Following the Pledge of Allegiance, a moment of silence was observed in honor of the anniversary
of the 9-11 attacks.
SETTING THE AGENDA
The agenda was accepted as presented: No additions or changes were made.
PUBLIC COMMENT
Public Comment was opened at 6:35 PM.
Mr. Christopher Stowe, 426 Pine Street, addressed Council to share information about meetings
he has attended at the Rice Creek Watershed District and conversations he has had with others
who he believes have dealt with issues similar to those he is dealing with regarding his property
and wetlands. Mr. Stowe also advised the audience that he is running for City Council and he
thanked those in attendance who wear a badge.
Mr. Robert Schack spoke to Council on behalf of the Centerville Lake Association. He discussed
extensive algae blooms which are greatly impacting Centerville Lake. He shared past actions of
the association to address invasive species though those actions did not impact on algae blooms.
At this time, the association is seeking a grant to treat the lake, though the grant will not cover
the entire costs of the treatment. He advised that the association may be seeking funding
assistance from the City of Lino Lakes, as well as Centerville, in the future to help cover the
remaining costs.

SPECIAL PRESENTATION
Public Safety Director John Swenson presented Firefighter Gabby Streater for her Oath of Fire
Service. Mayor Rafferty issued the Oath of Fire Service to Firefighter Streater.
Director Swenson then presented recognition awards to Firefighters Mark Tembruell and Kent
Alley for their years of service.
PROCLAMATION
Mayor Rafferty issued a proclamation declaring the week of September 17-23, 2023 to be
Constitution Week in the City of Lino Lakes.

2. FINANCE DEPARTMENT REPORT
A. Consider Resolution No. 23-93, Approving 2024 Capital Purchases
Finance Director Hannah Lynch presented resolution 23-93 for Council consideration. She
advised the resolution comes as a follow-up to Council discussion during budget work
sessions and that the resolution provides the ability for staff to place orders for 2024
capital purchase expenses.
Mayor Rafferty clarified for the record, consistent with dicussion held at the work session,
that the public safety purchases approved will provide for (Chevrolet) Tahoes for patrol
vehicles and (Dodge) Durangos for administrative vehicles.

A. Consider 2nd Reading of Ordinance No. 08-23, Amending City Code Section 901.03
Relating to Construction Working Hours
City Engineer Diane Hankee reviewed the basis for Ordinance 08-23; the ordinance
change allows for the city to complete work in emergency situations and on private
projects as needed.

City Administrator Sarah Cotton presented the second reading of Ordinance 09-23 for
Council consideration. She advised that the Ordinance, if approved, allows for the sale
of City property to JAVA Companies as explained when the first reading was presented
to Council on August 28, 2023.

Reconstruction Project
City Engineer Diane Hankee requested approval of Change Order Number 2 for the
Pheasant Run reconstruction project. She advised the change order relates to removal
and replacement of gate valves; the total of the change order is $58,440.00. She advised
that the amount of the change order is within the projected contingencies and is within
budget.
