PARK BOARD MINUTES
1. CALL TO ORDER AND ROLL CALL
Chair Huelman called the Lino Lakes Park Board meeting to order at 6:30 p.m. on June
7, 2023.
2. PLEDGE OF ALLEGIANCE

The agenda was approved as presented.
4. OPEN MIKE
There was no one present for open mike.
5. APPROVAL OF FEBRUARY 1, 2023 and MARCH 6, 2023 MINUTES
Mr. Gooder moved to approve the February 1, 2023 meeting minutes. Motion seconded
by Mr. Termont. Motion carried 6 – 0.
Mr. Gooder moved to approve the March 6, 2023 meeting minutes. Motion seconded by
Mrs. Ballering. Motion carried 6 – 0.

A. Woods of Baldwin Lake Park
Rick DeGardner, Public Services Director gave a summary that the Parks Department
planted the landscape beds last week. Staff will be reviewing the punch list items with
the contractor next week. A few areas where the seed didn’t take off due to the dry
weather will be addressed in the fall.
B. Watermark Park
Mr. DeGardner gave a summary of his written report. The City Council approved a
contract for the playground equipment via Resolution 23-17. We are still finalizing
details related to the rubber surfacing. At a minimum, we plan to extend the rubber
surfacing to the swing set. Construction has commenced and staff is attending weekly
on-site construction meetings. The park shelter has been ordered. The cost for the vendor
to install the play equipment is $55,000. May be able to ask neighbors to help install the
equipment to save some cost.
Mr. Huelman asked if we should contact the residents and give them an update.
Mrs. Ballering asked how we contact the residents. Mr. DeGardner stated we had a few
residents’ email addresses, social media, and the HOA. We can also do a mailing if the
word is not reaching enough residents.
C. City Hall Park Pickleball
Mr. DeGardner gave a summary of his written report. The site was prepped and the
asphalt was laid a few weeks ago. After the asphalt has cured for 30 days, the painting
and striping will commence. The installation of the posts and nets, fencing around the
perimeter, and benches are also planned.
Mr. Gooder asked if any signage will be placed on the courts like Tower Park. Mr.
DeGardner stated he will look into placing signs at City Hall Park.
D. RLE Basketball Court Replacement
Mr. DeGardner gave a summary of his written report. The City has been coordinating
this project with CSD No. 12 staff. Work will begin shortly after the last day of school
and should be finished within the next month.
E. Arena Acres Park – Pickleball Lines
Mr. DeGardner gave a summary of his written report. The Pickleball lines that will be
added to the tennis court at Arena Acres Park when the City Hall Park Pickleball courts
are being striped.
F. Woodridge Drive Trail
Mr. DeGardner gave a summary of his written report that the Lyngblomsten
development recently constructed paved trail connecting to the existing trail segment

near Woodridge Lane. The existing 200 feet of trail is in poor condition and is being
replaced.
7. UNFINISHED BUSINESS
Mr. Gooder stated a few residents from the Pheasant Hills development stated a 12-foot
section of a trail has risen about six inches and people can’t cross the roots. Mr.
DeGardner stated he has been in contact with a resident, and the cottonwood trees are
located on the HOA side. The city will have to work with the HOA.
Mr. Gooder also stated that there is a trail along Birch Street where the trees need to be
trimmed. Mr. DeGardner said he would look into this.
Mr. Cutts asked for any updates about when the bridge behind Rice Lake Elementary will
be open. Mr. DeGardner stated that it is an Anoka County project.
8. NEW BUSINESS
A. Easement Vacation – Shores of Marshan Lake Boardwalk
Mr. DeGardner gave a summary of his written report. The boardwalk section in the
Shores of Marshan development was built in 1995. The original intent of the boardwalk
was to continue northward resulting in an eventual circular loop around Marshan Lake,
but the concept was eventually abandoned.
The continued deterioration and heaving of the aging boardwalk sections became more of
a safety issue in 2017, with “Caution-Uneven Surface” signs being installed. In July 2019
Park Maintenance staff placed barricades at both entrances, essentially closing down the
Marshan Boardwalk. Subsequently, the entire boardwalk section (approximately 700
feet), along with the bituminous pathways leading to Stagecoach Trail, was removed in
December 2020.
With the removal of the boardwalk and trail sections, there is no feasible plan to replace
this trail segment. Replacement costs would amount to well over $100,000. If no trail is
ever envisioned or needed, there is no need to retain the trail easements for public
purposes. In order to vacate the trail easements, the Park Board needs to approve a
recommendation that the trail easements are, “no longer needed for a public purpose.”
Mr. Termont moved to vacant the Shores of Marshan Lake Boardwalk Easement. Motion
seconded by Mr. Gooder. Motion carried 6 – 0.
B. Discuss 2024 Goals
Mr. DeGardner gave a summary of his written report that the City Council recently
approved the following projects utilizing Park and Trail Improvement Funds:

o Replace Brandywood Park Playground Equipment - $95,000
o Replace Birchwood Acres Park Playground Equipment - $95,000
o Repurpose the bituminous pad at City Hall Park for 2 pickleball courts - $42,000
Attached is the Updated Park and Trail Improvement Fund Sheet accounting for the
above projects. The Undesignated Fund Balance amounts to $41,907.70. This does not
include any 2024 contributions from the General Fund or any other funding.
The Park Board may want to identify projects that could be forwarded to the City
Council for consideration during the preparation of the 2024 budget.
Mr. Huelman asked if we have a sense of which parks should be next. Mr. Gooder and
Mrs. Cutts answered that we had discussed City Hall Park and Shenandoah Park.
Mr. Huelman asked Mr. DeGardner to provide an updated list of the parks, which
includes the age of the equipment.
Mr. DeGardner discussed that we have several parks that are more than 25 years old.
Mr. Gooder discussed our goal of updating two parks a year and starting work on some
trails. Wants to ask City Council for allocated funds to complete two parks a year and
work on trails. I would like to present a three-year plan to the City Council.
Mr. Huelman would like to provide the Park Board's vision to City Council.
Mrs. Cutts asked if it’s been discussed to place a trail on Hodgson Road. Mr. DeGardner
stated he would check with Anoka County.
Mr. Termont discussed a bike trail on Hodgson Road and Lake Drive.
Mrs. Ballering discussed full-court versus half-court basketball at City Hall Park.
Mr. Huelman would like to see a large shelter with electricity at City Hall Park and
would also like to see development at Marshan Park.
Mr. DeGardner discussed how we receive dedicated park funds from new development
and commercial properties. Showing a three-year plan for City Council is a good idea.
Mr. Gooder would like to receive residents’ thoughts on the new parks. Mrs. Schmidt
would like to show pictures of the parks from the past to the present.
Mr. Huelman would also like to show the City Council a master plan a few years out.
Would also like to develop County Lakes Park. He feels the park is a gem in the rough.
Has the possibility of being an all-inclusive park. Mrs. Cutts loves that idea and
completely agrees.

Mrs. Ballering likes the idea of larger projects.
Mr. DeGardner discussed the timeline of the budget discussion with the City Council.
Mr. Gooder would like to meet with the Circle Pines Park Board and learn what they do
with their park system. Mr. Termont stated he would reach out to Circle Pines.
Mr. Gooder asked if we could reschedule the July 5 meeting. Mr. DeGardner said yes.

Mrs. Ballering moved to adjourn the meeting. Motion seconded by Mrs. Cutts. Meeting

The Park Board began discussions identifying 2024 goals during the June Park Board meeting.
Refer to the June meeting minutes. The Park Board will continue discussion during the July Park
Board meeting scheduled on Tuesday, July 18 at 6:30 pm in the Community Room.
The Park Board may want to identify and approve projects that could be forwarded to the City
Council for consideration during the preparation of the 2024 budget.
