MEETING GUIDELINES
Open Mike – The purpose of a Board Meeting is to accomplish the business of the city. When
presenting at a meeting please remember to be respectful and follow these guidelines:
• Please address the meeting chair.
• State your name and address for the record.
• Please observe a 4-minute limit.
• The topic must relate to city business.
• Open Mike is for items not on the agenda.
• A spokesperson must represent a group of five or more – groups will have 8 minutes.
• The Presiding Officer may limit duplicative presentations.
• Remember, the meeting is to discuss city business only.
Public Hearing – Held as a separate item of business on the agenda. The public hearing
segment is your opportunity to tell the Board how you feel about issues scheduled to be heard.
Typically, a hearing follows these steps:
• The Presiding Officer (Chair or Vice-Chair) will announce the proposal to be reviewed and ask
for the staff report. The presiding Officer shall maintain strict order and etiquette at all meetings.
• Staff will present their report on the proposal.
• Board members will then ask City Staff questions about the proposal.
• The Presiding Officer will then open up the public hearing for anyone present who wishes to
comment on the proposal. This is the time for the public to make comments or ask questions
about the proposal.
Comments should be limited to four (4) minutes unless further time is granted by the Presiding
Officer. All comments should be directed to the Board as a body and not to any individual Board
Member or City Staff Member unless permission is granted by the Presiding Officer. No person
shall be permitted to enter into any discussion, either directly or through a member of the Board
without the permission of the Presiding Officer.
• After everyone in the audience wishing to speak has given his/her comments, the Presiding
Officer shall close the public hearing.
• The Board will then discuss the proposal. No further public comments are allowed.
• The Board will then make a recommendation(s) and/or a decision.
When you are called upon for your comments, please step to the microphone at the podium and
state your name and address for the record.
Occasionally, the Board may continue a hearing to another meeting before taking action.
Meeting Etiquette
The Environmental Board must preserve order and decorum while the meeting is in session. A
resident shall not, by conversation or otherwise, delay or interrupt the proceedings or the
business of the Board, nor disturb any resident or Board Member while speaking or refuse to
obey the orders of the Board.

DRAFT MINUTES
Andy Nelson, Environmental Coordinator, presented his staff report.
The applicant, Stephen Kavan, submitted a land use application for a Christmas tree farm
to be located at 1415 Ash Street. The 39.6 acre parcel will have a cut-your-own
Christmas tree nursery, a barn, a sales stand, and an unpaved parking area.
The site does not have enough land disturbance to require a stormwater management
plan. The elevation of the barn is well above the base flood elevations, so there are no
floodplain concerns. Landscape requirements will not apply to this agricultural use.
Staff had two recommendations, which were:
1. Blanding’s turtle has been observed within one mile of the site. The MN DNR flyer
and factsheet for this turtle must be provided to all contractors working on the site.
Any sightings of the turtle should be reported to City staff.
2. Category 2 wood fiber blanket is specified in the Grading and Erosion Control Plan.
This must be updated to reflect the 2020 MN DOT category number. In addition, the
City requires natural net erosion blanket.
The Board expressed excitement all around for this project.
Chair Sullivan suggested a third recommendation, which was to ensure Engineering
assess the safety of the driveway. Mr. Nelson responded that this recommendation would
be added.
Chair Sullivan made a motion to approve the recommendations along with the third as
described above. Ms. Nelson seconded the motion. Motion carried 5 – 0.
7. DISCUSSION ITEMS
A. Metropolitan Solid Waste Management Policy Plan 2022-2042
Chair Sullivan reviewed the staff report and the attachments with the Board. He also
expressed general approval of the strategies outlined in the policy plan. The Board
agreed.
8. UPDATES
A. SCORE Tonnage 1st Half of 2023

DRAFT MINUTES
The total tonnage collected for the first half of 2023 is 979.49 tons, which is 42% of the
total tonnage goal for 2023, 2,334 tons.
The City of Lino Lakes started recycling plastic bags and films through the NexTrex
program. The goal is to collect 500 lbs. of plastic bags and film in 6 months. If the City
reaches the goal, then a park bench made from the plastic is given. 50 pounds have been
collected so far.
B. Recycling Updates
September Recycling Saturday saw 250 cars for All Appliance Disposal. Eighty cars
were seen for 1st Choice Document Destruction. September saw the highest number of
visits in 2023 so far. Six people dropped off plastic.
Chair Sullivan asked Mr. Nelson if it is possible to move the compost bin at Marshan
Park to the back against the curb. Mr. Nelson agreed to request this from the hauler,
Walters.
9. ADJOURN
Ms. Buchmeier made a motion to adjourn the meeting at 7:00 p.m.
Motion was seconded by Ms. Nelson.

BACKGROUND
The applicant has submitted a land use application for a Concept Plan for a Planned Unit
Development for Natures Refuge North. This project would be an expansion of the
Natures Refuge project that is currently under construction on Main Street (CSAH 14)
just west of Lino Lakes Elementary School (725 Main Street).
Per the applicant’s narrative, the proposed plan includes 108 single-family residential lots
on the approximately 59.3 acres site. The Planned Unit Development (PUD) request is to
allow for a variety of housing unit types and lot sizes. Approximately 30 acres of open
space will be provided under the proposed design. PUD flexibility may be provided if a
project provides public benefits.
This staff report is based on a review of the following documents:
• Concept Plan prepared by Carlson McCain, dated 8-28-23
• Resource Inventory Exhibit, prepared by Carlson McCain, dated 10-11-23
• Wetland Delineation Report prepared by Kjolhaug Environmental Services
Company, Inc., dated 10-14-23
• Wetland Buffer Exhibit prepared by Carlson McCain, dated 10-03-23
• Environmental Assessment Worksheet, January 8th, 2007.

ANALYSIS
General Site Characteristics
The 59.3 acre site is wooded with aspens and oaks dominating the canopy. Several
wetlands were delineated on site, included wetlands in the Rice Creek Watershed District
Wetland Management Corridor. The site is relatively flat with elevations ranging from
904 to 908 feet mean sea level. A natural gas pipeline and easement runs from the
northeast corner to the southwest perimeter.
Land Cover
Pre-settlement land cover (Marschner) was aspen oak land and oak openings and barrens.
Current land cover (Minnesota Land Cover Classification System) on the site includes:
Aspen forest on saturated soils, coniferous trees on upland soils, dry prairie barrens
subtype, long grasses on upland soils, saturated altered/non-native dominated graminoid
vegetation, and oak forest dry subtype.
Rare, Unique, or Significant Resources
Rare plants and animals have been observed in or near the project area in the past. A rare
plant and animal survey must be completed.
These surveys may lead to additional requirements to avoid/minimize impact and
facilitate protection for any rare, endangered, threatened, or special concern species.
Stormwater Management
The concept plan includes four stormwater ponds. A stormwater management plan must
be submitted at the Preliminary Plat phase.
Flood Plain
There does not appear to be floodplain on site.
Shoreland District
The site is not within Shoreland District.

Wetlands
Thirteen wetlands were delineated on site. There are 7.17 acres of wetland shown on the
wetland exhibit, with 1.14 acres of wetland impact. Some of the delineated wetlands are
in the Rice Creek Watershed District (RCWD) Wetland Management Corridor. Wetlands
preserved on site will have to meet RCWD and City buffer requirements. Impacts will
require mitigation and will be reviewed by RCWD.
Buffers and impacts are shown on the concept plan.
Greenway System, Parks and Trails
The 2040 Comprehensive Plan does show areas of value for natural resource
conservation related to wetlands on the site. A community park is also shown on the
parcel, but these locations are approximate. The Park Board will be providing a
recommendation related to the Council on potential park location.
Trails establishing a linear greenway should be incorporated into future plans that include
connectivity to the north, east, south, and west of the project site.
Alternative Urban Areawide Review (AUAR) Considerations
The site is not within the 2005 I-35E Corridor AUAR environmental review boundary.
Drinking Water Protection
The site is not within the Drinking Water Supply Management Area (DWSMA).
Landscape Plan
A landscape plan must be submitted at Preliminary Plat phase.
Any plantings planned for outlot and natural areas must include native species.
Applicant should consider restoration of upland and wetland areas as a community
benefit.

RECOMMENDATIONS
Staff recommends that the Concept Plan for Natures Refuge North be forwarded to the
Planning and Zoning Board and City Council with the following comments:
1. A new rare plant and animal survey must be completed for the project area.
2. If rare species are found on site, design layout should be revised to avoid impacts
to these species.
3. If rare species are found on site and impacts are unavoidable, include features that
minimize impacts (ex: buffers around rare plant locations for any that can be
preserved, surmountable curbs to facilitate Blanding’s turtle movement,
restoration of undisturbed project areas). DNR permits may be required for any
impacts to rare species.
4. Coordinate with the Rare Plant Rescue group (contact Carrie Taylor at Anoka
Conservation District) to allow for transport of any rare plants for which impact is
unavoidable to a donor site, such as Wollan’s Park Wetland Bank in Lino Lakes.
5. A tree survey and inventory must be completed.
6. Preserve as many trees as possible, particularly along the west and north
perimeters of the site to provide buffer and screening between project site and
existing residential lots. Tree protection zones in accordance with the City Tree
Protection Fence Detail must be shown for all trees that are being preserved.
These zones must be shown on the Tree Preservation Plan and Grading Plans
submitted at the Preliminary Plat phase.
7. Consider restoration of upland and wetland areas as a community benefit.

BACKGROUND
The applicant, Lyngblomsten at Lino Lakes, LLC, submitted a Land Use Application for
PUD Amendment #2 to the PUD Preliminary Plan and Final Plan. They are requesting
the proposed fence along the north lot line not be required. They are also requesting a
pickleball court to be constructed in the southwest corner of the development.
This staff report is based on review of the following plan sets and documents:
• PUD Amendment Application, narrative and photos submitted by the applicant on
October 16, 2023
Previous Council Action
The City Council approved the Lyngblomsten PUD Preliminary Plat with Resolution No.
19-42 on April 18th, 2019.
On May 11th, 2020, Resolution No. 20-44 approved Amendment #1 to the Site Plan and
Grading and Drainage Plan. This amendment removed a planned clubhouse and revised
the grading and drainage plans to allow for an expanded stormwater pond.
The Final Plan/Final Plat was approved on July 26th, 2021 with Resolution No. 20-94.

ANALYSIS
North Lot Line Fence
A 6ft high wood privacy fence along the north lot line (except across the wetland) is
required per the approved PUD Preliminary Plan and PUD Final Plan. See attached
Sheet L1.0 Site Plan Layout. The intent of the fence is to provide a 6ft high screen
between any development (Lyngblomsten cottage homes) and adjacent, less intense,
residential land uses (Rohavic Lane neighbors).
Per the applicant’s narrative, Lyngblomsten would like to omit the installation of the
fence because the current topography limits the effectiveness of the fence as a screening
tool. Lyngblomsten spoke with the 5 property owners abutting the north lot line (258-
298 Rohavic Lane). Four of the property owners stated they were okay with omitting the
fence. The property owner at 288 Rohvic Lane would like the fence to be installed.
Lyngblomsten is proposing to install additional landscaping in some areas. See attached
Applicant’s PUD Amendment Submittal for additional narrative and photos.
Pickleball Court
Lyngblomsten would like install a pickleball court on the parcel addressed 275 Ash
Street, south of the lift station. Per the applicant’s narrative, the court would be for
private use by the Lyngblomsten community.
Sport courts are allowed in rural and residential zoning districts and performance
standards are detailed in City Code Section 1007.043(4)(b). These standards can also
provide guidance for sport courts in PUD developments.
LANDSCAPE PLAN
North Lot Line
Trees have been installed along the north lot line as shown in the plan, aside from some
planting depth issues that will be corrected with final landscape inspections. The
properties to the north of the Lyngblomsten project have dense vegetative cover that is
primarily a mix of deciduous species and buckthorn in the understory.
The additional plantings shown in the PUD Amendment #2 submittal would seem to be
an acceptable substitute for a fence. More shade tolerant coniferous species, such as
white cedar, balsam fir, and Black Hills spruce are recommended for this area.
Planting more trees than are shown in the PUD Amendment #2 submittal is not
recommended, as they would only compete with the newly planted trees and the
neighbors’ trees to the north, leading to poor performance for all of the newly planted
trees.

Pickleball Court
A recently installed double row of white cedars provides screening between the court and
the residential property to the west. Four Black Hills spruce are planned for the area
between the court and County Road J. No additional landscaping is required for this
area.
RECOMMENDATIONS
Staff recommends that the Lyngblomsten PUD Amendment #2 be forwarded to the
Planning and Zoning Board and City Council with the following comments:
1. If additional trees will be planted along the north lot line, Black Hills spruce,
balsam fir, and white cedar would be good choices. If white cedar is selected,
a means to prevent deer browse is recommended.

North Property Line Fence: The applicant wishes to amend the PUD to omit the installa4on of a
fence along the north property line. The current topography of the area limits the effec4veness
of the fence as a screening tool. As the property line, that divides the Lyngblomsten
townhomes from the proper4es on Rohavic Lane, runs from east to west, the majority of that
topography is at a significantly lower eleva4on than the finished floor of the townhomes,
making a 6’ privacy fence ineffec4ve as a screening tool. The exis4ng tree line is dense,
providing a nice buffer and visual screening between the single-family homes and the new
Lyngblomsten development. Proposed addi4onal plan4ngs, some on the Lyngblomsten property
and some on the neighboring proper4es, are intended to be installed, as an alterna4ve to the
privacy fence and a more effec4ve way to visually screen between the two uses in areas where
there is less dense tree coverage. A person standing on the pa4os of the townhomes would
stand several feet above the 6’ fence in most of this area. The applicant has had discussions
with the property owners of 258, 268, 278, 288 and 298 Rohavic Lane. The property owner of
288 Rohavic Lane originally indicated that he prefers the fence but aOer further discussion, he is
reviewing the proposed landscape addi4ons and will let us know if he finds those to be an
acceptable replacement for the fence. The other four agree that addi4onal landscaping could
be used as an effec4ve alterna4ve for screening, rather than using a fence. Further, a few of the
property owners specifically expressed concern about the installa4on of a fence ac4ng as an
unnecessary barrier for wildlife. We have aRached several photos to illustrate exis4ng
condi4ons, finished floor eleva4ons in rela4on to the exis4ng grade and to show the tree buffer
and landscaping that is already in place.

Pickleball Court: Further, the applicant wishes to amend the PUD to include the installa4on of a
pickleball court as shown on the aRached plans. The proposal includes a single court that
would be for private use by the Lyngblomsten community. As we currently stand, Lyngblomsten
has leased 52 independent living apartments, 15 townhome units, and eight memory care and
assisted living apartments. The average age of our new residents is 83 years old. The court is
designed to be screened from the neighbors to the west and to County Road J with landscaping
and will be fully fenced. We would consider restric4ng the hours of opera4on for the pickleball
court to be 8:00 AM – 8:30 PM.
