PARK BOARD MINUTES
1. CALL TO ORDER AND ROLL CALL
Chair Huelman called the Lino Lakes Park Board meeting to order at 6:30 p.m. on July
18, 2023.
2. PLEDGE OF ALLEGIANCE
3. APPROVAL OF AGENDA
Mr. Huelman amended the agenda to include a review of the discussion the Park Board
had with the City of Circle Pines Assistant City Administrator for Public Services,
Chandra Peterson, and Mayor Dave Bartholomay.
4. OPEN MIKE
There was no one present for open mike.
5. APPROVAL OF JUNE 7, 2023 MINUTES
Mrs. Schmidt moved to approve the June 7, 2023 meeting minutes. Motion seconded by
Mr. Clark. Motion carried 6 – 0.
6. CITY OF CIRCLE PINES DISCUSSION REVIEW

Mr. Gooder gave a summary of the discussion the Park Board had with the City of Circle
Pines Assistant City Administrator for Public Services, Chandra Peterson, and Mayor
Dave Bartholomay. Park Board members learned that the Park Board of Circle Pines has
full control over the park and dedication funds and has its own budget. Mrs. Schmidt
stated the City of Circle Pines has a form that shows how much money is allocated for a
project, and that money can’t be touched.
Mr. Gooder stated the Circle of Pines has a park planning session, and WSB facilitates
the meeting to get feedback from staff, residents, and park board members. This helps the
residents have a voice. In addition, a survey is sent to the residents to get their
involvement. Mr. Huelman stated that they receive a 30% participation rate from the
annual survey.
Mrs. Schmidt stated that the City of Circle Pines' culture is that they want to hear from
the residents.
Mrs. Schmidt also stated that Anoka County contacts the Circle Pines Park members
directly and updates them about upcoming projects. Also, Circle Pines opens their parks
to Community Ed for community events.
Mr. Termont discussed the communication the City of Circle Pines has within its
community, City Council, and board members.
Mr. Rick DeGardner, Public Service Director, discussed a form that was created in 2019
that lists all the parks, the year installed, and the replacement cost. Also discussed were
the parks within the city that have not been developed and the cost involved.
Mr. Gooder would like to survey the residents and bring the results back to the City
Council.
Mr. DeGardner stated that in the past the Park Board discussed having a three-year plan,
but now he is hearing the Park Board may want to send a survey to get resident feedback.
Mrs. Schmidt discussed asking the residents for their email addresses for a future survey
at the upcoming Blue Heron Days events. The civic groups could also help push for the
survey.
Mr. Huelman stated that we have three goals. 1. The immediate short-term projects 2. We
need resident input for future priorities. 3. A master vision of what Lino Lakes Parks and
Trails could be
Mr. Gooder discussed different types of parks besides the normal playground equipment.

Mr. DeGardner asked how should we create the questions for the resident survey. Mrs.
Schmidt asked, do we identify goals now and come up with questions? The Park Board
could have a table at the Quad Area Event on Thursday, August 17, and we could have
the questions at the event. Mr. DeGardner asked if there were a couple of Park Board
members who would create the questions.
Mrs. Cutts discussed placing signs in the city parks with a QR code included to direct
residents to the survey.
Mrs. Ballering asked if all our parks meet safety codes. Mr. DeGardner answered yes; the
parks are inspected annually.
Mrs. Cutts discussed Country Lakes Park.

Mrs. Cutts moved to adjourn the meeting. Motion seconded by Mr. Gooder. Meeting
adjourned at 7:56 p.m.

RE: Parks Update
Watermark Park – Development of Watermark Park continues. The landscape plantings are in. The
irrigation system is installed, and we are waiting for electrical and booster pump installations to
complete. Pickleball and basketball court surfacing should be complete by early next week. All
trails and most concrete work is complete. The dock has been delivered, and will be installed later
this month. Construction of the park sign and pergola installation are underway. The sun shade
near the court area has been installed. The park will be final graded and hydroseeded next week.
The open-air shelter will be delivered and installation starting the same day. The playground
equipment will be installed Spring, 2024.
City Hall Park Pickleball - The courts are open for fun!!!
RLE Basketball Court – This project is finally completed!!!
Foxborough Boardwalk – The Parks Department replaced two boardwalk sections (approximately
200’). Also, the center boardwalk section in Foxborough was reset and releveled.
Sunrise #3 Renovations – The Parks Department rebuilt the pitchers mound, cut out the lips on the
turf between the infield aggregate and outfield turf, and resodded the base path areas and infield
perimeter.
Benches installed at Tower Park and City Hall Park Courts – Six benches at Tower Park and two
benches at City Hall Park were assembled and installed for court users.

2024 Playground Projects - Brandywood and Birchwood Acres Parks – The City Council recently
approved the following projects for 2024:
o Replace Brandywood Park Playground Equipment - $95,000
o Replace Birchwood Acres Park Playground Equipment - $95,000
Staff is in the process of developing two concept plans for each site. We anticipate making the
concepts available for public review and comment. Parks Department staff plans to begin
dismantling the existing equipment and prepping the sites for the new equipment that they will
install Spring, 2024.

The purpose of this agenda item is to provide an opportunity for members to discuss with other
members and city staff what’s on their mind!!! Whether its an observation of an existing situation,
a suggestion on how to improve the provision of services to residents, future planning ideas,
interactions with a resident, etc., all members are encouraged to engage in conversation.
