HomeMy WebLinkAboutResolution 23-089 CITY OF LINO LAKES RESOLUTION NO. 23-89 AUTHORIZING PREPARATION OF A FEASIBILITY REPORT FOR MUNICIPAL SEWER AND WATER EXTENSION ASSOICATED WITH THE 2024 STREET RECONSTRUCTION PROJECT WHEREAS, pursuant to Resolution 23-58 the City Council approved a 5 year Street Reconstruction Plan that would be funded through street reconstruction bonds, and WHEREAS, The City is proposing to reconstruct the Pine Haven Area including 81st Street, Elbe Street, Danube Street and the Red Maple Lane neighborhood, and WHEREAS,the City Council finds it is in the best interest of the City to consider the extension of sanitary sewer and water utilities within these neighborhoods at the time of reconstruction, and to assess the benefited property for all or a portion of the cost of the utility extension, pursuant to Minnesota Statutes, Chapter 429 and the City Charter, and WHEREAS,the number of benefitted property owners is estimated at 59 and will be determined as part of the report. NOW, THEREFORE BE IT RESOLVED by the City Council of the City of Lino Lakes: That the City Council directs staff to prepare a feasibility report to include the number of benefitted property owners and all necessary project costs in both unit price and in total for all components of the project including, but not limited to, the extension of sanitary sewer and water utilities. BE IT FURTHER RESOLVED That the proposed improvement be referred to WSB and Associates, Inc., for study and that they are instructed to report to the council with all convenient speed advising the council in a preliminary way as to whether the proposed improvement is necessary,cost-effective,and feasible;whether it should best be made as proposed or in connection with some other improvement; the estimated cost of the improvement as recommended; and a description of the methodology used to calculate individual assessments for affected parcels.
