CALL TO ORDER AND ROLL CALL Chair Sullivan called the Environmental meeting to order at 6:30 p.m. on September 27, 2023. 2. PLEDGE OF ALLEGIANCE 3. APPROVAL OF AGENDA The agenda was approved as presented. 4. APPROVAL OF MINUTES Ms. Buchmeier made a motion to approve the August 30, 2023 meeting minutes. Motion was seconded by Ms. Cavegn. Motion carried 5 – 0. 5. OPEN MIKE Chair Sullivan declared open mike at 6:32 p.m. There was no one present for open mike therefore it was closed at 6:32 p.m. 6. ACTION ITEMS A. Kavan Family Christmas Tree Farm Environmental Board September 27, 2023 Page 2 Andy Nelson, Environmental Coordinator, presented his staff report. The applicant, Stephen Kavan, submitted a land use application for a Christmas tree farm to be located at 1415 Ash Street. The 39.6 acre parcel will have a cut-your-own Christmas tree nursery, a barn, a sales stand, and an unpaved parking area. The site does not have enough land disturbance to require a stormwater management plan. The elevation of the barn is well above the base flood elevations, so there are no floodplain concerns. Landscape requirements will not apply to this agricultural use. Staff had two recommendations, which were: 1. Blanding’s turtle has been observed within one mile of the site. The MN DNR flyer and factsheet for this turtle must be provided to all contractors working on the site. Any sightings of the turtle should be reported to City staff. 2. Category 2 wood fiber blanket is specified in the Grading and Erosion Control Plan. This must be updated to reflect the 2020 MN DOT category number. In addition, the City requires natural net erosion blanket. The Board expressed excitement all around for this project. Chair Sullivan suggested a third recommendation, which was to ensure Engineering assess the safety of the driveway. Mr. Nelson responded that this recommendation would be added. Chair Sullivan made a motion to approve the recommendations along with the third as described above. Ms. Nelson seconded the motion. Motion carried 5 – 0. 7. DISCUSSION ITEMS A. Metropolitan Solid Waste Management Policy Plan 2022-2042 Chair Sullivan reviewed the staff report and the attachments with the Board. He also expressed general approval of the strategies outlined in the policy plan. The Board agreed. 8. UPDATES st A. SCORE Tonnage 1 Half of 2023 Grace Good, Recycling Intern, presented her staff report. DRAFT MINUTES Environmental Board September 27, 2023 Page 3 The total tonnage collected for the first half of 2023 is 979.49 tons, which is 42% of the total tonnage goal for 2023, 2,334 tons. The City of Lino Lakes started recycling plastic bags and films through the NexTrex program. The goal is to collect 500 lbs. of plastic bags and film in 6 months. If the City reaches the goal, then a park bench made from the plastic is given. 50 pounds have been collected so far. B. Recycling Updates September Recycling Saturday saw 250 cars for All Appliance Disposal. Eighty cars st were seen for 1 Choice Document Destruction. September saw the highest number of visits in 2023 so far. Six people dropped off plastic. Chair Sullivan asked Mr. Nelson if it is possible to move the compost bin at Marshan Park to the back against the curb. Mr. Nelson agreed to request this from the hauler, Walters. 9.
