1. CALL TO ORDER
Mr. Schueller called the Economic Development Advisory Committee meeting to order at
8:02 a.m. on August 3, 2023.
2. APPROVAL OF MINUTES
Mr. Cravero made a motion to approve the June 1, 2023 meeting minutes. Motion was
supported by Mr. Marchek. Motion carried 7-0.
3. DISCUSSION ITEMS
A. Lake Drive and Main Street Redevelopment
Mr. Grochala, Community Development Director, stated that he was going to add an
item after the Apollo Business Expansions item.
Mr. Grochala presented the staff report on the Lake Drive and Main Street
Development. Leases for the property are coming to an end and the owners are looking
to either extend the leases or sell the property to a developer. There is potential to sell
to the current leaser who runs an auto sales business, or to a potential developer for
multifamily housing and townhomes. Interested housing developers want to make sure
they are get density needed and fill the financial gap.
In response to Mr. Koehler’s inquiries about a car dealership, Mr. Grochala stated that
is would be a permitted use, but likely would not result in any major redevelopment of
the property. The committee discussed the contamination of the site and were informed
that clean-up would be dependent on future use and fall to the property owner at the
time of sale. In response to Mr. Vojtech’s questions about other inquired into the

apartment aside from housing, Mr. Grochala stated that the site is not seen as a
significant commercial development opportunity.
B. Apollo Business Expansions
Mr. Grochala presented staff report on the expansion of Rice Industries and Mountain
Manufacturing. Mr. Cravero asked about the cost of reconfiguring pond, to which Mr.
Grochala stated that Mountain Manufacturing would cover the costs. Mr. Grochala
added that there is the possibility to have them handle the construction of a new storm
water pond across the street as well. Mr. Vojtech asked whether reconfiguring this pond
would open up issues with other people wanting to do the same. Mr. Grochala stated
that this was a unique case. The EDAC expressed support for current expansion plans.
Mr. Grochala discussed his additional item regarding the Carroll Estates property and
the 77th and Market Place road realignment. The City is seeking to sell the broker
property and acquire ROW to relocate the street and utilities and then consolidate
parcels to get about a 2.75 acre parcel. Proceeds from sale of property would help cover
costs of the road construction and open up further opportunities for redevelopment in
the area. There have been issues securing a developer with the City’s desire to restrict
use of land, prohibiting uses such as automotive. The committee discussed options to
continue to try and sell the land and hold firm to restrictions on use, or to buy the
broker’s piece of land and clean-up site, plan the road, and possibly use an interfund
loan and reimburse the City through later development. Broker is asking for $360,000
and with costs of cleaning up property it would come to around $385,000. EDAC
supported holding firm on restrictions
C. Redevelopment/Strategic Acquisitions Property Identification
Mr. Grochala presented staff report on the Redevelopment/Strategic Acquisition
Property Identification. The committee discussed which properties to keep, remove, and
add to the inventory. Upon review, EDAC agreed to remove 6000 Hodgson, add 6680
Hodgson, and keep all other properties.
Staff directed to inform owners of the 80th and 35E interchange properties of the
City’s interest in acquiring the land.
D. Project Updates
Mr. Grochala updated the committee on current City projects.
Mr. Grochala wanted to move the date for the September meeting. The EDAC agreed to
move the meeting to September 21, 2023.
Staff was directed to send email informing EDAC members and relevant staff of
change to September meeting date.

Mr. Schueller made a motion to adjourn the meeting at 9:18 a.m. Motion was supported by
Mr. Kohler. Motion was carried 7-0.

EDAC MEETING DATE: October 11, 2023
TOPIC: Local Affordable Housing Aid (LAHA)
BACKGROUND
The Local Affordable Housing Aid was created by the 2023 Legislature. The first year it will be
paid is 2024. The purpose of the aid is to help metropolitan local governments develop and
preserve affordable housing within their jurisdictions. The annual appropriation comes from a
sales and use tax imposed within Anoka, Carver, Dakota, Hennepin, Ramsey, Scott and
Washington Counties. Cities with a population of over 10,000 within these counties are eligible
to receive aid.
Representatives from Ehlers and Associates will present and overview of the program and some
possible considerations for implementation. A memo, dated October 6, 2023, is attached for
your review. Based on feedback from the EDAC staff will begin developing options for
consideration.
The EDAC has previously discussed establishing a revolving loan program for affordable
housing maintenance activities. Staff has temporarily suspended moving forward with that
program until a determination is made on the Local Affordable Housing Aid.
EDAC CONSIDERATION
Discussion only. The Committee will have an opportunity to discuss potential opportunities and
comment on potential program options.
