Park Board Meeting — January 6 , 2014
Minutes
The January 6 , 2014 City of Lino Lakes Park Board meeting was called to order at 6 : 40p . m . by
Acting Chair Pat Huelman .
Roll call was taken ; members present were , Pat Huelman , Matt Koehn , Charles Evans and
Richard Jensen . Members absent were George Lindy and Byron Roland .
Also present was Rick DeGardner, Public Services Director and Sandie Wood , Public Services
Department Office Tech II .
1 . SWEAR IN REAPPOINTED PARK BOARD MEMBER — RICHARD JENSEN :
Sandie Wood , Public Services Department Office Tech II , swore in reappointed member Richard
Jensen .
3 . APPROVAL OF MINUTES FROM JUNE 12 , 2013 :
Matt Kuehn noted that the adjournment time was incorrect . After reviewing the meeting notes
it was found that the call to order time was incorrect not the adjournment time . The minutes
should have read "the meeting was called to order at 5 : 35pm " not 6 : 35pm . Richard Jensen
made a motion to approve the June 12 , 2013 minutes . Charles Evans seconded the motion and
the minutes were approved as corrected .
4 . SETTING AGENDA :
There were no changes to the agenda .
5 . OPEN MIKE :
There was no one present for open mike .
7 . OLD BUSINESS :
There was no old business .
8 . ADOPT MEETING CALENDAR FOR 20140
Included in the packet was a memo with staff s recommendations for 2014 . It is as follows .

After discussion Matt Koehn made a motion to approve the 2014 Park Board Meeting Calendar .
Richard Jensen seconded the motion and the calendar was approved .

9 . REVIEW RECREATION DEPARTMENT UPDATE :
Rick talked about the Special Events that took place in 2013 . He said the Corn Roast was a huge
success and that staff is working on ways to streamline the food lines so that the wait time isn ' t
as long in 2014 .
He said upcoming events include Snow Day, Sweetheart Party and Super Hero Carnival .
Tanya is continuing to do the programming for the Senior Center and it is going really well .
He said that the warming houses opened December 13 which is earlier than they have been
opened the past few years .
Brian did a new program this winter called Light Up Lino Lakes Lighting Contest . He said there
were 12 residential homes and 1 business in the contest . The winning contestants received a
yard sign for the category they won . He told members to go to the city webpage for a list of
results .
Blue Heron Days was hosted by the Park and Recreation Department in 2013 . He said overall it
was very successful . Rick also mentioned that a 5K run was done during the Blue Heron Days
Event . There were close to 200 participants in the race which topped the previous year ' s
number of 75 runners . The race was run in the regional park which is a very nice area for a
race . Plans for 2014 are already underway for both the race and Blue Heron Days .
He asked members to contact him if they had any questions after reviewing the update memo .
9 . 2013 PLAYGROUND PROGRAM REPORT :
The 2013 Playground Program was very popular again with 406 participants in the program .
Mr . DeGardner said that the city had good staff again in 2013 . He explained the program
structure and said that each week had a theme .
He then talked about recommendations for 2014 . There is a chance that a 2 week program
might be done after the regular program is completed . Park location and participation numbers
will be decided later if this program is implemented .
9b . 2013 FALL SOCCER REPORT10
:
Rick told members that the 2013 Lino Lakes Youth Soccer Program was again successful and
very well received in the community . Participation numbers were down a little but staff is still
looking at running the program again in 2014 .
Rick asked members to read the report in their packets and to contact him if they had any
questions .

6 . NEW BUSINESS :
6a . REVIEW NORTHPOINTE DEVELOPMENT :
Rick said Northpointe is a residential development located west of Interstate 35E and south of
Cedar Street with potential for 228 single family detached homes and an 85 unit multi -family
55 + complex . The Resource Management System Plan identifies the following needs in the
area :
® Future neighborhood park
0 Trails
• Greenway system
• Designated bike route along CSAH 54 ( 20th Avenue )
The Northpointe development addresses the elements of a neighborhood park, trails and
greenway system . The greenway system extends along the southeast quadrant of the site
which coincides with the existing floodplain , drainage ditch and wetland areas and will be
protected with dedicated easements . The Transportation Plan indicates a designated bike
route along CSAH 54 , which right of way is being dedicated for ( but not constructed ) .
Park Dedication will consist of a combination of land dedication and cash . The proposal
dedicates 5 . 04 acres of parkland . A trail is also proposed which extends from the southeast
through the wetland and park to the north to Cedar Street West . The construction costs of the
trail will be credited from the total payment . The park land will be deeded to the City .
Preliminary Public Land Dedication calculations are as follows .
313 units x $ 2 , 500 per unit $ 782 , 500
Less land dedication credit - 114 , 200
Remaining Balance $ 668 , 300
Less Trail Construction TBD
Discussion points for Park Board :
1 . Should the trail be constructed through Outlot & Westland Area with initial phases of
development or should City collect fees now and construct later ( Depicted in dotted
orange ) ? After discussion the Board felt the trail should not be developed and that the
City should collect the park dedication fees .
2 . The trail show along lots ( Block 6 & 8 ) currently planned as sidewalk .
3 . Staff has suggested sidewalks along Street C and Street B . Should there also be sidewalk
along Street E ? The Park Board thought the entire segment of Street E between Street C
and Street B should be sidewalk .

4 . Consider future connection of trail if Birch Street were to be extended east with future
development . Regarding this item the Park Board thought the developer/ realtor should
tell prospective property owners about the possibility of future trail development in this
area .
There was also discussion on when development would start , how long it would take to fully
develop this area and who is responsible for maintaining the trails and sidewalks .
6b . REVIEW SADDLE CLUB DEVELOPMENT
The Saddle Club is a 55 lot single family residential subdivision located south of Birch Street and
southeast of Old Birch Street . Pheasant Run South will extend from the east and connect with
Old Birch Street as a local road . Fox Road will extend north - south and terminate at the
southwest property line to provide future connection to the existing Fox Road in the
Foxborough Development .
The Resource Management Plan identifies a greenway system and trail connection within the
development . The greenway is comprised primarily of the Wetland Management Corridor
( WMC ) established by the Rice Creek Watershed District ( RCAWDA ) Wetland Management
Corridor ( WMC ) . These areas consist of the high value wetlands that support high diversity
plant and animal communities and are considered Environmentally Sensitive Areas ( ESA' s ) in
the Comprehensive Plan . The Saddle Club property represents the final linl( of a multifunctional
greenway corridor stretching from Deer Lane ( west of Foxborough ) to Birch Park ( east of
Preserve at Line Lakes ) .
An east-west trail connection is proposed within the greenway system along the southern
portion of property between the Foxborough and Preserve developments , as well as a sidewalk
along the north / east side of the new segment of Old Birch Street . Proposed trail / sidewalk
segments are depicted in blue .
The attached map poses two questions for the Park Board to discuss :
1 . Should the " north " segment of the trail be constructed to Fox Road ? ( Depicted in pink
on packet sketch )
2 . Should the connection south of Black Berry Court along Old Birch Street be sidewalk or
trail ( Depicted in yellow on packet sketch ) ? This is connecting to the existing trail in the
Preserve . Our conversations with the developer is that it should be trail south of Black
Berry and sidewalk north but they are showing it as all sidewalk .
The City will require payment in lieu of land dedication for purposes of public land dedication .
A public park trail will be constructed by the developer along the southern portion of the
development which will connect the existing trail in Foxborough and Preserve . The
construction costs of the trail will be subtracted from the total payment in lieu . The outlots will
be deeded to the City but are in addition to the park land dedication .

Rick told members that due to the slope of the trail ( depicted in yellow on packet sketch ) it
would be hard to do a trail and thought a sidewalk should be put in .
The members talked about the trail and if it would require boardwalk . They wondered what

the cost would be to construct a boardwalk . They also asked if there was money left over
where it would go . Rick explained that it would be used in Birch Park as this was the designated
park for this area .
After discussion the Park Board thought the " north " segment of trail ( highlighted in pink on the
sketch ) should be constructed to Fox Road .
They were split on whether the trail connection south of Black Berry Court should be an 8 ' off
road trail or concrete sidewalk . However, they did think it would look nicer if it was kept
consistent .
11 . NEXT PARK BOARD MEETING .
The next Park Board Meeting will be Monday, February 3 , 2014 , at 6 : 30pm .
12 . ADJOURN :
Richard Jensen made a motion to adjourn , seconded by Matt Koehn . The Park Board Meeting
was adjourned at 7 : 48p . m .
