CALL TO ORDER AND ROLL CALL Chair Sullivan called the Environmental Board meeting to order at 6:30 p.m. on April 26, 2023. 2. PLEDGE OF ALLEGIANCE 3. APPROVAL OF AGENDA The agenda was approved as presented. 4. APPROVAL OF MINUTES Ms. Holmes made a MOTION to approve the March 1, 2023 meeting minutes. Mr. Schwartz seconded. Motion carried 7 – 0. Mr. Schwartz made a MOTION to approve the March 29, 2023 meeting minutes. Mr. Parsons seconded. Motion carried 7 – 0. 5. OPEN MIKE Chair Sullivan declared open mike at 6:32 p.m. There was no one present for open mike, therefore open mike was closed at 6:32 p.m. 6. ACTION ITEMS A. Lil Explorers Childcare Center Site Plan Review DATE: April 26, 2023 TIME STARTED: 6:30 p.m. TIME ENDED: 7:33 p.m. MEMBERS PRESENT: John Sullivan, Cassie Cavegn, Shawn Holmes, Alex Schwartz, Julia Nelson Lindsay Buchmeier, Jonathan Parsons MEMBERS ABSENT: None STAFF PRESENT: Andrew Nelson, Tori Philippi Dana Rozan Environmental Board April 26, 2023 Page 2 APPROVED MINUTES Mr. Nelson, Environmental Coordinator, presented the staff report. Mr. Nelson clarified that there was a mistake on the Tree Survey presented in the packet. The applicant will have to resubmit a map showing the Tree Survey to match to Tree Inventory. This update may affect the amount of mitigation trees to plant. Mr. Schwartz asked if the placement of the trees so close to pavement would impact the overall health of these trees in the future. Mr. Nelson responded that more credit is given for canopy cover if the trees are within 7 feet of the pavement, noting that as long as there is sufficient soil volume the trees should do well. Chair Sullivan recommended that the facility establish a compost site since they will have a commercial-size kitchen. Mr. Nelson responded that adding an organics bin to the site could be added to the recommendations. Mr. Nelson stated that he would send the Board an updated staff report and tree survey once the applicant makes the updates. Ms. Holmes made a MOTION to accept the recommendations. Mr. Parsons seconded. Motion carried 7 – 0. 7. DISCUSSION ITEMS A. Recycling Program Overview, Tori Philippi Tori Philippi, Recycling Intern, presented the staff report. Mr. Schwartz revisited the idea that the Board should look into proposing an ordinance amendment to the City Council that would require weekly residential recycling service rather than the biweekly service that currently appears in the ordinance. Mr. Nelson answered that staff would gather background information for a discussion item at the next Environmental Board meeting. Environmental Board April 26, 2023 Page 3 APPROVED MINUTES 8. UPDATES A. Recycling Update The month of April’s Recycling Saturday saw 211 cars in total. Ms. Philippi also gave an update that there are now 495 participants in the organics program. B. General Mr. Nelson told the Board that Earth Day was successful. Mr. Nelson also gave an update that City Council accepted the Board’s recommendations to the Annual Work Plan for 2023 at the April 3rd Council Work Session. City Council also approved the spring 2023 contracted Boulevard tree planting. 9. ADJOURN Ms. Buchmeier made a MOTION to adjourn the meeting at 7:33 p.m. Motion was seconded by Ms. Cavegn Motion carried 7 – 0. Respectfully submitted, Dana Rozan – Office Specialist
