Setting Agenda 3 . Approval = of Minutes from March 2 , 2015 Board Member Mr, x, uelman made a Motion to approve the March 2 , 2015 Meeting Minutes . Motion, supported and seconded by Andrew Levi and John Nordlund . Motion was approved . 4 . Open Mike No one was present for open mike . Park Board Minutes April 612015 Page 1 1 5 . Approve Master Plan of Watermark Development Neighborhood Park Introductions Mr. DeGardner welcomed back Candice Amberg and Bailey Krause , Architects from WSB & Associates . Ms . Amberg and Ms . Krause displayed the Master Park Plan which is the updated design concept for Watermark Park located within the proposed Watermark Development , Design Items Discussed Ms . Krause stated that from the feedback they received'from the March 2 , 2015 Park Board Meeting they combined ideas from the three different'park concepts into one final Master Plan. Ilk The changes included adding a meandering-" path throughout the park The shelter was moved closer to the overlook. : ,The half court was kept and the design includes room Ilk for expansion . The street parking design remained ,with approximately 12 stalls for parking . The picnic area was moved :closer to the wetland and playground area. The Board then ,discussed the open space area in regards to; neighborhood use for % : activitiesI "Iversus bemg. so large thatlocal sports organizations may be neighborhood inclined to use as well They also discussed the need'` in the city for having more space Ilk I for sporting practices anI_ pros and cons to this park being considered as a solution for local sporting orgamzations ; % It was d %ecided to keep the open space as designed in the 1Vlaster Plan. It was noted by %theBoard that .they liked the design of separate playgrounds for Elementary and PrejK in line of sight from the Shelter. Grills were discussed and it was noted by Ms . Amberg and Mr. DeGardner that the MN League of Cities discouragesk installing galls in a park for liability reasons . The Board discussed the half-court basketball court design . The design includes room for expansion to a fi 11 court and they discussed the potential for a pickle ball court. Items noted were that full courts will invite more people and noise . The other half of the court could be changed to accommodate pickle ball or a multi-use court . It was decided that two half-courts with one being a basketball and one being a multi-use would be the most sensible and accommodating design concept . A suggestion was made to keep the half basketball court and add a half multi-use court which the Board agreed on. Park Board Minutes April 6, 2015 Page 1 2 Pat Huelman made a motion to accept the current Watermark Park Master Plan with the few modifications discussed . John Nordlund seconded the motion. All were in favor and motion was approved. 6 . New Business a. 2014-2015 Warming House Report Mr . DeGardner reviewed the 2014-2015 Warmingo ' House report provided by Recreation Supervisor Brian Hronski b . Review Dave Swenson email dated, Mareh 23 , 2015 . Mr. DeGardner reviewed an email ' he received regarding the plans to complete the 100 yards of trail between the Brandywood and Trapper ' s Crossing developments along 12th Street . Consequently, the Boo ;discussed potential funding sources for trail construction ' 'I ollel projects and the need to reyew,the Strategic Park Plan that is currently in place . 7 . Karen Blaska , Park Planner for the Anoka County Parks and Recreation Department will present the draft master plan of the Bunker- Chain of Lakes Regional Trail . Park Board members will be given an opportunity to comment on it . Then as funding becomes available , we can have a better idea on what projects could move forward . It will also give the Park Board an opportunity to provide the City Council with some parks and trails improvements to consider when formulating the 2016 budget .
