PARK BOARD MINUTES
1. CALL TO ORDER AND ROLL CALL
Park Board Chair Patrick Huelman called the Lino Lakes Park Board meeting to order at
6:35 pm. on October 5, 2022.

Agenda was approved as is.
4. OPEN MIKE
There was no one present for Open Mike.
5. APPROVAL OF JULY 6, 2022 and AUGUST 3, 2022 MINUTES
Park Board member Clark Gooder made a Motion to approve the July 6, 2022 minutes. Park
Board member John Nordlund seconded the Motion. Motion carried 5-0.
Park Board member Clark Gooder made a Motion to approve the August 3, 2022 minutes.
Park Board member William Kusterman seconded the Motion. Motion carried 5-0.
6. UNFINISHED BUSINESS
A. Woods of Baldwin Lake Park Update
Rick DeGardner, Public Services Director, stated a tremendous amount of work has been
completed over the past few weeks:

Contractor cleared out underbrush, buckthorn, and several dead trees. Ash and cottonwood
trees were also removed.
Park area was graded and native grasses were planted along the south side of the park that will
be 2-3’ in height.
Concrete curbing for the playground area has been installed. The playground equipment is
scheduled to be installed the week of October 3 by Parks Department employees and a
certified playground installer.
The footings for the open-air shelter are scheduled to be installed the week of October 3, with
the shelter being installed by the end of October.
The base of the ½ court basketball court has been installed. Anticipate paving and painting the
court in the Spring.
Adjacent homeowners expressed that they were not in favor of a split rail fence getting
installed along the southern park boundary. Rather, we will be designing a landscape plan that
will provide additional buffering. We plan on ordering the plant material this Winter with
parks department staff planting in the Spring, 2023.
The existing paved trail has been removed, and a new base has been installed. We are
expecting that the trails will be paved yet this Fall, but we need to wait until the playground
equipment and park shelter are installed.
Mr. Gooder asked if the basketball court is going on the back side of the park and is there
anything preventing the basketball from going into the wooded area? DeGardner stated yes,
there is thick vegetation of 12-15 feet plus bushes for separation. We will also be considering
a cyclone fence if necessary.
B. Parks Projects Submitted for 2023 Budget
The following parks and trails projects were submitted to the City Council for consideration in
the 2023 General Operating Budget:
Materials for Parks Department to repair approximately 200 feet of boardwalk in Foxborough
- $15,000
Remove and replace Rice Lake Elementary Basketball Court - $40,000
Chip seal Sunrise Park Parking Lots - $54,000
Patch and paint NorthPointe Pickleball Court - $7,000
Repair Country Lakes Lane Trail - $75,000
Mr. Huelman gave a recap of the Park Board proposed budget to the City Council; replace
Lino Lakes Park Shelter, Brandywood Park playground equipment, and Birchwood Acres
Park playground equipment. Also on the radar is Shenandoah Park equipment, pedestrian
access to Tower Park, and using outdoor hockey rinks for summer use. Eleven park structures
are more than 20+ years old.

7. NEW BUSINESS
Watermark Park Shared Parking Lot
In conjunction with the final design of Watermark Park located to the northwest of the HOA
clubhouse, City staff and the developer are working together on a plan to create a shared
driveway and provide parking on the Watermark Park site. Below is the preferred design, with
the developer installing both parking lots at the same time with the City reimbursing the
developer for our portion, approximately $55,000. Each parking lot consists of 15 stalls.
Mr. Kusterman asked, where is the $55,000 coming from for the parking lot? Mr. DeGardner
stated the money is coming from the Watermark designated park fund.
Mr. Termont asked what criteria was used to decide the size of the parking lot. Mr. DeGardner
stated we split the size of the parking lot with the HOA.
Matt Bechel, 7300 Watermark Way - stated this is the first time he is seeing the parking lot
information. He is willing to get residents opinions.
B. Watermark Park Playground Design Process
Several residents in the Watermark Development have expressed interest in being involved in
the design process for the playground equipment and challenge course. Staff is working out
the final details with Northland Recreation and plans on sending out the initial email to those
interested within the next 1-2 weeks.

Mr. Bechel discussed the Hugo Park and the different surface products used for the
playground besides wood fiber. Mr. DeGardner stated upgrading to rubberized surfacing
would take away a significant amount of playground equipment due to cost. Mr. Bechel asked
about donating options.
Mr. Kusterman stated if we told the residents how much a new playground surface would
cost, maybe an organization could raise the additional money.
C. Brainstorming Session
Pat Huelmann, Park Board Chair, suggested we utilize the October Park Board meeting as an
opportunity to brainstorm and potentially identify some short- and long-term projects
throughout the parks and trails system.
Some ideas include:
Choose a couple of parks that have significant items left from their masterplan or might need
a new master plan
Identify park needs beyond our well-known playground replacement (more hard courts,
shelters/gazebos/tables/benches)
Identify critical trail needs (both repair or additions)
Think outside the box on projects too big for the annual allotment (hard courts on skating rink,
major trail segments, totally new features)
Mr. Huelman explains his ideas/vision.
Mr. Gooder stated not everything needs to be updated at each park.
Mr. Gooder would like each park and trail branded with Lino Lakes signs, update at least 2
parks per year, and create trails.
Mr. Huelman discusses Marshan Park and several other trails that need to be created/updated.
Would like to come up with a list of trails to be created and share with City Council.
Mr. Kusterman would like a list of parks and trails for a 5-10 year plan that goes before City
Council.

Mr. Termont asked if Anoka County would help with trails and could you get a seat at the
county highway planning review? Mr. DeGardner explains the Anoka County process.
Mr. Huelman stated Mr. DeGardner’s list of projects is a great starting point.
Mr. Kusterman would like to ask City Council to designate any surplus to park and trails.
Mr. Termont’s core idea is to look into the future with more optimism. What are some
positive things that would step us up?
Mr. Huelman said Country Lakes Park is a gem in the rough. Huelman also discusses the
options for a Dog Park in Lino Lakes.
Mr. DeGardner mentioned different locations for a Dog Park.
Mr. Huelman stated lots of good ideas and thoughts. A list of projects is a good place to start.
