PARK BOARD MINUTES
1. CALL TO ORDER AND ROLL CALL
Chair Huelman called the Lino Lakes Park Board meeting to order at 6:30 p.m. on March
6, 2023.
2. PLEDGE OF ALLEGIANCE
3. SWEARING IN OF NEW PARK BOARD MEMBERS
Mayor Rafferty was present to swear in Mr. Kusterman, Mrs. Schmidt, and Mrs.
Ballering
4. ELECTION OF CHAIR AND VICE CHAIR
Mrs. Schmidt made a motion to nominate Mr. Huelman as the Chair of the Park Board.
Mr. Kusterman made a motion to nominate Mr. Gooder as the Vice Chair of the Park
Board. Motion carried 5 – 0.
5. APPROVAL OF AGENDA
The agenda was approved as presented.
6. OPEN MIKE
There was no one present for open mike.

7. APPROVAL OF MINUTES
The approval of the February 1, 2023 minutes is postponed until additional Park Board
members are in attendance.
8. UNFINISHED BUSINESS
A. Watermark Park Update
Rick DeGardner, Public Services Director gave a summary of his written report noted on
December 12, 2022, the City Council approved the plans and specifications and
authorized the Advertisement for Bids. Eight bids were received and opened on
February 7, 2023.
The low bid was submitted by Dimke Excavating, Inc. in the amount of $668,265.30,
and Dimke Excavating, Inc. was awarded the construction contract via Resolution 23-
15. The engineer’s estimate was $929,912.55. WSB and Associates submitted a
proposal to complete the construction services in the amount of $93,454.00 and was
approved via Resolution 23-16.
Funding has been identified through the Dedicated Parks Fund.
The completion date for this project is October 31, 2023.
The resolution to approve the contract for the Watermark Park Playground Equipment
was tabled at the February 13, 2023, City Council meeting. The City Council expressed
interest in exploring the concept of designing all future playgrounds to be 100% ADA
accessible. This will be discussed during the March 6 work session.
Mr. Kusterman asked Mr. DeGardner if the City had worked with Dimke Excavating
before. Mr. DeGardner replied no, but WSB is confident in recommending them the
award.
Mr. Huelman asked if the bid included the shelter. Mr. DeGardner replied no.
Mr. Termont asked about the difference between ADA-compliant and 100% ADA-
accessible. Mr. DeGardner responded that this topic will be discussed during the work
session tonight with the City Council.
B. 2023 Parks and Trails Fund Update
Rick DeGardner gave a summary of his written report. The City Council approved the
following projects utilizing Park and Trail Improvement Funds:
o Replace Brandywood Park Playground Equipment (installed in 2000)
o Replace Birchwood Acres Park Playground Equipment (installed in 1996)
o Repurpose the bituminous pad at City Hall Park for 2 pickleball courts, and
possibly ½ court basketball court

Each playground equipment replacement project includes $70,000 for equipment and up
to $25,000 for play container edging and engineered wood fiber.
The estimated project cost for the pickleball courts was $25,000. This was assuming the
existing bituminous pad was in sufficient condition to provide a decent base. Upon
closer inspection, it’s been determined that existing material should be removed and
replaced with an additional aggregate base, 1.5-inch base course, and 1.5-inch wear
course. Total project cost amounts to approximately $42,000. This includes painting,
striping, two sets of pickleball posts and nets, and a Goalsetter MVP basketball standard.
Mr. DeGardner asked if the Park Board still wants to proceed with the two pickleball
courts and ½ basketball court at City Hall Park in 2023.
Mr. Huelman stated yes, there is a cost increase, but he would still like to add the two
pickleball courts and ½ basketball court.
Mrs. Ballering asked if the ½ basketball court already existed or if this will be
something new. Mr. DeGardner replied that the old skate pad will hold both pickleball
courts and the ½ basketball court.
Mrs. Ballering asked why a ½ court versus a full basketball court.
Mr. Kusterman would like to see a full-size basketball court or scrap the ½ court.
Mr. DeGardner asked if the Park Board would like him to get two different quotes. One
quote for two pickleball courts and a second quote for two pickleball courts and a full-
size basketball court? Mr. Huelman agreed that it was a good idea.
Mr. Termont stated he likes the idea of two pickleball courts being on the north side of
the town.
Mrs. Schmidt likes the idea of having pickleball courts at City Hall Park.
Mr. Kusterman questioned if we should ask the residents near City Hall Park what they
would prefer. Mr. DeGardner replied that if a full basketball court was added, City Hall
Park would be considered a destination park. If a ½ basketball court was added, it might
be a good idea to ask the residents near City Hall Park if they would use it.
9. NEW BUSINESS
A. Dog Park Discussion
Mr. DeGardner gave a summary of his written report during the February 1, 2023, City
Council work session discussion regarding the proposed Park and Trail Improvement
Fund Projects, Councilmember Lyden requested that the Park Board explore locations
and costs for a dog park.

The subject of a dog park was most recently discussed with the City Council during the
December 7, 2020 work session. The concept of developing and operating a city-owned
dog park has been discussed periodically since 2006.
Mr. Termont would like clarification on why Lino Lakes needs a dog park when dog
parks are normally a county issue.
Mrs. Schmidt stated we can’t keep up with the parks we have already. She's not sure how
she feels about having to keep up with a dog park. Would like to add a dog park
eventually.
Mr. Termont discussed how he talked with an individual from Anoka County and was
told Anoka County was considering a dog park near Lino Lakes. Would like more
information from Anoka County.
Mr. Kusterman is against a dog park in Lino Lakes. As stated, there are a few dog parks
in communities nearby.
Mrs. Schmidt asked if the dog park would be located at Tower Park. Mr. DeGardner
replied that this is one location that has been discussed. The major drawback is that a
regional dog park is located at Otter Lake Dog Park.
Mr. Kusterman feels like Tower Park is the only park that would work for a dog park.
Mr. Huelman stated the Park Board has other higher priorities than a dog park at this
time.
Mrs. Schmidt stated, if a dog park is located at Tower Park, what does that mean for
phase 2? Eventually, it was supposed to have a shelter and basketball court. What is more
important to the residents of Lino Lakes?
Mrs. Ballering asked if Councilmember Lyden has received feedback from the
community about wanting a dog park.
Mr. Termont discussed that Kansas City is facing an epidemic with their dogs because of
a dog park.
Mr. Huelman wants to find out how much other communities have spent on dog parks.
Mr. DeGardner discussed Tower Park and City Hall Park as locations for a dog park. If
the Park Board only sees City Hall Park as a viable option for a dog park, Mr. DeGardner
could retain a consultant and ask for a few options of what a dog park could look like at
City Hall Park. Mr. Huelman and Mr. Kusterman find this option reasonable.
Mr. Huelman does not want to see a dog park at Country Lakes Park.
Mrs. Ballering would like a new estimate for the dog park.
