood Acres Park Playground Equipment (installed in 1996)
o Replace Lino Park Shelter (constructed in 1986)
Mr. Huelman asked if the recommended replacement park projects had been approved.
Mr. DeGardner answered no. Mr. Huelman stated that after the park projects have been
approved, should we reach out to the residents at this time to ask for their feedback.
Mr. Termont discussed creating a template for future parks.
Mrs. Cutts would like letters mailed to future park residents that show the design of the
park and a few equipment options they can choose from.
Mr. Gooder discussed the differences in the park process between a new park and a
replacement park.
The Park and Trail Undesignated Fund Balance is $270,990. Assuming a typical

playground installation of $70,000 for equipment, and $25,000 for play container edging
and engineered wood fiber (similar to the Woods Edge Park Project in 2022) for
Brandywood Park and Birchwood Acres Park, that leaves a remaining balance of $80,990
for the Lino Park shelter. This won’t be enough to cover the shelter, installation, footings,
and concrete floor. Therefore, the staff suggests postponing the Lino Park shelter project
until 2024.
Mr. DeGardner suggests replacing the park equipment at Brandywood Park and
Birchwood Acres Park and repurposing the skate park pad at City Hall with two
pickleball courts.
Mr. Gooder and Mr. Huelman like the idea of having pickleball courts at City Hall Park.
Mr. Huelman feels strongly about Lino Park shelter being above average. Mr.
DeGardner estimated the Lino Park shelter cost would be $120,000.
Mr. Huelman would like the pickleball courts at City Hall to be included in the
recommendations to City Council.
Mr. Gooder moved to approve replacing Brandywood and Birchwood Acres Playground
equipment and repurposing the skate park pad at City Hall Park with two pickleball
courts. Motion seconded by Mr. Kusterman. Motion carried 5 -0.
8. UNFINISHED BUSINESS
Mr. Gooder asked if we have done any research regarding the enthusiasm Circle Pines
residents have for their parks. Mr. Kusterman answered they have been allocated a large
amount of their budget into the park system.

7. APPROVAL OF MINUTES
The approval of the February 1, 2023 minutes is postponed until additional Park Board
members are in attendance.
8. UNFINISHED BUSINESS
A. Watermark Park Update
Rick DeGardner, Public Services Director gave a summary of his written report noted on
December 12, 2022, the City Council approved the plans and specifications and
authorized the Advertisement for Bids. Eight bids were received and opened on
February 7, 2023.
The low bid was submitted by Dimke Excavating, Inc. in the amount of $668,265.30,
and Dimke Excavating, Inc. was awarded the construction contract via Resolution 23-
15. The engineer’s estimate was $929,912.55. WSB and Associates submitted a
proposal to complete the construction services in the amount of $93,454.00 and was
approved via Resolution 23-16.
Funding has been identified through the Dedicated Parks Fund.
The completion date for this project is October 31, 2023.
The resolution to approve the contract for the Watermark Park Playground Equipment
was tabled at the February 13, 2023, City Council meeting. The City Council expressed
interest in exploring the concept of designing all future playgrounds to be 100% ADA
accessible. This will be discussed during the March 6 work session.
Mr. Kusterman asked Mr. DeGardner if the City had worked with Dimke Excavating
before. Mr. DeGardner replied no, but WSB is confident in recommending them the
award.
Mr. Huelman asked if the bid included the shelter. Mr. DeGardner replied no.
Mr. Termont asked about the difference between ADA-compliant and 100% ADA-
accessible. Mr. DeGardner responded that this topic will be discussed during the work
session tonight with the City Council.
B. 2023 Parks and Trails Fund Update
Rick DeGardner gave a summary of his written report. The City Council approved the
following projects utilizing Park and Trail Improvement Funds:
o Replace Brandywood Park Playground Equipment (installed in 2000)
o Replace Birchwood Acres Park Playground Equipment (installed in 1996)
o Repurpose the bituminous pad at City Hall Park for 2 pickleball courts, and
possibly ½ court basketball court

Each playground equipment replacement project includes $70,000 for equipment and up
to $25,000 for play container edging and engineered wood fiber.
The estimated project cost for the pickleball courts was $25,000. This was assuming the
existing bituminous pad was in sufficient condition to provide a decent base. Upon
closer inspection, it’s been determined that existing material should be removed and
replaced with an additional aggregate base, 1.5-inch base course, and 1.5-inch wear
course. Total project cost amounts to approximately $42,000. This includes painting,
striping, two sets of pickleball posts and nets, and a Goalsetter MVP basketball standard.
Mr. DeGardner asked if the Park Board still wants to proceed with the two pickleball
courts and ½ basketball court at City Hall Park in 2023.
Mr. Huelman stated yes, there is a cost increase, but he would still like to add the two
pickleball courts and ½ basketball court.
Mrs. Ballering asked if the ½ basketball court already existed or if this will be
something new. Mr. DeGardner replied that the old skate pad will hold both pickleball
courts and the ½ basketball court.
Mrs. Ballering asked why a ½ court versus a full basketball court.
Mr. Kusterman would like to see a full-size basketball court or scrap the ½ court.
Mr. DeGardner asked if the Park Board would like him to get two different quotes. One
quote for two pickleball courts and a second quote for two pickleball courts and a full-
size basketball court? Mr. Huelman agreed that it was a good idea.
Mr. Termont stated he likes the idea of two pickleball courts being on the north side of
the town.
Mrs. Schmidt likes the idea of having pickleball courts at City Hall Park.
Mr. Kusterman questioned if we should ask the residents near City Hall Park what they
would prefer. Mr. DeGardner replied that if a full basketball court was added, City Hall
Park would be considered a destination park. If a ½ basketball court was added, it might
be a good idea to ask the residents near City Hall Park if they would use it.
9. NEW BUSINESS
A. Dog Park Discussion
Mr. DeGardner gave a summary of his written report during the February 1, 2023, City
Council work session discussion regarding the proposed Park and Trail Improvement
Fund Projects, Councilmember Lyden requested that the Park Board explore locations
and costs for a dog park.

The subject of a dog park was most recently discussed with the City Council during the
December 7, 2020 work session. The concept of developing and operating a city-owned
dog park has been discussed periodically since 2006.
Mr. Termont would like clarification on why Lino Lakes needs a dog park when dog
parks are normally a county issue.
Mrs. Schmidt stated we can’t keep up with the parks we have already. She's not sure how
she feels about having to keep up with a dog park. Would like to add a dog park
eventually.
Mr. Termont discussed how he talked with an individual from Anoka County and was
told Anoka County was considering a dog park near Lino Lakes. Would like more
information from Anoka County.
Mr. Kusterman is against a dog park in Lino Lakes. As stated, there are a few dog parks
in communities nearby.
Mrs. Schmidt asked if the dog park would be located at Tower Park. Mr. DeGardner
replied that this is one location that has been discussed. The major drawback is that a
regional dog park is located at Otter Lake Dog Park.
Mr. Kusterman feels like Tower Park is the only park that would work for a dog park.
Mr. Huelman stated the Park Board has other higher priorities than a dog park at this
time.
Mrs. Schmidt stated, if a dog park is located at Tower Park, what does that mean for
phase 2? Eventually, it was supposed to have a shelter and basketball court. What is more
important to the residents of Lino Lakes?
Mrs. Ballering asked if Councilmember Lyden has received feedback from the
community about wanting a dog park.
Mr. Termont discussed that Kansas City is facing an epidemic with their dogs because of
a dog park.
Mr. Huelman wants to find out how much other communities have spent on dog parks.
Mr. DeGardner discussed Tower Park and City Hall Park as locations for a dog park. If
the Park Board only sees City Hall Park as a viable option for a dog park, Mr. DeGardner
could retain a consultant and ask for a few options of what a dog park could look like at
City Hall Park. Mr. Huelman and Mr. Kusterman find this option reasonable.
Mr. Huelman does not want to see a dog park at Country Lakes Park.
Mrs. Ballering would like a new estimate for the dog park.

RE: Parks Update
A. Woods of Baldwin Lake Park – The Parks Department planted the landscape beds last week
(see attached). Staff will be reviewing the punch list items with the contractor next week.
B. Watermark Park – The City Council approved a contract for the playground equipment via
Resolution 23-17. We are still finalizing details related to the rubber surfacing. At a minimum,
we plan to extend the rubber surfacing to the swing set. Attached is a rendering of the
playground area. Construction has commenced and staff is attending weekly on-site
construction meetings. Attached is the park shelter that has been ordered.
C. City Hall Park Pickleball – The site was prepped and the asphalt was laid a few weeks ago.
After the asphalt has cured for 30 days, the painting and striping will commence. The
installation of the posts and nets, fencing around the perimeter, and benches are also planned.
D. RLE Basketball Court Replacement – Been coordinating this project with CSD No. 12 staff. Work
will begin shortly after the last day of school.
E. Arena Acres Park - Pickleball Lines – Pickleball lines will be added to the tennis court when the
City Hall Park Pickleball courts are being striped.
F. Woodridge Drive Trail – The Lyngblomsten development recently constructed their paved trail
connecting to the existing trail segment near Woodridge Lane. The existing 200 feet of trail is
in poor condition and is being replaced.

RE: Easement Vacation – Shores of Marshan Lake Boardwalk
The boardwalk section in the Shores of Marshan development was built in 1995. The original
intent of the boardwalk was to continue northward resulting in an eventual circular loop around
Marshan Lake, but the concept was eventually abandoned.
The continued deterioration and heaving of the aging boardwalk sections became more of a safety
issue in 2017, with “Caution-Uneven Surface” signs being installed. In July 2019 Park Maintenance
staff placed barricades at both entrances, essentially closing down the Marshan Boardwalk.
Subsequently, the entire boardwalk section (approximately 700 feet), along with the bituminous
pathways leading to Stagecoach Trail, were removed in December 2020.
With the removal of the boardwalk and trail sections, there is no feasible plan to replace this trail
segment. Replacement costs would amount to well over $100,000. If no trail is ever envisioned or
needed, there is no need to retain the trail easements for public purposes. In order to vacate the
trail easements, the Park Board needs to approve a recommendation that the trail easements are,
“no longer needed for a public purpose.”

The City Council recently approved the following projects utilizing Park and Trail Improvement
Funds:
o Replace Brandywood Park Playground Equipment - $95,000
o Replace Birchwood Acres Park Playground Equipment - $95,000
o Repurpose the bituminous pad at City Hall Park for 2 pickleball courts - $42,000
Attached is the Updated Park and Trail Improvement Fund Sheet accounting for the above
projects. The Undesignated Fund Balance amounts to $41,907.70. This does not include any 2024
contributions from the General Fund or any other funding.
The Park Board may want to identify projects that could be forwarded to the City Council for
consideration during the preparation of the 2024 budget.
