1. CALL TO ORDER AND ROLL CALL IF
Chair Sullivan called the Environm eeting to or 6:31 p.m. on November 29,
2023.

Chair Sulli de a mot to approve the October 25, 2023 meeting minutes. Motion
s seconde r. Schwartz. Motion carried 7—0.
Ch 'r S wa ed to clarify that the recommendation for action item 6B in the
October mee was related to suggested tree species if Lyngblomsten does not go
forwar with t e fence for the north perimeter. Mr. Nelson agreed.

Chair Sullivan declared open mike at 6:36 p.m. There was no one present for open mike
therefore it was closed at 6:36 p.m.

A. Landscape Ordinance Update

Mr. Nelson, Environmental Coordinator,presented the staff report.
Section 1007.043 (17) of the Zoning Ordinance contains the requirements for the
screening, landscaping,buffer yards, and tree preservation. A redline draft of the
Landscape Ordinance has been provided at the meeting.
The Board spoke about the proposed changes to the Landscape Ordinance.
Ms. Holmes asked who the Landscape Ordinance is specifically f artz
responded it is for developers. Mr. Nelson confirmed.
Mr. Schwartz asked if the tree protection zone is the bri ora ge fe hat go around
the tree. Mr. Nelson confirmed yes,but there are othe ptab aten could be
used for that. 44
Ms. Holmes asked if any of the changes to t canopy ver va Id have affected
the outcome of tree preservation at the Kw ' e. Nelso sponded that the
changes would not have affected theptcome at tha t, as the tree protection zone
dimensions will be the same, and a trees that idn't ha oper tree protection zones
at Kwik Trip were removed and mi ated for a requirement for additional new
trees.
Mr. Schwartz asked how a developer cou t credit for a tree that is less than 7' of

aommendatign from the Board case-by-case on any project, but not necessarily
maki alternative turf grass types mandatory in the Ordinance.

eier asked why the tree mitigation rates are different depending on whether
the tree is within Conservation or Enhancement Environmentally Sensitive Areas. Mr.
Nelson responded that the rates are different because these areas are categorized mainly
by the quality of the water features in them, such as higher value wetlands or lake
Shoreland Districts. He added that he would provide a more thorough answer to this
question at the next landscape ordinance review.

Ms. Holmes asked if there is a specification for mulch depth around trees. Mr. Nelson
explained that every project does a landscape detail,but it would be a good idea to put
together a City planting detail that covers mulch depth in the future.

Ms. Nelson made a motion to adjourn the meeting at 7:52 p.m.
Ms. Holmes seconded the motion.
Motion carried 7—0.
