CALL TO ORDER AND ROLL CALL Chair Huelman called the Lino Lakes Park Board meeting to order at 6:30 p.m. on October 4, 2023. 2. PLEDGE OF ALLEGIANCE 3. APPROVAL OF AGENDA Rick DeGardner, Public Services Director amended the agenda to include 8B Scarecrow Crawl. 4. OPEN MIKE There was no one present for open mike. 5. APPROVAL OF JULY 18, 2023 MINUTES Mrs. Ballering moved to approve the July 18, 2023 meeting minutes. Motion seconded by Mr. Gooder. Motion carried 5 – 0. 6. PARKS UPDATE A. Watermark Park DATE: October 4, 2023 TIME STARTED: 6:30 p.m. TIME ENDED: 7:58 p.m. MEMBERS PRESENT: Patrick Huelman, Clark Gooder, William Kusterman, Kellie Schmidt, Kathy Ballering MEMBERS ABSENT: David Termont, Julie Cutts STAFF PRESENT: Rick DeGardner, Angela Thorson Park Board October 4, 2023 pg. 2 DRAFT MINUTES Mr. DeGardner gave a summary the development of Watermark Park continues. The landscape plantings are in. The irrigation system is installed, and we are waiting for electrical and booster pump installations to complete. Pickleball and basketball court surfacing should be complete by early next week. All trails and most concrete work is complete. The dock has been delivered, and will be installed later this month. Construction of the park sign and pergola installation are underway. The sun shade near the court area has been installed. The park will be final graded and hydroseeded next week. The open-air shelter will be delivered and installation starting the same day. The playground equipment will be installed Spring, 2024. Mr. Kusterman questioned why the dock was placed so late in the season. Mr. DeGardner stated it was in the contract and the dock doesn’t need to be removed during the winter. B. City Hall Pickleball Courts Mr. DeGardner gave a summary of his written report. The courts are open for fun. Mr. Gooder would like to include benches at each project in the future. C. RLE Basketball Courts Mr. DeGardner gave a summary of his written report. This project is complete. Mr. Gooder asked what’s the lifespan of basketball courts. Mr. DeGardner stated 15-20 years. D. Foxborough Boardwalk Mr. DeGardner gave a summary of his written report. The Parks Department replaced two boardwalk sections (approximately 200’). Also, the center boardwalk section in Foxborough was reset and releveled. E. Sunrise #3 Renovations Mr. DeGardner gave a summary of his written report. The Parks Department rebuilt the pitcher's mound, cut out the lips on the turf between the infield aggregate and outfield turf, and resodded the base path areas and infield perimeter. Mr. Gooder asked if Centennial Little League funded any of the projects. Mr. DeGardner stated that the city takes care of the fields. F. Benches installed at Tower Park and City Hall Park Courts Mr. DeGardner gave a summary of his written report. Six benches at Tower Park and two benches at City Hall Park were assembled and installed for court users. Mr. Kusterman asked if the benches were anchored. Mr. DeGardner stated no. Park Board October 4, 2023 pg. 3 DRAFT MINUTES 7. UNFINISHED BUSINESS A. 2024 Playground Projects – Brandywood and Birchwood Acres Parks Mr. DeGardner gave a summary of his written report. The City Council recently approved the following projects for 2024: o Replace Brandywood Park Playground Equipment - $95,000 o Replace Birchwood Acres Park Playground Equipment - $95,000 Staff is in the process of developing two concept plans for each site. We anticipate making the concepts available for public review and comment. Parks Department staff plans to begin dismantling the existing equipment and preparing the sites for the new equipment that they will install Spring, 2024. Mr. Kusterman asked where the funds came from for the City Hall pickleball courts. Mr. DeGardner stated the City Hall Pickleball courts, Brandywood Park, and Birchwood Acres Park are funded from the 2023 budget. 8. NEW BUSINESS A. Park Board Members Discussion Mr. Huelman discussed developing a vision of what the Park Board needs to update the parks and trails. How can the Park Board communicate future projects to the City Council? Mr. Kusterman discussed his prior experience as a member of the City Council. Recommends going to the City Council with neighboring cities' park budgets to show how much they allocate for their park systems. Mr. Schmidt discussed that the Lino Lakes budget also includes police and fire departments. Suggests comparing our park budget with other cities that also have their own police and fire departments. Mr. Gooder discussed what happens if we don’t have money to update the parks and trails. Would like to get in front of the City Council and ask about any surplus. Mrs. Ballering discussed creating a presentation for the City Council. Mrs. Schmidt discussed sending a survey to identify what the community wants and needs and then presenting the results to the City Council. The park board's efforts to reintroduce social events were also discussed. Mr. Huelman asked if a survey had been sent to resident’s. Mr. DeGardner stated that nothing had been sent. Park Board October 4, 2023 pg. 4 DRAFT MINUTES Mr. Huelman discussed how large the City of Lino Lakes park system is. Would like to find out what the resident's expectations are. Mr. Kusterman would like to give the City Council a budget of what the Park Board would need each year to update the 20 parks. Mr. DeGardner discussed past decisions regarding the development of the city parks. Mrs. Ballering would like to concentrate on making the budget larger. Mr. Huelman discussed other resources for funding. Mr. Gooder asked if we receive tax money from new businesses. Mr. Kusterman asked what step of the process the city is at with the 2024 budget. Thinks we should come up with a number per resident, not a large budget number. Mrs. Schmidt discussed making friends and partnering with groups. Mrs. Ballering discussed the survey questions that the Park Board created. Mr. Huelman stated a three-step solution for the future allocated budget. Would like to discuss the Park Board's needs with the City Council during a work session. Mrs. Schmidt discussed what happens if we don’t receive the budget needed. Mr. Kusterman wants to know where the $90,000 budget came from. B. Scarecrow Crawl Mr. DeGardner discussed the upcoming Scarecrow Crawl being held at the Rookery Activity Center. 9. NEXT SCHEDULED PARK BOARD MEETING Wednesday, November 1, 2023 10. ADJOURNMENT Mrs. Ballering moved to adjourn the meeting. Motion seconded by Mrs. Schmidt Meeting adjourned at 7:58 p.m. Respectfully submitted, Angela Thorson, Public Services Administrative Assistant DATE: November 1, 2023 TO: Park Board FROM: Rick DeGardner, Public Services Director RE: Natures Refuge North Concept Plan Review The applicant has submitted a land use application for a concept plan for a Planned Unit Development for Natures Refuge North. This project would be an expansion of the Natures Refuge project that is currently under construction on Main Street (CSAH 14), just west of Lino Lakes Elementary School (725 Main Street). The proposed plan includes 108 single-family residential lots on the approximately 59.3 acres site. The Planned Unit Development request is to allow for a variety of housing unit types and lot sizes. Approximately 30 acres of open space will be provided under the proposed design. The 2040 Lino Lakes Comprehensive Plan (adopted Nov, 2020) identifies a future neighborhood Park Area M in this general area. (Refer to Figure 10-1 Parks, Greenways, and Trail System). This park area is described as follows: “This site serves the northwestern section of Lino Lakes in conjunction with Arena Acres Park and school sites. A master plan should be prepared to avoid over duplication of amenities available at Arena Acres and school sites.” Neighborhood Parks are typically five acres or more, eight to ten acres preferred, with three acres the desired minimum size. Service area is ¼ to ½ mile uninterrupted by major roads and other physical barriers. Trails establishing a linear greenway should be incorporated into plans that include connectivity to the north, east, south, and west of the project site. Estimated Park Dedication - Assuming 100% cash dedication, park dedication amounts to $356,400 (Based on 108 units). Any park land dedication or trail construction would need to be credited. Natures Refuge collected $115,760 after crediting the developer $77,000 for trail constructions costs. There are two options for the Park Board to consider: 1. Recommend 100% cash dedication. Designate remaining balance of cash dedication from Natures Refuge and cash dedication from Natures Refuge North (after trails credit) for improvements to Arena Acres Park and Lino Lakes Elementary School. 2. Recommend dedicating land for neighborhood park. Designate remaining cash dedication from Natures Refuge and remaining cash dedication from Natures Refuge North (after park land and trails credit) for limited park development. Estimate credit of $38,500 per acre and $75,000 for trails – similar for Natures Refuge. Any future development in the area could be designated for additional park development. Assuming a 3-acre park and similar length of trails as Natures Refuge, there would be approximately $510,372 remaining. A 5-acre park would provide around $433,372 for development. Topics included developing a vision on updating parks and trails, comparing parks budgets with neighboring cities, approaching city council to consider utilizing surplus funds for parks development, surveying the community, reintroducing social events, defining resident’s expectations, submitting Park Board budget to the City Council, discuss the Park Board's needs with the City Council during a work session, and create a three-step solution for the future allocated budget. Staff was directed to place this item on tonight’s agenda.
