PLANNING & ZONING BOARD MINUTES
1. CALL TO ORDER AND ROLL CALL
Chair Root called the Lino Lakes Planning & Zoning Board meeting to order at 6:30 p.m.
on July 12, 2023.
2. PLEDGE OF ALLEGIANCE
3. APPROVAL OF AGENDA
The agenda was approved as presented.
4. APPROVAL OF MINUTES
Mr. Kohler moved to approve the June 14, 2023 meeting minutes. Motion seconded by
Mr. Evenson. Motion carried 5 – 0.
5. OPEN MIKE
Mr. Root declared open mike at 6:31 p.m.
Theresa O’Connell – 1000 Main Street, wanted to express her appreciation to the Board
on the Blanding turtle gutters in the Watermark developments. She also discussed the
placement of streetlights being on the end of the streets instead of in the cul-de-sac. She
asked the Board if streetlights are required in the City, to which the Board replied yes
because it serves as a safety hazard and other precautions.

Ms. O’Connell also discussed the dog stations at the Rice Creek Watershed District and
suggested that would be a nice program for parks in Lino Lakes as well.
There were no other public comments.
Mr. Laden moved to close open mike. Motion seconded by Mr. Kohler. Open mike was
closed at 6:36 p.m. Motion carried 5 – 0.
6. ACTION ITEMS
A. Public Hearing for Watermark PUD Amendment #4 – PUD Development Stage
Plan/Preliminary Plat and Land Use Plan
Ms. Larsen presented the staff report.
The applicant, U.S. Home, LLC, submitted a Land Use Application for Watermark PUD
Amendment #4 - PUD Development Stage Plan/Preliminary Plat and Land Use Plan
hereafter referred to as PUD Amendment #4. They are proposing an amendment to the
north end of Watermark residential development in regards to lot sizes and housing
products. The total number of housing units remains 864 and does not change. Staff,
Boards, and Council provided feedback on three (3) different Concept Plans from
October 2022 to April 2023.
Mr. Laden asked if there would be any changes to the houses architecture. Ms. Larsen
replied that there would be no changes and the houses still meet all the architectural
requirements.
Chair Root expressed concerns that over 55 lots are below the R2 level and asked what
the tradeoff is from having smaller lots and more open space.
Ms. Larsen suggested that the Board should discuss whether they prefer four more acres
of open space or bigger lots.
The applicant, Josh Metzer, with Lennar, presented his comments for the Watermark
PUD Amendment #4 to the Board.
Mr. Metzer explained that the two car villas are no longer selling, so they decided to
develop smaller single-family homes to make it successful. He also said these products
are unique to the Watermark development.
Mr. Evenson asked for clarification between the previous plat and the amended plat, he
also asked if there is more diversity than the previous plat.

Mr. Metzer agreed that there is more diversity in the amended plat. He explained that the
previous plat was all two and three car-garaged villas, whereas the amendment is all
single-family homes that are different sizes and lots.
Chair Root opened the public hearing at 6:59 p.m. There were no public comments.
Mr. Evenson made a motion to close the public hearing. Motion seconded by Mr. Kohler.
The public hearing closed at 7:00 p.m.
Mr. Kohler moved to approve Watermark PUD Amendment #4 – PUD Development
Stage Plan/Preliminary Plat and Land Use Plan subject to conditions listed in the staff
report. Motion seconded by Ms. Stewart. Motion carried 5 – 0.
B. 440 Park Court-Lino Lakes Tech Center Concept Plan Review
Ms. Larsen presented the staff report.
The applicant, Lariat Companies Inc. submitted a Land Use Application for a Concept
Plan for a proposed multi-tenant industrial and indoor self-storage building at 440 Park
Court. The applicant proposes to construct a 36,000sf building on the south end of the
site. The north end of the site is the existing Lino Lakes Storage.
The Board discussed the possibility that customers would store personal items in the
units, as well as how to enforce only permitted uses be allowed in the individual bays that
was proposed.
Bruce Hellier, with Amcon Construction, presented his comments for the Tech Center.
Mr. Hellier clarified the building specifications and what they expect the building to be
used for. He also updated the Board about the plan for Public Safety to access the facility,
and ensured to send the plan to Ms. Larsen.
The Board also expressed concern over where the bathroom would go. The applicants
explained there is currently no bathroom plan, but if the Building Department requires
one then they will make a plan for it.
Wayde Johnson, with Amcon Construction, further explained that customers would have
access to the bathroom in the other storage facility, but if the building code requires one
then they will include one.
Mr. Laden clarified that he supports the plan because he believed it is important to have a
space for small businesses to start, as long as there is a way to monitor that the facility is
used as intended.

Staff provided an update on projects.
Ms. Stewart moved to adjourn the meeting. Motion seconded by Mr. Evenson. Meeting
adjourned at 7:51 p.m.
